Town Board Meeting Minutes
October 22nd, 2013
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: Steven Johnson, David Gollon and David Blume. Absent: Dorothy Gullickson. Also in attendance were Clerk/Treasurer Sara Olson and Joseph Miess.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

3) 1st Reading of the Resolution to Discontinue Town Roads in the Town of Dodgeville (Halverson Rd & Klosterman Rd). Town Chairman, Curt Peterson read the Resolution aloud and indicated a public hearing will be held on December 3rd, 2013 @ 6:00 p.m.

4) Discussion & possible action re: Graveling of Klosterman Road. Town Chairman, Curt Peterson indicated that some gravel was needed on Klosterman Road prior to the discontinuation and before the ground froze. David Gollon made a motion to approve up to 4 loads of gravel or the maximum dollar amount of $700 in gravel for Klosterman Road. Steven Johnson seconded the motion. Motion carried.

5) Discussion & possible action re: Bid document received for the 1995 Ford L800. Clerk/Treasurer Sara Olson indicated an individual had submitted a bid for the 1995 Ford L8000. The Town Board had indicated to the individual that the vehicle has been placed on the Wisconsin Surplus Auction website where bids are being accepted. The Town Board indicated that they have listed a minimum price with Wisconsin Surplus and would keep the bid on file in case the minimum price was not met however the individual will need to monitor the bidding on the Wisconsin Surplus Auction website.

6) Discussion & possible action re: 2013-2014 Insurance Policy Renewal. The Town Board reviewed the existing insurance policy with Rural Mutual Insurance. David Gollon made a motion to increase the Townships deductible from $500 to $1,000 on the Township vehicles as well as to have our agent Deb Young complete a audit of our policy. David Blume seconded the motion. Motion carried.

7) Discussion & possible action re: Minimum Fund Balance Policy. Town Supervisor, David Blume presented a draft of a minimum fund balance policy that was constructed by himself and our auditors Johnson & Block. The Town Board discussed the policy in detail and wanted to see what the end budget numbers were going to be prior to taking any action on the policy. David Blume made a motion to postpone the minimum fund balance policy until the November 7th, 2013 meeting. Curt Peterson seconded the motion. Motion carried.

8) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility (Employee Compensation). David Blume made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Johnson, yes; and Blume, yes. Clerk/Treasurer Sara Olson left during closed session.

6) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

7) Board Action as a Result of Closed Session. Clerk/Treasurer Sara Olson returned to the meeting. David Blume made a motion to increase the Clerk/Treasurer’s salary from $38,500 to $39,250 effective January 1st, 2014. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase Full-time patrolman Charlie Rolli’s wage from $18.00 per hour to $18.25 per hour effective January 1st, 2014. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase Part-time patrolman Kevin Zaicek’s wage from $18.00 per hour to $18.25 per hour effective January 1st, 2014. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase the Recycling Center Attendants pay from $10.75 per hour to $11.00 per hour effective January 1st, 2014. Steven Johnson seconded the motion. Motion carried.

8) Discussion re: 2014 Budget. The Town Board worked on creating the proposed 2014 Budget.

9) Public Comment. None

10) Adjournment. David Blume made a motion to adjourn the meeting. David Gollon seconded the motion. Motion carried.
