Town Board Meeting Minutes
October 20, 2021
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:15 p.m.

Town Supervisors in attendance were Peter Vanderloo and Kyle Levetzow (via speakerphone). Excused were David Gollon and David Pope. Also, in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Chairman, Curt Peterson. Motion carried.

3) Approval & Payment of Invoice – Rule Construction – Leffler Rd Project. Peter Vanderloo made a motion to approve and pay the first pay request for the Leffer Rd Project to Rule Construction in the amount of $125,710.67. Kyle Levetzow seconded the motion. Motion carried.

4) Discussion & possible action re: Update on Road Projects (Brue Rd & Military Ridge Road). Town Chairman, Curt Peterson indicated that he is working with K.D. Engineering in regards to getting numbers prepared for the LRIP-D/LRIP-S application for the Military Ridge Rd Project. Curt Peterson also indicated that he met with the City and they looking into reconstructing North Street in the future which would include the portion owned by the Town of Dodgeville. It was indicated that potential roads to be sealcoating in 2022 will be Veterans Pass, Cannonball Trail, Soldiers Court, Ihm, E. Anderson, Chimney Rock, Lawinger, McGraw, Jacobson, Park Ridge and Savannah Terrace.

5) Discussion & possible action re: Borrowing of funds for 2023 Mack. No action was taken.

6) Discussion & possible action re: 2022 Budget. The Town Board worked on preparing a final draft of the 2022 budget.

7) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Kyle Levetzow seconded the motion. Motion carried. Roll call: Peterson, yes; Levetzow, yes; and Vanderloo, yes. Clerk/Treasurer Sara Olson was also present.

8) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. Kyle Levetzow seconded the motion. Motion carried.

9) Board action as a result of Closed Session. Peter Vanderloo made a motion to increase the Clerk/Treasurer’s salary by 3.0% to $57,734.07 effective January 1st, 2022. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to increase the part-time patrolman wage to $25.24 effective January 1st, 2022. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to increase the Recycling Center Attendant wage to $16.00 effective January 1st, 2022. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to increase the full-time patrolman wage to $26.63 effective January 1st, 2022. Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to increase the seasonal employees wage by 3% effective January 1st, 2022. Kyle Levetzow seconded the motion. Motion carried.

10) Continuation of Item #6 – Discussion & possible action re: 2022 Budget. The Town Board prepared the final numbers for the 2022 budget. Peter Vanderloo made a motion to present the drafted budget at the public budget hearing. Kyle Levetzow seconded the motion. Motion carried.

11) Discussion & possible action re: Resolution 2021-136 Resolution Approving the use of Prior Year’s Unused Levy Carryforward (sec. 66.0602(3)(fm). No action was taken.

12) Public Comment. None

13) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:15 p.m. Kyle Levetzow seconded the motion. Motion carried.
