Plan Commission Meeting
Tuesday, May 29th, 2018
The Town of Dodgeville Plan Commission met on Tuesday, May 29th, 2018 at 6:00 P.M. Plan Commission Chairman Greg Jewell called the Planning Commission meeting to order at 6:02 P.M.
Plan Commission Committee members in attendance were: David Pope, Larry Nelson, Peter Vanderloo and Daryl Tresner. Absent were Curt Peterson and Rob Robson.
Others in attendance were: Larry Dammen, Jean Breslow, Angela Miller, Joe Lubasz, Troy Brick-Margelofsky, Sandi Brick-Margelofsky, Brad Yager and Dean Dickel.
Chairman Greg Jewell verified that proper notice of the public hearing was posted on May 22nd, 2018 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Peter Vanderloo made a motion to approve the public notice and agenda. Larry Nelson seconded the motion. Motion carried.
Larry Nelson made a motion to approve the April 30th, 2018 Plan Commission meeting minutes that were presented. Peter Vanderloo seconded the motion. Motion carried.
The Town Planning Commission and applicant discussed the rezoning application of Brad & Judith Yager of 3.2 acres more or less from A-1 to AR-1. Larry Nelson made a motion to recommend the approval of the rezoning application of 3.2 acres more or less from A-1 to AR-1 located in the SE ¼ of the SE ¼ of Section 32, Town 6 North, Range 4 East located at 5974 State Road 191 with the contingency that the appropriate acreage is placed in the conservancy district to meet the Town’s density standard.. Peter Vanderloo seconded the motion. Motion carried.
The Town Planning Commission and applicant discussed the conditional use application of Dean Dickel and Mary Glindinng for the purpose of a breeding and feeding livestock operation on a 3.595 acre parcel located in part of the NE ¼ and the SE ¼ of the SE ¼ of Section 25, Township 6 North, Range 3 East located at 5392 Section Line Road. Applicant Dean Dickel updated the Planning Commission in regards to the conditional use request, current amount of animals located on the property, requested animal units and water findings. The applicant didn’t present any written documentation in regards to a short term plan with the utilization of the land, management of manure and runoff as previously requested and well capacity. The Planning Commission members discussed concerns in regards to the requested amount of animal units, the existing zoning violation, the lack of having a plan to review and the deferring of action. The Planning Commission requested that the petition be placed on the July 30th meeting to allow the individual adequate time to come back with written plans to be presented to the Planning Commission board.
Planning Commission Chairman Greg Jewell presented information that was received from Iowa County Planning & Development in regards to the existing definition of a dwelling unit and how it applies to the density standard. The Town Planning Commission discussed the correspondence that was received. The Planning Commission indicated that they would like to revisit the existing language in the Comprehensive Plan in regards to dwelling units. The Planning Commission indicated to the current property owner that was present at the meeting that they would continue the discussion of the request for clarification at the July 30th meeting.
Clerk/Treasurer Sara Olson indicated that no updated information was obtained from the county in regards ACTS 67 & 68 that were passed in legislation. These acts affect conditional use permits and may require changes to be made with the Comprehensive Plan.
Peter Vanderloo made a motion to adjourn the meeting at 7:52 p.m. Daryl Tresner seconded the motion. Motion carried.
