Town Board Meeting Minutes
November 11th, 2020
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:07 p.m.

Town Supervisors in attendance were David Pope, David Gollon, Kyle Levetzow and Peter Vanderloo. Also, in attendance was Clerk/Treasurer Sara Olson.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

4) Approval of Meeting Minutes from October 6th, 2020, October 14th, 2020 & October 26th, 2020. David Gollon made a motion to approve the meeting minutes from October 6th as presented. David Pope seconded the motion. Motion carried. Kyle Levetzow abstained. David Gollon made a motion to approve the meeting minutes from October 14th as presented. David Pope seconded the motion. Motion carried. Kyle Levetzow abstained. Kyle Levetzow made a motion to approve the meeting minutes from October 26th as presented. David Pope seconded the motion. Motion carried. David Gollon abstained.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s October 2020 Treasurer’s Report stating the following fund balances:

General Checking $ 76,355.99
Farmer’s Savings $ 102,685.43
Local Government Investment Pool $ 7,407.09
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 425,085.73

Township Funds: $ 611,534.24
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $12,714.62

Peter Vanderloo seconded the motion. Motion carried.

6) Bills to be approved. David Gollon made a motion to approve the November 11th, 2020 vouchers in the amount of $33,608.33 and Sanitary District #1 vouchers in the amount of $3,173.21. Kyle Levetzow seconded the motion. Motion carried.

7) Town Roads/Equipment Report. Town Chairman, Curt Peterson informed the Board of a decorative fence that was placed within the road right-of-way and the letting of bids for the TRIP-D Leffler Road Project by Jewell & Associates. Clerk/Treasurer Sara Olson updated the board on the mowing status, the installation of electric cables on Esch/Wilson Road by Alliant Energy as well as the mixing of winter chips. The Town Board requested that Clerk/Treasurer Sara Olson contact the Wisconsin Towns Association in regards to an opinion on items being placed within the road right-of-way.

8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a comparison report from the Department of Revenue as well as updated the Board on the 2020 Presidential Election.

9) Discussion & possible award re: Purchasing of 2021 F-550. Clerk/Treasurer Sara Olson presented proposals from Hallada Motors, Virtue Motors and Fillback Ford in regards to the 2021 F-550 chassis. Clerk/Treasurer Sara Olson also presented proposals from Monroe Truck & Equipment, Grant County Truck Bodies and Madison Truck & Equipment for the equipment needed for the 2021 F-550. Peter Vanderloo made a motion to purchase the 2021 F-550 chassis from Fillback Ford with the trade-in of the 2015 F-550 for $5,000.00 Kyle Levetzow seconded the motion. Motion carried. Peter Vanderloo made a motion to purchase the equipment for the 2021 F-550 from Madison Truck & Equipment in the amount of $41,206.00. David Pope seconded the motion. Motion carried.

10) Discussion & possible action re: Resolution 2020-312 Authorizing Financing for 2021 F-550 & Refinancing Bank Note #12263 . Kyle Levetzow made a motion to approve Resolution 2020-312 Authorizing Financing for 2021 F-550 & Refinancing Bank Note #12263 in the amount of $73,544.00. David Gollon seconded the motion. Motion carried.

11) Discussion re: Leffler Road Project Update. Clerk/Treasurer Sara Olson informed the Board that the Leffler Road Project was being put out to bids with the bid opening being held by Jewell & Associates on Monday, November 30th. The awarding of the project would take place on December 1st at the Regular Town Board meeting.

12) Discussion & possible action re: Hunting on Town Land-Fill Site. Town Chairman, Curt Peterson indicated that an individual had inquired about hunting on the Town Land-Fill site. The Town Board discussed the request and requested that Clerk/Treasurer Sara Olson contact the Wisconsin Towns Association in regards to potential liability.

13) Discussion & possible action re: Approval of Using Adjustment for Prior Years Unused Levy Carryforward (Sec.66.0602(3) (fm), Wis. Stats). No action was taken as the Town would not be taking the adjustment in 2020.

14) Discussion & possible action re: 2021 Budget. The Town Board reviewed and modified the proposed 2021 budget. The Public Budget Hearing and the Special Meeting of the Electors of the Town of Dodgeville will take place on Tuesday, December 1st at 6:00 p.m.

15) Adjournment. David Gollon made a motion to adjourn the meeting at 7:32 p.m. Peter Vanderloo seconded the motion. Motion carried.
