Town Board Meeting Minutes
November 1st, 2016
*Immediately following the Special Meeting of the Town Elector’s*
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:15 p.m.
Town Supervisors in attendance were: David Blume, Steven Johnson and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson and Jeff Haylock.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, Steven Johnson made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Adoption of the 2017 Budget. Supervisor, Peter Vanderloo made a motion to adopt the 2017 budget as approved. Steven Johnson seconded the motion. Motion carried.
4) Approval of Meeting Minutes from October 4th, October 17th and October 29th, 2016. Steven Johnson made a motion to approve the meeting minutes from October 4th, 17th and 29th as submitted. David Blume seconded the motion. Motion carried. Peter Vanderloo abstained in regards to the October 4th, 2016 meeting minutes.
5) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Steven Johnson made a motion to approve the Town of Dodgeville’s October 2016 Treasurer’s Report stating the following fund balances:
General Checking $ 138,265.43
Farmer’s Savings $ 5,416.00
M&I Tax Account $ 319,771.92
Local Government Investment Pool $ 7,008.30
M&I CD’s $ 50,880.44
Farmer’s Savings Tax Account $ 0.00
Township Funds: $ 521,342.09
Peter Vanderloo seconded the motion. Motion carried.
Steven Johnson made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,294.11
Sanitary District #2 $11,374.72
Peter Vanderloo seconded the motion. Motion carried.
6) Bills to be approved. Steven Johnson made a motion to approve the November 1st, 2016 vouchers in the amount of $14,741.54. Peter Vanderloo seconded the motion. Motion carried.
7) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the status of the Blotz Bridge project and culvert replacements as well as the expansion of the culvert on Brennan hill. Town Chairman, Curt Peterson had indicated that the snow fence would need to be placed again by Lover’s Lane and that the county would be plowing Miess Road on a trial basis for this year. The Town Board looked at the tires on the Peterbilt and requested that prices be obtained for the next board meeting in December.
8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the board in regards to the November election and presented the preliminary major class comparison report from the Wisconsin Department of Revenue.
9) Discussion & possible action re: Iowa County Humane Society Contract. David Blume made a motion to approve the 2017 Iowa County Humane Society Contract. Peter Vanderloo seconded the motion. Motion carried (3-1).
10) Discussion & possible action re: Winter Maintenance Agreement. Steven Johnson made a motion to approve the winter maintenance agreement with the City of Dodgeville with a map attached to the agreement. Peter Vanderloo seconded the motion. Motion carried.
11) Discussion & possible action re: Assessor’s Contract. Steven Johnson made a motion to approve the assessor’s contract for January 1st, 2017 thru December 31st, 2017 with the stipulation that if there are any delays in which are under the control of the assessor the board may impose a penalty of up to 7.5% of the contract value based on discussion with the assessor. Peter Vanderloo seconded the motion. Motion carried.
12) Discussion & possible action re: 2018 Truck. The Town Board discussed putting together quote specifications for the 2018 plow truck and body with a 7 year warranty.
13) Discussion & possible action re: Appointment of Engineering for Survey Road TRIP Project. Steve Johnson made a motion to select Jewell & Associates, Inc. as the engineer for the Survey Road TRIP Project. David Blume seconded the motion. Motion carried.
14) Public Comment. Steven Johnson made the recommendation to have the Town vehicles have preventative maintenance completed by the manufacture.
15) Adjournment. Steven Johnson made a motion to adjourn the meeting at 7:47 p.m. Peter Vanderloo seconded the motion. Motion carried.
