Town Board Meeting Minutes
March 6th, 2012
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:04 P.M.

Town Supervisors in attendance were: David Gollon and David Blume. Also in attendance were Rose Cenite, Bill Dolen, Steve Johnson, John Wright, Jill Wright, Shannon Baxter and Abigail Philipps.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from February 7th and February 16th 2012. David Blume made a motion to approve the February 7th and February 16th minutes as submitted. David Gollon seconded the motion. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #6. David Gollon seconded the motion. Motion carried.

4) Discussion & possible action re: Plan Commission Recommendations. David Gollon made a motion to recommend the approval of the rezoning of 6.6 acres more or less from A-1 Ag Non-Conforming to AR-1 Ag Residential to create one 12.2 acre parcel more or less that is zone AR-1 with the .21 acre piece being rezoned from AR-1 Ag Residential to A-1 Ag located in the part of the SE ¼ of the SE ¼ of Section 16 Town 6 North Range 3 East and part of the NE ¼ of the NE ¼ of Section 21 Town 6 North Range 3 E currently being owned by John & Mary Wright. David Blume seconded the motion. Motion carried.

5) Discussion & possible action re: Paws Fur a Cause Event (April 21st). Shannon Baxter and Abigail Philipps discussed the Paws Fur a Cause Event that will be utilizing a Town Road (Bea Ann Drive). The event will happen on April 21st with approximately 300 participants. A letter has been provided to the Township to include in the utility bills for the residence to make them aware of the event.

6) Discussion & possible action re: Spring Clean-Up. Town resident Bill Dolan had indicated to the Town Board that he would provide a metal dumpster for the spring clean-up at a lower cost than Town & Country had provided in the past. Clerk/Treasurer Sara Olson presented the Town Board with a quote from Town & Country for all dumpsters provided during the Spring Clean-Up with and without providing the metal container. The Town Board and Bill Dolan determined it would be cheaper to have Town & Country provide all dumpsters for the Spring Clean-Up. The Town Board had also indicated possible dates for the Spring Clean-Up.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville February 2012 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 25,948.68
Farmer’s Savings $ 5,000.00
M&I Tax Account $ 260,787.91
Local Government Investment Pool $ 6,954.57
M&I CD’s $ 101,115.46


Township Funds: $ 399,806.62


David Blume seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,421.64
Sanitary District #2 $ 7,397.14


David Blume seconded the motion. Motion carried

8) Bills to be approved. David Blume made a motion to approve all the March vouchers as submitted totaling $29,236.00. David Thomas seconded the motion. Motion carried.

9) Discussion & possible action re: Sealcoating of roads for 2012. The Town discussed what roads would be sealcoated in 2012. David Gollon made a motion to sealcoat Jacobson, Lawinger and McGraw. David Blume seconded the motion. Motion carried.

10) Approval or Denial of Operator’s Licenses for Anne Elert & Lisa Brown. David Blume made a motion to approve the operator’s licenses for Anne Elert & Lisa Brown with a background check being completed. David Gollon seconded the motion. Motion carried.

11) Discussion & possible adoption re: Ordinance Chapter 25 Extend Officer Terms in response to election law changes. David Blume made a motion to approve and adopt Ordinance Chapter 25. David Gollon seconded the motion. Motion carried. *A copy of this ordinance can be viewed at the Town Hall*

12) Discussion & possible adoption re: Ordinance Chapter 26 Fund Balance Policy. Clerk/Treasurer Sara Olson presented the Town Board with a sample fund balance policy provided by Johnson Block & Co. Johnson Bock & Co. requested the township adopt a fund balance ordinance prior to issuing the audit report. David Blume made a motion requesting the final audit report be issued without the ordinance being passed in March and a notation being made on the audit report. The Township will pass a fund balance policy prior to the end of the year. David Gollon seconded the motion. Motion carried. The Town Board had also requested that Johnson & Block provide the Township with notifications of tax changes throughout the year.

13) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson presented the board with information in reference to an OSHA requirement on the dump trucks and extended warranty information on the mower tractor.

14) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in reference to training opportunities and the Humane Society statistic report.

15) Public Comment. Town Chairman Curt Peterson indicated that he would be leaving the country for a couple of weeks and duties would be assigned to other Town Board members.

16) Adjournment. David Blume made a motion to adjourn the meeting at 7:30 p.m. David Gollon seconded the motion. Motion carried.
