Town Board Meeting Minutes
September 6th, 2022
*6:00 p.m.*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo, Pam Johnson-Loy, David Pope and Kyle Levetzow. Also, in attendance were Clerk/Treasurer Sara Olson, Andrew Hatch, Nancy Schaaf, Jeff Haylock, Kevin Zajicek and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. None.

Kyle Levetzow made a motion to suspend the agenda and move to Item #9 Planning Commission Recommendations. David Pope seconded the motion. Motion carried.

4) Discussion & possible action re: Planning Commission Recommendations. Peter Vanderloo made a motion to recommend the approval of the reduction of a 7.2 acre AR-1 lot to a 2.03 acre lot located at 4893 State Road 23 and to rezone 35 acres from A-1 Ag & AR-1 to AB-1 Ag-Business located on State Road 23 all in part of the NW ¼ of the SE ¼ of Section 28, Town 7 North, Range 3 East with the conditional use permit for the purpose of constructing a cheese processing and packaging facility, retail sales/small retail area and a single family residence for employee use on the 35 acres. Pam Johnson-Loy seconded the motion. Motion carried.

5) Approval or Denial of a Class “B” Beer & Liquor License for the 2022-2023 licensing year to Vivid, Inc. 3591 State Road 23 (Nancy Schaaf, Agent). Nancy Schaaf from Vivid, Inc. updated the Town Board in regards to the ownership status of 3591 State Road 23. Kyle Levetzow made a motion to table the Liquor License request to the October Town Board meeting once ownership is obtained through the courts. David Pope seconded the motion. Motion carried.

6) Approval of Meeting Minutes from August 2nd, 2022. Peter Vanderloo made a motion to approve the August 2nd, 2022 meeting minutes as presented. David Pope seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s August 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 231,840.51
Farmer’s Savings $ 770,580.08
Local Government Investment Pool $ 7,436.16
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 500,074.46

Township Funds: $1,509,931.21
ARPA Funds: $ 147,965.32

Kyle Levetzow seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 8,349.35

Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to void the Invoice of Dawn & Pat Miess in the amount of $58.83 as reflected on the Treasurer’s Report. Kyle Levetzow seconded the motion. Motion carried. Curt Peterson abstained from the motion.

8) Bills to be approved. David Pope made a motion to approve the September 6th, 2022 vouchers in the amount of $40,540.40 and Sanitary District #1 vouchers in the amount of $4,521.35. Peter Vanderloo seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Town Patrolman Randy Beerkircher presented prices in regards to tires needed for the tandem trucks and pickup truck. Peter Vanderloo made a motion to purchase re-capped rear tires for the tandem trucks, tires for the pick-up truck and to have Randy Beerkircher work with Town Chairman, Curt Peterson to determine which tires will be purchased in regards to the fronts on the tandem trucks. David Pope seconded the motion. Motion carried.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information from the Department of Revenue in regards to the 2022 state apportionment report and changes in equalized values.

11) Discussion and possible action re: Final Road Acceptance Black Diamond Subdivision (Jay Drive). No action was taken as a ditch/run off issue was discovered and potentially needed to be addressed prior to the final road acceptance of Jay Drive.

12) Discussion & possible action re: Environmental Restricted Funds Use Request/Waiver to the Public Service Commission. Clerk/Treasurer Sara Olson presented examples of Environmental Restricted Funds Use Request waivers that were presented to the public service commission. No action was taken.

13) Equipment Update. Town Patrolman Randy Beerkircher presented information in regards to the potential costs of a end loader. Additional information will be presented at the October Town Board meeting. No action was taken.

14) Discussion & possible action re: 2022 Fall Workshop – WTA. Clerk/Treasurer Sara Olson presented information in regards to the upcoming 2022 Fall Workshop being held in Barneveld.

15) Discussion & possible action re: Fill-In Recycling Center Attendant. Clerk/Treasurer Sara Olson informed the Town Board of the received applications for the Fill-In Recycling Center Attendant. No action was taken.

16) Discussion & possible action re: Setting of the Fall Clean-Up Date. David Pope made a motion to set the Fall Clean-Up date to October 8th, 2022. Kyle Levetzow seconded the motion. Motion carried.

17) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:32 p.m. David Pope seconded the motion. Motion carried.
