Town Board Meeting Minutes
November 5th, 2019
*Immediately following the Special Meeting of the Town Electors*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:21 p.m.

Town Supervisors in attendance were: David Pope and Peter Vanderloo. Excused were: David Gollon and Kyle Levetzow. Also in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Adoption of the 2020 Budget. David Pope made a motion to adopt the 2020 Budget as presented. Peter Vanderloo seconded the motion. Motion carried.

4) Approval of Meeting Minutes from October 1st, 2019 and October 10th, 2019. David Pope made a motion to approve the meeting minutes from October 1st, 2019 and October 10th, 2019 as presented. Peter Vanderloo seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s October 2019 Treasurer’s Report stating the following fund balances:

General Checking $ 268,992.03
Farmer’s Savings $ 196,183.37
Local Government Investment Pool $ 7,339.56
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 146,400.14

Township Funds: $ 618,915.10
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $11,730.72

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. Peter Vanderloo made a motion to approve the November 5th, 2019 vouchers in the amount of $25,358.27 and Sanitary District #1 vouchers in the amount of $3,109.82. David Pope seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Town Patrolman, Randy Beerkircher informed the Town Board that preparation where being completed on the equipment and roadways for the upcoming winter season.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson shared the preliminary major class comparison with the Town Board.

9) Discussion & possible action re: Planning Commission Recommendation. Town Chairman, Curt Peterson indicated that R&B Beckman Enterprises LLC/Daniel & Sandra Beckman are requesting a conditional use permit to allow animal units in additional to the previously requested zoning change. The Town Board requested that the conditional use permit be brought to the Planning Commission at the November meeting date. No action was taken on the zoning change request.

10) Discussion & possible action re: TRIP/TRIP-D Project Updates. Town Chairman, Curt Peterson updated the Town Board in regards to the projects in which he would be seeking TRIP-D and Multimodal Local Supplement funding. Town Chairman, Curt Peterson indicated that he will be working with Jewell & Associates as well as KD Engineering in regards to the preparation of paperwork in apply for funding. Peter Vanderloo granted Town Chairman, Curt Peterson the authorization to apply for the TRIP-D and Multimodal Local Supplement funding. David Pope seconded the motion. Motion carried.

11) Discussion & possible action re: Memorandum of Understanding Between the Wisconsin Elections Commission and Town of Dodgeville. Clerk/Treasurer Sara Olson presented the memorandum of understanding between the Wisconsin Elections Commission and Town of Dodgeville requesting a grant in the amount of $1,200.00. Peter Vanderloo made a motion to approve the memorandum of understating between the Wisconsin Election Commission and Town of Dodgeville. David Pope seconded the motion. Motion carried.

12) Discussion & possible action re: Purchasing of New Computer/Windows 7 Upgrade. Clerk/Treasurer Sara Olson requested that this item be placed on the December agenda or upon receiving authorization of grant funds. No action was taken.

13) Discussion & possible action re: 2020 Assessor’s Contract. Clerk/Treasurer Sara Olson presented the 2020 Assessor’s Contract from Magnan Assessment Services. Peter Vanderloo made a motion to accept the 2020 Contract from Magnan Assessment Services in the amount of $15,300 with the same stipulation as the previous contract. David Pope seconded the motion. Motion carried

14) Discussion & possible action re: Town & Country – Recycling Costs. Clerk/Treasurer Sara Olson presented the information that was received from different haulers in regards to the increase in recycling costs and the current set-up of the Recycling Center. No action was taken.

15) Public Comment. None

16) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:40 p.m. David Pope seconded the motion. Motion carried.
