Town Board Meeting Minutes
October 20th, 2014
5:30 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:35 p.m.

Town Supervisors in attendance were: David Blume, David Gollon, Dorothy Gullickson and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson and David Judd.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

Curt Peterson made a motion to suspend the agenda and move to Item #10 Public Comment. David Blume seconded the motion. Motion carried.

3) Public Comment. David Judd presented an estimate to the Town Board in regards to fixing the current issues with the Peterbuilt.

4) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson presented the Town Board with a breakdown of costs for Evans Quarry Road. Town Chairman, Curt Peterson provided lengths of damages to compute the costs of the damages. The Town Board requested that the individual receive a certified letter with the invoice as well as a time frame to respond to the Township. The cost for asphalt only was $7,695.15. Curt Peterson had indicated that he would work with Clerk/Treasurer Sara Olson in regards to the gravel & labor numbers and would mail the invoice to the individual responsible for the damages.

5) Discussion & possible action re: Cylinder Lease. No action was taken as no information was received by Badger Welding Supplies.

6) Discussion & possible action re: 2014 Audit. The Town of Dodgeville discussed the 3 year engagement letter received from Johnson Block & Inc. The Town Board requested that Clerk/Treasurer Sara Olson obtain a couple of quotes from other firms.

7) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation) David Blume made a motion to go into closed session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call: Johnson, yes; Blume, yes; Gollon, yes; Gullickson, yes; Peterson, yes. Clerk/Treasurer Sara Olson was also present until the review of her salary.

8) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Steven Johnson seconded the motion. Motion carried.

9) Board action as a result of Closed Session. David Blume made a motion to increase the Clerk/Treasurer’s salary to $39,500.00 effective January 1st, 2015. The motion also included increasing the stipend pay for insurance to $600 per month effective January 1st, 2015 in which the current Resolution will need to be modified to reflect this change. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase the Full-Time patrolman’s hourly wage from $18.25 to $18.50 effective February 1st, 2015 with the following condition: improvements are seen in regards to the employee’s performance evaluation. The Town of Dodgeville will make sensitivity training available to the employee. The motion also included increasing the allowable amount of insurance to be reimbursed for single coverage to $700.00 per month effective February 1st, 2015 in which the current Resolution will need to be modified to reflect this change. The increase in insurance has the same condition imposed as the increase in wage. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase the part-time patrolman’s hourly wage from $18.25 to $18.50 effective January 1st, 2015. Steven Johnson seconded the motion. Motion carried. David Blume made a motion to increase the Recycling Center Attendants hourly wage for $11.00 to $11.25 effective January 1st, 2015. Steven Johnson seconded the motion. Motion carried. The chairman’s salary was also discussed as a request for an increase was requested and will have to be voted on at the Special Meeting of Qualified Electors of the Town of Dodgeville on November 11th, 2014.

10) Discussion re: 2015 Budget. The Town Board worked on the preliminary 2015 budget.

11) Adjournment. David Blume made a motion to adjourn the meeting. Steven Johnson seconded the motion. Motion carried.
