Town Board Meeting Minutes
May 2nd, 2023
*6:00 p.m.*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:02 p.m.

Town Supervisors in attendance were David Pope, Pam Johnson-Loy and Kyle Levetzow. Absent was Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek, Larry Nelson, Barry Hottman and Jenna Vondra.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Pope made a motion to approve the public notice and agenda seconded by Supervisor, Pam Johnson-Loy. Motion carried.

David Pope made a motion to suspend the agenda and move to Item #10. Pam Johnson-Loy seconded the motion. Motion carried.

3) Presentation from Jenna Vondra, Dodgeville Chamber of Commerce Director. Chamber of Commerce Director, Jenna Vondra introduced herself to the Town Board and presented information in regards to the Dodgeville Chamber of Commerce. Kyle Levetzow arrived during this presentation.

4) Presentation from Barry Hottman, UW Extension Resource Agent in regards to Establishing a Room Tax. Barry Hottman, UW Extension Resource Agent presented a packet of information in regards to Room Tax as well as frequently asked questions. The Town Board members, Barry Hottman and Jenna Vondra discussed the presented information. The Town Board requested that Clerk/Treasurer Sara Olson contact the hotels that are in the Town of Dodgeville and invite them to attend the June Town Board meeting in which establishing a room tax will be discussed.

5) Public Comment. None.

6) Approval of Meeting Minutes from April 18th, 2023. Pam Johnson-Loy made a motion to approve the meeting minutes from April 18th, 2023 as presented. Kyle Levetzow seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s April 2023 Treasurer’s Report stating the following fund balances:

General Checking $ 127,154.94
Farmer’s Savings $ 364,942.86
Local Government Investment Pool $ 7,615.06
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $1,013,161.57

Township Funds: $1,512,874.43
Tax Funds: $ 0.00
ARPA Funds: $ 132,593.55

Pam Johnson-Loy seconded the motion. Motion carried.

David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 17,416.52

Pam Johnson-Loy seconded the motion. Motion carried.

8) Bills to be approved. David Pope made a motion to approve the May 2nd, 2023 vouchers in the amount of $3,815.94 and Sanitary District #1 vouchers in the amount of $2,830.67. Kyle Levetzow seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Town Chairman, Curt Peterson indicated that he will be conducting a road tour of all the Town Roads on May 17th at 8:00 a.m. for any interested Town Board members. The Town Patrolmen updated the Town Board in regards to equipment and roadways. The Town Patrolmen presented sample Town decals for detailing the doors of the Township trucks from Signs-To-Go.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board Open Book will be held on May 17th from 5-7, Board of Review will be held on May 24th from 5:00 p.m to 7:00 p.m.or adjournment and the Town office will be closed on Wednesday, May 3rd. Sara Olson also shared information in regards to aerial spraying for spongy moth at Governor Dodge State Park.

11) Discussion & possible action re: Driveway Variance – County Road B (Jackson Hall). Clerk/Treasurer Sara Olson presented an e-mail from Jackson Hall in regards to the existing structure and use of the structure. Clerk/Treasurer Sara Olson also provided the previous presented information in regards to the existing driveway variance, the driveway ordinance and information that was received from Iowa County Planning and Development in regards to revised zoning permits and classification of the structures. The Town Board discussed the previous driveway variance that was granted and how the structure/shed is currently being utilized today. Kyle Levetzow made a motion to require Jackson Hall to submit a driveway permit application which will include a sketch of the proposed driveway. The driveway inspector would only require the breaker rock be installed at the current time until the property is further improved. Pam Johnson-Loy seconded the motion. Motion carried.

12) Discussion & possible action re: Crack Filling of Town Roads. Clerk/Treasurer Sara Olson presented proposals for crack filling on Park Ridge, Savannah Terrace, Cannonball Trail, Veteran Pass, Soldiers Court and Berg Road from Scott Construction and Iowa County. Kyle Levetzow made a motion to have Iowa County complete the crack filling of the Town Roads. Pam Johnson-Loy seconded the motion. Motion carried.

13) Discussion & possible action re: Proposed Improvements to the US 18/151 and County Y/YZ Intersection. Town Supervisors, Kyle Levetzow and Pam Johnson-Loy talked about the information that was presented at the public involvement meeting on April 19th, 2023 as well as comments that were heard from the public. The Town Board discussed the different proposed improvements and felt that the original proposed overpass would be the safest option but currently isn’t being proposed at this time. No action was taken.

14) Discussion & possible action re: Fencing of Town Property on Evans Road. Curt Peterson presented information on two estimates that were received for fencing of the Town Property on Evans Road. Kyle Levetzow left the meeting during this discussion. David Pope made a motion to have K&J Fencing complete the fencing of the Town Property on Evans Road. Pam Johnson-Loy seconded the motion. Motion carried. Town Chairman, Curt Peterson requested that the Town Board reconsider establishing an agreement with the adjoining landowner in regards to the fence and requested that this agenda item be placed on the June meeting agenda.

15) Discussion & possible action re: Planning Commission Recommendations. Clerk/Treasurer Sara Olson presented information as well as the meeting minutes in regards to the Proposed Land Use Map H.1 specifically in regards to Section 24 (County Road YZ) from the March 27th Planning Commission meeting in which the Planning Commission reaffirmed their recommendation to utilize the Land Use Map H.1 2005 in Section 24 placing the land in the Rural Residential Area. David Pope made a motion to recommend utilizing the Proposed Land Use Map H.1 in Section 24 placing the land in the Rural Residential Area. Pam Johnson-Loy seconded the motion. Motion carried.

16) Discussion & possible action re: Ethics for Public Officials. Clerk/Treasurer Sara Olson informed the Town Board members that there will be information presented at the WTA New Officials workshop in regards to ethics for public officials. No action was taken.

17) Adjournment. David Pope made a motion to adjourn the meeting at 7:55 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
