Town Board Meeting Minutes
December 3rd, 2024
*6:00 p.m. *

1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Pope, Peter Vanderloo, Kyle Levetzow and Pam Johnson-Loy. Also in attendance were Clerk/Treasurer Sara Olson, Michael James, Jenna Vondra, Jeff Haylock, Chad Whitford and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. Michael James presented information in regards to the Mammoth Lime kiln located on State Road 191 in Dodgeville Township.

David Pope made a motion to suspend the agenda and move to Item #9 Discussion re: Update on Proposed Revision to Section H Land Use Element from November 25th Planning Commission Meeting. Kyle Levetzow seconded the motion. Motion carried.

4) Discussion re: Update on Proposed Revision to Section H Land Use Element from November 25th Planning Commission Meeting. Clerk-Treasurer Sara Olson presented the updated flowchart from the November 25th Planning Commission meeting in regards to the proposed revision to Section H Land Use Element to the Town Board as well as information that would be further discussed at the next Planning Commission meeting in regards to the proposed revision. Michael James had questions in regards to.

5) Discussion & possible adoption re: Intergovernmental Agreement by and between the City of Dodgeville and Town of Dodgeville to create a joint room tax commission and tourism zone. Clerk/Treasurer Sara Olson presented the drafted Intergovernmental Agreement. Peter Vanderloo made a motion to approve the Intergovernmental Agreement by and between the City of Dodgeville and Town of Dodgeville to create a joint room tax commission and tourism zone effective January 1st, 2025. David Pope seconded the motion. Motion carried.

6) Discussion & possible adoption re: Chapter 33 Room Tax Ordinance. Clerk/Treasurer Sara Olson presented the drafted Chapter 33 Room Tax Ordinance. The Town Board discussed and modified the proposed ordinance to indicate the 8% room tax will go in effect on January 1st regardless of when the individual establishments obtain a permit. Kyle Levetzow made a motion to adopt Chapter 33 Room Tax Ordinance with the modification effective January 1st, 2025. Peter Vanderloo seconded the motion. Motion carried. Pam-Johnson Loy was opposed.

7) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board in regards to the status of the mowers, equipment repairs, winter preparations as well as the roadway conditions.

8) Discussion & possible action re: Purchasing of Wirefeed Welder. Town Patrolmen Chad Whitford and Kevin Zajicek discussed the purchasing of a wirefeed welder with the Town Board. Kyle Levetzow made a motion to allow the purchasing of a wirefeed welder from Badger Welding. David Pope seconded the motion. Motion carried.

9) Discussion & possible action re: Reservation for purchasing a MACK Truck. Town Chairman, Curt Peterson indicated that we are working on obtaining information in regards to making a reservation for purchasing a MACK Truck. Curt Peterson indicated that this item would be placed on the January agenda for discussion.

10) Discussion & possible action re: Garbage & Recycling Services Contract – Town & Country Sanitation. Clerk/Treasurer Sara Olson presented the updated Garbage & Recycling Services Contract with Amendment A and provided clarification in regards to their previous questions from Town & Country Sanitation. The Town Board discussed the contract as well as the industry standards. David Pope made a motion to accept the 5-year Garbage & Recycling Services contract with Amendment A from Town & Country Sanitation. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Upgrading the Town of Dodgeville Website. Clerk/Treasurer Sara Olson presented a proposal for upgrading the Town Website from Town Web Design which included a 3-yr contract for annual hosting maintenance and support. David Pope made a motion to approve the proposal as presented. Pam Johnson-Loy seconded the motion. Motion carried.

12) Discussion & possible action re: Revisions to the Iowa County Zoning Ordinance. Town Chairman, Curt Peterson updated the Town Board in regards to the proposed revisions to the Iowa County Zoning Ordinance. Clerk/Treasurer Sara Olson had previously forwarded an e-mail containing the revisions to the Town Board members. No action was taken.

13) Discussion & possible action re: X-Mas Bonuses. Peter Vanderloo made a motion to approve a Christmas bonus in the net amount of $150.00 to all full-time employees and $75.00 to the Recycling Center Attendant and Seasonal part-time patrolman. Pam Johnson-Loy seconded the motion. Motion carried.

14) Approval of Meeting Minutes from November 13th, 2024. Peter Vanderloo made a motion to approve the meeting minutes from November 13th, 2024 as presented. Kyle Levetzow seconded the motion. Motion carried.

15) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s November 2024 Treasurer’s Report stating the following fund balances:

General Checking $ 207,815.74
General Checking – Tax Funds $ 0.00
Farmer’s Savings $ 139,832.40
Farmer’s Savings – Tax Funds $ 0.00
Local Government Investment Pool $ 8,278.16
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $ 637,351.84

Township Funds: $ 993,278.14
Tax Funds: $ 0.00
ARPA Funds: $ 0.00

Pam Johnson-Loy seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 18,593.45

Pam Johnson-Loy seconded the motion. Motion carried.

16) Bills to be approved. Kyle Levetzow made a motion to approve the December 3rd, 2024 vouchers in the amount of $81,986.60 and Sanitary District #1 vouchers in the amount of $3,858.53. Pam Johnson-Loy seconded the motion. Motion carried.

17) Clerk/Treasurer Report. Clerk/Treasurer, Sara Olson updated the Town Board in regards to tax bill preparations.

18) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Performance Evaluation) David Pope made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercise responsibility at 8:16 p.m. Peter Vanderloo seconded the motion. Roll call; Peterson, yes; Pope, yes; Johnson-Loy; yes and Vanderloo, yes. Clerk/Treasure Sara Olson was present during Closed Session.

18) Reconvene into Open Session. David Pope made a motion to reconvene into open session at 8:40 p.m. Pam Johnson-Loy seconded the motion. Motion carried.

19) Board action as a result of Closed Session. No action was taken.

20) Adjournment. Pam Johnson-Loy made a motion to adjourn the meeting at 8:41 p.m. Peter Vanderloo seconded the motion. Motion carried.
