Town Board Meeting Minutes
March 1st, 2016
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson via speakerphone. Also in attendance were Clerk/Treasurer Sara Olson, Jeff Jacobsen, Mike Humke, Curt James and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Presentation on the Dodgeville School District Referendum. Dodgeville School District Administrator Jeff Jacobsen gave a presentation on the Dodgeville School District Referendum.

David Blume made a motion to move to Item #16 Public Comment. David Gollon seconded the motion. Motion carried.

4) Public Comment. Town Board Supervisor, Steven Johnson joined the meeting via speakerphone. Curt James from James Tractor & Truck Repair introduced himself and gave an overview of his company, rates and services that he has available. Curt James discussed the repairs that were completed on the Peterbilt at James Tractor & Truck Repair. Town Chairman, Curt Peterson indicated we would resume public comment as the last agenda item. Clerk/Treasurer Sara Olson presented a letter to the Town Board from the Iowa County Administrator in regards to the county owned dams.

5) Approval of Meeting Minutes from February 10th, 2016. David Gollon made a motion to approve the meeting minutes with the following correction on Item #5: Removal of sentence three and the insertion of the following sentence: Town Supervisor, David Gollon had requested that all equipment purchases that are not normal repairs be authorized at a Town Board meeting of discussed with the Town Chairman prior to purchasing the item. Peter Vanderloo seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville’s February 2016 Treasurer’s Report stating the following fund balances:

General Checking $ 172,254.89
Farmer’s Savings $ 5,410.55
M&I Tax Account $ 394,381.85
Local Government Investment Pool $ 6,988.93
M&I CD’s $ 50,850.70
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 629,886.92

Peter Vanderloo seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,897.21
Sanitary District #2 $10,328.12
Peter Vanderloo seconded the motion. Motion carried.

7) Bills to be approved. David Gollon made a motion to approve the March 1st, 2016 vouchers in the amount of $11,866.41. David Blume seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that an incident had occurred between a taxpayer and one of the part-time employees in regards to how the snow was being plowed. The Town Board requested that the employee submit an incident report stating what had happened. The Town Board was updated on the status of the Peterbilt that was at Guy’s for repair. The Town Board discussed the different options that would be available to the Township in regards to future equipment purposes and the needs of the Township. The Town Board indicated that they would continue discussion on this item.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the April Town Board meeting would need to be rescheduled due to the election and the Annual Meeting will be held on April 19th, 2016 at 6:00 p.m. The Town Board indicated that the Regular Town Board Meeting will be held at 5:00 p.m. with the Annual Meeting being held at 6:00 p.m. on April 19th, 2016.

10) Discussion & possible action re: Plan Commission Recommendations. None.

11) Discussion & possible action re: 2016 – Sealcoating Road Review. Clerk/Treasurer Sara Olson presented a copy of the drafted bid specification for 2016 – Sealcoating for review. The Town Board indicated to proceed with the letting of the bids and a meeting would be scheduled for March 29th at 5:30 p.m. to open bids for this project.

12) Discussion & possible action re: Spring Clean-Up. Clerk/Treasurer Sara Olson discussed the available dates for the Spring Clean-Up. The Town Board requested that Clerk/Treasurer Sara Olson schedule the Clean-Up on April 23rd, 2016.

13) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson indicated that she submitted a witness list to Attorney William Morgan in regards to the Evans Quarry Road damages case as requested by the attorney.

14) Discussion & possible action re: Hot Water Heater & Garage Door Repair. Clerk/Treasurer Sara Olson presented a proposal in regards to the replacement of the water heater, installation of a water filter and softner. The Town Board also discussed if a safety shower should be installed in the shop while this work is being completed. David Gollon made a motion to have Town Chairman, Curt Peterson make the decision on the proposals once another proposal was obtained. David Blume seconded the motion. Motion carried. Clerk/Treasurer Sara Olson presented a proposal for the repairing of the garage door from Kevin’s Overhead door. The Town Board had requested that Clerk/Treasurer Sara Olson also obtain proposals in regards to fixing the steel on the building that was damaged when the garage door was hit as well.

15) Discussion & possible action re: Recycling Center Garage Door. Clerk/Treasurer Sara Olson presented a proposal in regards to maintenance that needs to be performed on the Recycling Center Garage Door. David Blume made a motion to approve the maintenance on the Recycling Center Garage Door. Peter Vanderloo seconded the motion. Motion carried. The Town Board had requested that Clerk/Treasurer Sara Olson contact Kevin’s Overhead Door in regards to the cost of a maintenance program for all garage doors at the Town shop.

16) Public Comment. Clerk/Treasurer Sara Olson presented a letter to the Town Board from the Iowa County Administrator in regards to the county owned dams. Town Chairman, Curt Peterson requested a Closed Session meeting be held in regards to a personnel issue on March 7th, 2016 at 6:00 p.m.

17) Adjournment. David Gollon made a motion to adjourn the meeting at 8:16 p.m. David Blume seconded the motion. Motion carried.
