Town Board Meeting Minutes
May 16th, 2013
6:00 p.m.
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.
Town Supervisors in attendance were: David Gollon, Steven Johnson and David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Jim Senzig, Clay Mellum, Carl Thoreson, Charlie Rolli and Joe Bass.
2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.
David Blume made a motion to suspend the agenda and move to Item #9 and then Item #6. Steven Johnson seconded the motion. Motion carried.
3) Discussion & possible award re: Sealcoating and Paving Bids of Town Road for 2013. Clerk/Treasurer Sara Olson opened the sealcoating bids received by Fahrner Asphalt and Scott Construction. Steven Johnson made a motion to remove James Road from the list of roads being sealed in 2013 due to the current conditions of the road. David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to award the sealcoating contract to Scott Construction using hot oil with pea stone. David Blume seconded the motion. Motion carried. Clerk/Treasurer Sara Olson opened the paving bids received by Scott Construction and Iverson Construction. Steven Johnson made a motion to award the contract for paving to Scott Construction at 18 feet wide in the amount of $55,628.64. David Gollon seconded the motion. Motion carried.
4) Town Roads/Equipment Report. Town Chairman, Curt Peterson updated the Town Board on the Leffler Road culvert project and the Blotz Bridge project. Charlie Rolli had indicated that a farmer on Rohowetz Road was using the road to turn around large farm equipment versus turning around in the field. Charlie Rolli had also indicated that there was a culvert in need of replacing under a residents driveway on Oxnem Road due to water is unable to pass through the culvert and is causing damage in the ditch line. The Town Board had requested that the Clerk/Treasurer contact these individuals. Clerk/Treasurer Sara Olson had indicated that the pesticide/herbicide training is available through the UW Extension office for the Town patrolman at the cost of $30.00.
5) Approval of Meeting Minutes from April 16th, 2013 and April 30th, 2013. Steve Johnson made a motion to approve the April 16th and April 30th, 2013 minutes as presented. David Blume seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville April 2013 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 34,148.81
Farmer’s Savings $ 12,384.00
M&I Tax Account $ 271,893.19
Local Government Investment Pool $ 6,968.07
M&I CD’s $ 50,761.61
Township Funds: $ 376,155.68
Steve Johnson seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $15,941.74
Sanitary District #2 $10,537.20
Steve Johnson seconded the motion. Motion carried.
7) Bills to be approved. David Gollon made a motion to approve the May vouchers totaling $19,864.59. David Blume seconded the motion. Motion carried.
8) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that Open Book will be held on May 23rd and Board of Review on June 13th, 2013. Board member training for Board of Review will be held at the regular town board meeting on June 4th, 2013.
9) Appointment of Plan Commission Member. David Blume made a motion to contact Greg Jewell in reference to serving on the Plan Commission Board. Steve Johnson seconded the motion. Motion carried. David Gollon made a motion to contact Michael Bisbach in reference to serving on the Plan Commission Board if Greg Jewell is unable or willing. David Blume seconded the motion. Motion carried.
10) Discussion & possible action re: Municipal Clerk’s Training (Green Bay). Clerk/Treasurer, Sara Olson verified that a clerk may skip a year of training. Steven Johnson made a motion to allow the Clerk/Treasurer to attend the Municipal Clerk’s Training in Green Bay from July 14th – July 19th. Curt Peterson seconded the motion. Motion carried.
11) Discussion & possible adoption re: Ordinance Chapter 27 Fire Calls in the Town of Dodgeville. David Blume made a motion to adopt Ordinance Chapter 27 Fire Calls in the Town of Dodgeville that will take effect August 1st, 2013. Steven Johnson seconded the motion. Motion carried.
12) Discussion & possible action re: Amending Chapter 7 Intoxicating Liquor and Fermented Malt Beverage Licenses to Include Class C Wine Licenses. The Town Board discussed amending the ordinance to include a Class C Wine License for establishments if: (1) the applicant meets the qualifications set out in SS 125.04(5) for other retail licensees; (2) the license is for a restaurant in which the sale of alcohol beverages accounts for less than 50% of gross receipts; and (3) wine is the only intoxicating liquor sold in the barroom. SS 125.51(3m), Stats. The Town Board also discussed the cost of a Class C Wine License. The Town Board asked that the Clerk/Treasurer to present an amended ordinance at next month’s regular Town Board meeting.
13) Discussion & possible action re: Selling of Surplus Equipment. No action was taken.
14) Public Comment. Town Chairman, Curt Peterson had indicated that he felt that the Township should look into moving the towns posting location from Jumping Jupiter, LLC to the Pleasant Ridge Store, LLC located on County Road Z.
15) Adjournment. Steven Johnson made a motion to adjourn the meeting. David Gollon seconded the motion. Motion carried.
