Town Board Meeting Minutes
September 6th, 2011
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:03 P.M.

Town Supervisors in attendance were: David Thomas, David Blume, Charles Price and David Gollon. Also in attendance were Dan Peterson, Ed Hill and Amy Esch.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from August 2nd, 2011, & August 22nd, 2011. David Gollon made a motion to approve the August 2nd and August 22nd meeting minutes as submitted. David Blume seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Charlie Price made a motion to approve the Town of Dodgeville August 2011 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 73,711.51
Farmer’s Savings $ 77,156.87
M&I Tax Account $ 100,094.13
Local Government Investment Pool $ 6,950.08
M&I CD’s $ 151,376.25

Township Funds: $ 404,232.35

David Thomas seconded the motion. Motion carried.

Charlie Price made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $12,871.83
Sanitary District #2 $ 6,204.12
Sanitary District #3 $ 272.22

David Thomas seconded the motion. Motion carried.

5) Bills to be approved. Charles Price made a motion to approve all the September vouchers as submitted totaling $23,292.87. David Thomas seconded the motion. Motion carried.

6) Town Roads/Equipment Report. The Town Roads/Equipment report indicated that Goldmine Road has been double sealed and the Brue Road Project will be started sometime this week.

7) Clerk/Treasurer Report. The Clerk/Treasurer Report indicated that Fall Clean-Up will be taking place on October 8th from 8:00 a.m. – 12:00 p.m.

8) Plan Commission Recommendations. The following motions were made:
1. David Gollon made a motion to recommend the approval of rezoning 5.758 acres more or less from A-1 Ag to AR-1 Ag Residential, located in the N ½ of the SE ¼ of the NE ¼ of Section 26, Town 7 North, Range 3 East which is currently owned by Kevin Meudt with the conditions that 29.24 acres be placed into the conservancy district to meet the Towns density standard. A recommendation was also made to allow a maximum of 12 animal units be allowed for this parcel. David Thomas seconded the motion. Motion carried.
2. David Thomas made a motion to recommend the approval of rezoning a minimum of 2 acres from A-1 Ag to AR-1 Ag Residential, located in the SE ¼ of the NE ¼ of Section 14, Town 6 North, Range 3 East which is currently owned by Clyde Allen Mitchell Trust with the conditions that the density standard is met and the appropriate acreage is put into the conservancy district. David Gollon seconded the motion. Motion carried.
3. David Gollon made a motion to recommend the approval of rezoning a minimum of 2 acres from A-1 Ag to AR-1 Ag Residential, located in pt fr of the SW ¼ of the NW ¼ and fr of the NW ¼ of the NW ¼ of Section 7, Town 6 North, Range 3 East which is currently owned by Anthony & Amy Esch with the conditions that the density standard is met and the appropriate acreage is put into the conservancy district. David Thomas seconded the motion. Motion carried.

9) Discussion & possible action re: Lane Change Testing Service (CDL Testing) – Use of the Parking Lot. David Thomas made a motion to allow Lane Change Testing Service to utilize the parking lot for CDL Testing from September 2011 to September 2012. The Town Board will revisit this item in September 2012. David Blume seconded the motion. Motion carried.

10) Approval or Denial of Operators License for Carol Wood for the 2011-2012 licensing year. David Blume made a motion to approve the operator’s license for Carol Wood for the 2011-2012 licensing year. David Thomas seconded the motion. Motion carried.

11) Approval or Denial of Liquor License for Hill’s Pub and Banquet Hall (Ed Hill, Agent) for the 2011-2012 licensing year. David Gollon made a motion to approve Ed Hill, Agent and the issuance of a Class “B” Beer and Intoxicating Liquor License to Hill’s Pub and Banquet to serve and sell in the stone and cement building including the basement located at 3625 State Road 23. David Thomas seconded the motion. Motion carried.

12) Discussion & possible adoption re: Resolution 2011-271 Employee Grievance Procedure. David Gollon made a motion to approve and adopt Resolution 2011-271 Employee Grievance Procedure with the appropriate revisions made to the Iowa County sample Grievance Policy. Curt Peterson and David Gollon are to review the policy wants revised. Charlie Price seconded the motion. Motion carried.

13) Discussion & possible action re: 2011 Audit. The Town Board discussed getting bids for the 2011 Audit. David Blume made a motion to authorize the bidding of the 2011 Audit. David Thomas seconded the motion. Motion carried.

14) Discussion & possible action re: Garbage Drop Off- User Fee. The Town Board was presented with a sheet of costs for the garbage portion of the Recycling Center and what other municipalities charge their residents to utilize their facility or for garbage pickup. No action was taken.

15) Public Comment. None

16) Adjournment. David Blume made a motion to adjourn the meeting at 7:30 p.m. David Thomas seconded the motion. Motion carried.
