Town Board Meeting Minutes
October 6th, 2020
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Pope, David Gollon and Peter Vanderloo. Kyle Levetzow was excused. Also, in attendance were Clerk/Treasurer Sara Olson and Randy Beerkircher.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. Town Board Supervisor, David Gollon expressed concerns in regards to utility placements with the road right-of-way and the lack of contractor communications.

3) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

4) Approval of Meeting Minutes from September 1st, 2020. Peter Vanderloo made a motion to approve the meeting minutes from September 1st as presented. David Pope seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s September 2020 Treasurer’s Report stating the following fund balances:

General Checking $ 172,326.49
Farmer’s Savings $ 102,548.89
Local Government Investment Pool $ 7,405.68
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 424,998.40

Township Funds: $ 707,279.46
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $18,660.38

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the October 6th, 2020 vouchers in the amount of $72,523.74 and Sanitary District #1 vouchers in the amount of $7,323.28. Peter Vanderloo seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the board in regards to the Survey Road Bridge Project and the Esch Road TRIP Project.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the members of the upcoming Fall Clean-Up as well as updated the board in regards to the General Election and the need to move the November Board meeting to a different date. Clerk/Treasurer Sara Olson also presented the 2020 Equalized Values for Iowa County.

9) Discussion & possible action re: Equipment Repairs. Town Patrolman Randy Beerkircher informed the Board of the repairs that were currently being made or were made to the Mower, F550, Case Endloader and the two MACK Trucks. The invoices were on the October 6th vouchers to be approved. Town Supervisor, David Gollon had requested a breakdown of all equipment repairs made in 2020.

10) Approval or Denial of Operator’s License for 2020 – 2021 for Ryan Raess . David Gollon made a motion to approve the operator’s license of Ryan Raess for 2020-2021 licensing year. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Purchasing of Garage Door for Shop. Clerk/Treasurer Sara Olson presented a quote received from Kevin’s Overheard Door in the amount of $3,843.00 to replace one of the existing garage doors. David Gollon made a motion to approve the purchasing of the garage door for the Town Shop. Peter Vanderloo seconded the motion. Motion carried.

12) Discussion & possible action re: Purchasing of Grader Tires. Town Patrolman, Randy Beerkircher presented pricing for grader tires in the amount of $1,025.00 each. David Gollon made a motion to purchase four grader tires contingent upon the money being in the 2020 budget. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion & possible action re: Purchasing of Tablets for Town Board / P.C. members. Clerk/Treasurer Sara Olson presented a proposal from Kerber Rose Technology for the purchasing of 10 tablets or labtops. David Pope made a motion to allow Clerk/Treasurer Sara Olson to purchase either the labtops or tablets at her discretion as presented in the quote. Peter Vanderloo seconded the motion. Motion carried.

14) Discussion & possible action re: Truck Equipment Quotes. Town Patrolman, Randy Beerkircher and David Gollon indicated that they were continuing working on tightening up the equipment quotes. No action was taken.

15) Discussion & possible action re: 2020 Budget Review. Clerk/Treasurer Sara Olson presented a year-to-date 2020 budget. The Town Board members reviewed the 2020 budget. No action was taken.

16) Discussion & possible action re: Setting up of Budget Meeting. The Town Board set the next budget meeting to be held on October 14th at 5:30 p.m. The November regular Town Board meeting will be held on Wednesday, November 11th at 6:00 p.m.

17) Discussion & possible action re: Routes to Recovery Grant. Clerk/Treasurer Sara Olson presented information in regards to the allocation of funds and purchases made from the WE CARE Grant and the Routes to Recovery Grant. No action was taken.

18) Adjournment. David Gollon made a motion to adjourn the meeting at 7:52 p.m. Peter Vanderloo seconded the motion. Motion carried.
