Town Board Meeting Minutes
May 8th, 2014
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, Dorothy Gullickson and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Charlie Rolli, Anne Bachner, Kevin Zajicek, Wayne Jerrod, Clay Mellum, Shawn Steinmann, Jim Senzig, Carl Thorsen, and Kurt Schadewalt.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steve Johnson. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #8. Steve Johnson seconded the motion. Motion carried.
3) Discussion & possible adoption re: Resolution Regarding American Transmission Company’s Application 05ce142 including 345 kv Transmission and Alternative Solutions. The Town Board indicated that they needed more time to review all the previously provided materials. David Gollon made a motion to postpone this item until the June meeting. Steve Johnson seconded the motion. Motion carried.
4) Discussion & possible action re: Body Proposals for Plow Truck. Clerk/Treasurer Sara Olson presented the Town Board with a sheet indicating all proposals received and dollar amounts. The Town Board discussed the proposals and service in detail with the salesmen from Madison and Monroe Truck. Steven Johnson made a motion to accept the lowest proposal from Monroe Truck in the amount of $58,190.00 which includes the 14’ Dump Body with a 5 yr warranty on the box with the following options: Rock Guard full height of box, Force America 5100 Spreader Control w/out display, Trigger Control for Spreader and Stainless Steel lines. David Gollon seconded the motion. Motion carried.
Opening of Bids for Sealcoating of Town Roads and 2014 Paving Project.
5) Discussion & possible action re: 2014 Sealcoating of Town Roads. Clerk/Treasurer Sara Olson opened the sealcoat bids received from Fahrner’s Asphalt and Scott Construction. David Gollon made a motion to accept the lowest bid from Scott Construction in the amount of $85,992.00 for the sealcoating of Griffiths, Davis, Ihm (Pea Gravel) and Chimney Rock (pre-coated chips). Steve Johnson seconded the motion. Motion carried. David Gollon made a motion to have Scott Construction place bar patches on Griffiths Road and Chimney Rock Road as recommended. Steven Johnson seconded the motion. Motion carried.
6) Discussion & possible action re: Dodgeville Township 2014 Paving Project. Clerk/Treasurer Sara Olson opened the asphalt bids received from Scott Construction and Iverson Construction for Berg Road. Steven Johnson made a motion to accept the lowest bid from Iverson Construction in the amount of $50.50 per ton plus $2,000 for the final grade with the estimated price of $37,350.00. Dorothy Gullickson seconded the motion. Motion carried.
7) Town Roads/Equipment Report. The Town Board was updated on the status of Evans Quarry Road, Berg Road and also the trimming that was taking place on Floyd Road.
8) Approval of Meeting Minutes from April 10th, 2014, April 15th, 2014 & April 30th, 2014. David Gollon made a motion to approve all minutes as submitted. Steve Johnson seconded the motion. Motion carried.
9) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville April 2014 Treasurer’s Report stating the following fund balances:
General Checking $ 81,454.71
Farmer’s Savings $ 5,396.35
M&I Tax Account $ 344,903.18
Local Government Investment Pool $ 6,973.21
M&I CD’s $ 50,806.27
Township Funds: $ 489,533.72
Dorothy Gullickson seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $17,055.07
Sanitary District #2 $12,643.23
Dorothy Gullickson seconded the motion. Motion carried.
10) Bills to be approved. David Gollon made a motion to approve the May vouchers totaling $12,856.58. Dorothy Gullickson seconded the motion. Motion carried.
11) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that Harland Martin would be working on Saturday, May 10th as John White requested the day off. The Clerk also informed the board in regards to insurance coverage on the Town’s barricades, volunteer workers driving township equipment, and the status of the electronic material from the clean-up event . The Clerk/Treasurer indicated that she would be taking May 14th – 16th off using paid time off. The Board had requested that Clerk/Treasurer Sara Olson contact LW Allen in regards to the lift station issues in Sanitary District #1 that need to be fixed.
12) Discussion & possible action re: Financing Options for Plow Truck & Equipment. The Town Board requested that Clerk/Treasurer Sara Olson contact BMO Harris-Bank, Heartland Credit Union, Farmer’s Savings and Mound City Bank to get interest rate proposals for the terms of 3, 4 and 5 years borrowing $150,000.00.
13) Discussion & possible action re: Event Notifications (May & June). Clerk/Treasurer Sara Olson presented the Board with information from the Iowa County Highway Department in regards to bicycling & motorcycle events that would be utilizing Township roads in May & June.
14) Discussion & possible action re: Purchasing of a Digital Camera. Clerk/Treasurer Sara Olson had indicated that the Township was in need of a digital camera for taking pictures of township business. Steven Johnson made a motion to purchase a digital camera with a cost of up to $100. Dorothy Gullickson seconded the motion. Motion carried.
15) Public Comment. Clerk/Treasurer Sara Olson had indicated that the Township had received a thank you from the family of Jim Odgers.
16) Adjournment. David Gollon made a motion to adjourn the meeting at 7:50 p.m. Steve Johnson seconded the motion. Motion carried.
