Town Board Meeting Minutes
April 16th, 2024
*Immediately following the Annual Meeting *
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 5:10 p.m.
Town Supervisors in attendance were Peter Vanderloo, David Pope, Kyle Levetzow and Pam Johnson-Loy. Also in attendance were Clerk/Treasurer Sara Olson, Kelly Ley, Carl Thoreson, James Wakup, Kerry Everson, Jason Rundhaug, Donald Ley, Krista Ley, Randy Beerkircher and Kevin Zajicek.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.
Peter Vanderloo made a motion to suspend the agenda and move to Item #9 Discussion & possible award re: Bids for 2024 – Sealcoating Town Roads.
3) Discussion & possible action re: Bids for 2024 – Sealcoating Town Roads. Clerk-Treasurer Sara Olson presented two bids that were received from Scott Construction & Fahrner Asphalt. A bid tabulation sheet was completed. Peter Vanderloo made a motion to award the 2024 – Sealcoating Town Road Project to Scott Construction utilizing dark granite chips on Park Ridge Rd and Savannah Terrace in the amount of $146,984.00. Kyle Levetzow seconded the motion. Motion carried.
4) Discussion & possible action re: Planning Commission Recommendations. Clerk-Treasurer Sara Olson presented the requested additional information from Studio V Dance as well as the building inspectors report in regards to the conditional use permit application of Quality Liquid Feeds / Cory Berg for the purpose of a dance studio/school on 4.819 acres zoned B-2 located in the SW ¼ of the SE ¼ of Section 16, Town 6 North, Range 3 East located at 3625 State Road 23. Peter Vanderloo made a motion to recommend the approval of the conditional use permit of Quality Liquid Feeds / Cory Berg for the purpose of a dance studio/school on 4.819 acres zoned B-2 located in the SW ¼ of the SE ¼ of Section 16, Town 6 North, Range 3 East located at 3625 State Road 23 subject to the following conditions: (1) Limit occupancy to maximum of 50 people on site. (2) Install lighted exit signs and egress pathway lights. (3) Change door at top of front stairs. Rear Exit. (4) Install signs on exit doors to remain unlocked while the building is occupied. (5) Install additional fire extinguishers if needed. (6) An additional inspection is to be completed to verify satisfaction of the conditions in regards to the building code. Pam Johnson-Loy seconded the motion. Motion carried.
Curt Peterson left the meeting at 5:38 p.m.
Clerk-Treasurer Sara Olson presented all the information that was previously presented to the Planning Commission including the recommendation in regards to the rezoning application of Donald & Pauline Ley to rezone 5 acres from A-1 Ag to RB-1 located in part of the SE ¼ of the SE ¼ of Section 4, Township 5 East, Range 3 East and part of the SW ¼ of the SW ¼ and part of the NW ¼ of the SW ¼ of Section 3, Township 5 North, Range 3 East located at 2435 Chris-Na-Mar Road and the conditional use application for the purpose of a short-term rental (30 days or less) and meeting/small gathering location. Kyle Levetzow made a motion to recommend the approval of the rezoning application of Donald & Pauline Ley to rezone 5 acres as outlined in Option 1 from A-1 Ag to RB-1 located in part of the SE ¼ of SE ¼ of Section 4, Township 5 East, Range 3 East and part of the SW ¼ of the SW ¼ and part of the NW ¼ of the SW ¼ of Section 3, Township 5 North, Range 3 East located at 2435 Chris-Na-Mar Road and to recommend the conditional use permit for short-term rental (7 consecutive days or less) and day use (12 hours or less) for meetings/small gatherings with the following conditions:
1. A maximum of 75 people at an event.
2. Adequate parking for 40 vehicles.
3. Overnight stays of people are based on the septic field capacity.
4. All event use building must meet commercial building codes and sewer/septic codes.
5. All meetings/small gatherings must end by 11:00 p.m.
6. Any outdoor lighting must be downward.
7. Driveway must be visible marked.
8. The remaining 35 acres must be combined with the adjacent land by deed.
David Pope seconded the motion. Motion carried.
5) Public Comment. Town Supervisor, Kyle Levetzow shared his opinion in regards to the complexity of the rezoning process.
6) Approval of Meeting Minutes from March 5th, 2024. Kyle Levetzow made a motion to approve the meeting minutes from March 5th, 2024 as presented. David Pope seconded the motion. Motion carried.
7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s March 2024 Treasurer’s Report stating the following fund balances:
General Checking $ 211,931.82
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 401,110.07
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,025.64
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 623,173.14
Township Funds: $1,244,240.67
Tax Funds: $ 0.00
ARPA Funds: $ 130,407.84
Pam Johnson-Loy seconded the motion. Motion carried.
Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $ 18,540.29
Pam Johnson-Loy seconded the motion. Motion carried.
8) Bills to be approved. David Pope made a motion to approve the April 16th, 2024 vouchers in the amount of $42,666.21 and Sanitary District #1 vouchers in the amount of $7,480.92. Pam Johnson-Loy seconded the motion. Motion carried.
9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the roads, equipment, and the ordering of 125 tons of salt for the 2024-2025 season. Clerk/Treasurer Sara Olson also indicated that Town Chairman, Curt Peterson would like to conduct a road review if any members are interested.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Board of the upcoming fence viewing and updated them on the Spring Clean-Up that was completed on April 13th.
11) Discussion & possible action re: Appointment of Planning Commission Members. Kyle Levetzow made a motion to appoint Town Board members Curt Peterson and Peter Vanderloo to serve on the Planning Commission. David Pope seconded the motion. Motion carried. Clerk/Treasurer Sara Olson indicated that Tom Joestgen has resigned from the Planning Commission and the Township will be looking for someone to complete the remainder of his term on the Planning Committee.
12) Discussion & possible action re: Resolution 2024-139 2023 Year-End Budget Amendment. Kyle Levetzow made a motion to adopt Resolution 2024-139 2023 Year-End Budget Amendment. David Pope seconded the motion. Motion carried.
13) Discussion & possible action re: Scheduling of Board of Review. The Town Board discussed scheduling of the Board of Review. Open Book will be held on May 13th from 3:00 p.m. – 5:00 p.m. and Board of Review will be held on Tuesday, June 4th beginning at 5:00 p.m. – 7:00 p.m. or adjournment with the regular Town Board meeting immediately following.
14) Discussion & possible action re: Appointment of Successor Agent – White Oak Savannah, Brandon Wilhelm. David Pope made a motion to approve the appointment of agent Brandon Wilhelm, White Oak Savannah. Kyle Levetzow seconded the motion. Motion carried.
15) Discussion & possible action re: Snow Plowing Procedures & Policies. Kyle Levetzow made a motion to delay action on the snow plowing procedures and policies. Pam Johnson-Loy seconded the motion. Motion carried.
16) Discussion & possible action re: ARPA Funds. Clerk/Treasurer Sara Olson distributed information in regards to the remaining ARPA funds and the need to have the funds obligated prior to the deadline of December 31, 2024.
17) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 6:34 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
