Town Board Meeting Minutes
March 3rd, 2020
*6:00 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:02 p.m.
Town Supervisors in attendance were David Gollon, Kyle Levetzow and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek, Jean Warrior, Dale Austin, Matt McQuin and Jeffrey Haylock.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #9: Friends of Governor Dodge State Park Project. Kyle Levetzow seconded the motion. Motion carried.
3) Presentation re: Friends of Governor Dodge State Park Project. Jean Warrior from Friends of Governor Dodge State Park Equestrians presented information in regards to the building of an all-new 21 site equestrian campground within Governor Dodge State Park. Jean also presented information in regards to the cost of the project, fundraising activities that are currently being held and building for the Future at Governor Dodge State Park.
4) Discussion re: Pointer Prowlers/Southwest Wisconsin All Terrain Club – ATV/UTV Routes. Dale Austin and Matt McQuin inquired if the Township would look into potentially opening local roads to be utilized as an ATV/UTV route. The ATV/UTV clubs are looking for a potential route to get from the Mineral Point area to Pleasant Ridge Store in which they indicated possible roads such as Brennan, Blotz, County Road Z and County Road YZ. The ATV Club also presented a sample copy of an Ordinance for the Town Board to review if they were interested in allowing roads to be utilized for ATV/UTV routes. No action was taken.
5) Public Comment. None
6) Approval of Meeting Minutes from February 4th, 2020. David Gollon made a motion to approve the meeting minutes from February 4th as presented. Peter Vanderloo seconded the motion. Motion carried.
7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s February 2020 Treasurer’s Report stating the following fund balances:
General Checking $ 158,531.38
Farmer’s Savings $ 254,807.33
Local Government Investment Pool $ 7,382.19
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 423,018.15
Township Funds: $ 843,739.05
Tax Funds: $ 0.00
Kyle Levetzow seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $15,272.47
Kyle Levetzow seconded the motion. Motion carried.
8) Bills to be approved. Kyle Levetzow made a motion to approve the March 3rd, 2020 vouchers in the amount of $23,288.57 and Sanitary District #1 vouchers in the amount of $178.26. Peter Vanderloo seconded the motion. Motion carried.
9) Town Roads/Equipment Report. Town Patrolman Randy Beerkircher updated the Town Board in regards to the status of the equipment, roadways and the placing of the weight-limit signs. Clerk/Treasurer Sara Olson informed the Town Board of the driveway applications for Otto, Nienaber, Olson and Johnsrud.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board the Spring Election would be held on the first Tuesday in April therefore the regular Town Board meeting would need to be moved and the Annual Town Meeting will be held on Tuesday, April 21st @ 5:30 p.m. The Town Board requested the Regular Town Board meeting be held on Monday, April 13th @ 6:00 p.m.
11) Discussion re: High Speed Broadband. Town Chairman, Curt Peterson presented a newspaper article in regards to broadband and utilizing ‘white space’. No action taken.
12) Discussion & possible action re: Plow Truck/Equipment Repairs. Town Patrolman, Randy Beerkircher discussed the need to purchase a new tire on the 2018 MACK, the fixing of the radiator on the 2015 MACK and the need to purchase a new chainsaw.
13) Discussion & possible action re: MSHA/OSHA Training. David Gollon made a motion to approve Randy Beerkircher and Kevin Zajicek attending the MSHA/OSHA Training on April 14th, 2020 at the Dodger Bowl. Peter Vanderloo seconded the motion. Motion carried.
14) Discussion & possible action re: Spring Clean-Up. David Gollon made a motion to hold the Spring Clean-Up on April 25th from 8:00 a.m. – 12:00 p.m. Peter Vanderloo seconded the motion. Motion carried.
15) Discussion & possible action re: Employee Handbook. No action was taken.
16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations). Kyle Levetzow made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried.
17) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. Kyle Levetzow seconded the motion. Motion carried.
18) Board action as a result of Closed Session. The Town Board complete the Employee Evaluations.
19) Adjournment. David Gollon made a motion to adjourn the meeting at 8:25 p.m. Kyle Levetzow seconded the motion. Motion carried.
