Special Town Board Meeting
October 22, 2012 @ 6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were: David Blume, David Gollon, and Charles Price. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Discussion & possible action re: Insurance Proposals. Charles Price made a motion to go with Rural Insurance for the 2012 – 2013 year adding the additional coverage. An annual review must be completed by the agent and the coverage for fraud must be increased to $5,000.00 inside and outside. Curt Peterson seconded the motion. Motion carried. Curt Peterson was opposed. David Blume made a motion to go with Esch Insurance for the 2012-2013 year if Rural was unable to meet the Township’s request. Charlie Price seconded the motion. Motion carried.

4) Discussion & possible action re: Fire Contract Agreement. The Town Board worked on the fire contract agreement. A draft agreement will be sent to the City of Dodgeville after modifications are made for acceptance or denial.

5) Discussion & possible action re: Employment Manual – Section 3 Employment Status & Records. The Town Board reviewed Section 3 of the Employment Manual. Charles Price made a motion to modify bullet #2 to read as follows: Part-time Employees: Those employees who work on a part time basis during the entire year. These employees are not entitled to benefits indicated in this handbook. Bullet #3 Casual Employees would be removed from the employment manual. Bullet #4 would be modified to read as follows: Temporary/Seasonal Employees: Those employees who work on a specific project or seasonal whose employment ends with the completion of the project or the season. These employees are not entitled to any of the benefits indicated in this handbook. David Blume seconded the motion. Motion carried.

6) Discussion & possible adoption re: Resolution 2009-257 Town of Dodgeville Health Insurance Reimbursement and Compensation Policy. The Town Board discussed the current resolution and addressed the need for some modification. This resolution will be discussed at the next Town Board meeting in November.

7) Discussion & possible action re: 2013 Town Budget. No discussion.

8) Public Comment. Town Board Supervisor, David Gollon indicated that Clerk/Treasurer Sara Olson needed to inform a landowner on Brennan Road of the need of gravel on a farm field access driveway due to damage being done to the edge of the blacktop.

9) Adjournment. David Blume made a motion to adjourn the meeting. David Gollon seconded the motion. Motion carried.
