Town Board Meeting Minutes
December 5th, 2023
*6:00 p.m. *


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were Peter Vanderloo, David Pope, Pam Johnson-Loy and Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek and Jeff Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. None.

Kyle Levetzow made a motion to suspend the agenda and move to Item #9 Discussion & possible action re: Town Garage Roof. David Pope seconded the motion. Motion carried.

4) Discussion & possible action re: Town Garage Roof. Clerk/Treasurer Sara Olson presented an updated contract from Farmland Painting for the coating of the Town garage roof as well as a receipt of payment in the amount of $6,000.00. Kyle Levetzow made a motion to approve the completed work and payment of the contract as of November 15th, 2023. David Pope seconded the motion. Motion carried.

5) Discussion & possible action re: Plowing Equipment/Mack Truck. Town Patrolmen, Randy Beerkircher discussed the need to make a down payment of $10,000.00 to secure a place for a 2025 Mack Truck. David Pope made a motion to approve the down payment in the amount of $10,000.00. Peter Vanderloo seconded the motion. Motion carried. Town Patrolmen, Randy Beerkircher presented a quote in regards to a 2023 Chevy 5500 from Sleepy Hollow in Viroqua. The Town Board discussed the current plowing equipment and the need for a second smaller plow truck that could be used for plowing and backup purposes. David Pope made a motion to obtain approval from the PSC to utilize the Environmental Impact Fees and make the required down payment. Kyle Levetzow seconded the motion. Motion carried.

6) Discussion & possible action re: Mower Tractor Update. Clerk/Treasurer Sara Olson updated the Town Board in regards to the recently purchased mower tractor that had been delivered. Clerk/Treasurer Sara Olson also presented an invoice for the replacement of the back window on the old mower tractor. The Town Board requested that Clerk/Treasurer Sara Olson contact Rural Mutual Insurance to submit a claim for the glass replacement. No action was taken.

7) Discussion & possible action re: Military Ridge Road Update. Clerk/Treasurer Sara Olson presented an e-mail that was received from Pustina Construction in regards to the minor ditch work that was still needing to be completed on Military Ridge Road but would need to wait till spring in order to not cause extensive erosion. The Town Board discussed the minor work that was still needing to be completed and felt that Pustina Construction would stand behind their work; therefore they were ready to pay the second pay request to close out the Military Ridge Road project. Peter Vanderloo made a motion to approve payment of Pay Request #2 for the Military Ridge Road Project. Kyle Levetzow seconded the motion. Motion carried.

8) Discussion & possible action re: Revision to Iowa County Zoning Ordinance. Clerk/Treasurer Sara Olson reminded the Town Board that correspondence had been forwarded to them from Iowa County Planning & Development in regards to proposed revisions to the Iowa County Zoning Ordinance. No action was taken.

9) Approval of Meeting Minutes from November 8th, 2023 (3 Sets of Minutes). Kyle Levetzow made a motion to approve the meeting minutes from November 8th, 2023 (3 Sets of Minutes) as presented. Peter Vanderloo seconded the motion. Motion carried.

10) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s November 2023 Treasurer’s Report stating the following fund balances:

General Checking $ 278,961.54
Farmer’s Savings $ 76,359.29
Local Government Investment Pool $ 7,848.21
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 571,938.46

Township Funds: $ 935,107.50
Tax Funds: $ 0.00
ARPA Funds: $ 130,407.84

Pam Johnson-Loy seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 21,336.05

Pam Johnson-Loy seconded the motion. Motion carried.

11) Bills to be approved. Peter Vanderloo made a motion to approve the December 5th, 2023 vouchers in the amount of $248,440.91 and Sanitary District #1 vouchers in the amount of $4,001.34. Pam Johnson-Loy seconded the motion. Motion carried.

12) Town Roads/Equipment Report. The Town Patrolmen presented information in regards to the town roads and equipment. Town Chairman, Curt Peterson updated the Town Board in regards to submitting a TRIP application for Floyd Road.

13) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that she has received the property tax bills and is working on getting them prepared to mail to the property owners.

14) Discussion & possible action re: Resolution 2023-144 Appointment of Election Workers. David Pope made a motion to adopt Resolution 2023-144 Appointment of Election Workers. Kyle Levetzow seconded the motion. Motion carried.

15) Discussion & possible action re: X-Mas Bonuses. Peter Vanderloo made a motion to move this agenda item to Closed Session. David Pope seconded the motion. Motion carried.

16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation) Kyle Levetzow made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Pope seconded the motion. Motion carried. Roll call: Peterson, yes; Pope, yes; Johnson-Loy; yes and Vanderloo, yes. Also in attendance was Randy Beerkircher and Sara Olson.

17) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. Kyle Levetzow seconded the motion. Motion carried.

18) Board action as a result of Closed Session. Kyle Levetzow made a motion to approve a X-Mas bonus in the amount of $575.00 to Kevin Zajicek and Sara Olson to rectify the clerical payroll error of Randy Beerkircher and a net X-Mas bonus of $75.00 for part-time employees. Peter Vanderloo seconded the motion. Motion carried.

19) Adjournment. David Pope made a motion to adjourn the meeting at 7:30 p.m. Peter Vanderloo seconded the motion. Motion carried.
