Town Board Meeting Minutes
June 7th, 2022
*6:00 p.m.*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were Peter Vanderloo, Pam Johnson-Loy, Kyle Levetzow and David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Jeff Haylock and Greg Jewell.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Kyle Levetzow. Motion carried.

3) Public Comment. Town Supervisor, Peter Vanderloo requested looking into a container for the scrap metal that is placed in the Recycling Center to clean-up the scrap metal area.

4) Approval of Meeting Minutes from May 3rd, 2022. Peter Vanderloo made a motion to approve the May 3rd, 2022 meeting minutes as presented. David Pope seconded the motion. Motion carried. Kyle Levetzow abstained.

Kyle Levetzow made a motion to suspend the agenda and move to Item #10 Black Diamond Subdivision Update / FFY 2023-26 STP-Local BIL Application Town of Dodgeville Otter Creek Road. David Pope seconded the motion. Motion carried.

5) Discussion & possible action re: Black Diamond Subdivision Update / FFY 2023-26 STP-Local BIL Application Town of Dodgeville Otter Creek Road. Greg Jewell updated the Township that the paving has been completed in the Black Diamond Subdivision and there is still some small touch-up work to be completed. Greg indicated that an application for the STP-Local BIL Program has been submitted for Otter Creek Road which would include a portion of the roadway as well as the culvert project that was previously discussed. The Township requested that Jewell & Associates hold off on any further engineering for the previous culvert project until receiving information from the state.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s May 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 228,299.04
Farmer’s Savings $ 878,751.84
Local Government Investment Pool $ 7,416.55
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 383,688.19

Township Funds: $1,498,155.62
ARPA Funds: $ 69,882.03

David Pope seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $12,581.33

David Pope seconded the motion. Motion carried.

7) Bills to be approved. David Pope made a motion to approve the June 7th, 2022 vouchers in the amount of $14,030.35 and Sanitary District #1 vouchers in the amount of $6,435.98. Kyle Levetzow seconded the motion. Motion carried. Due to a formula error the total amount of the voucher that were approved was modified as indicated above.

8) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board in regards to mowing of the roadways, the status of the tires for the grader and mower tractor and equipment. Town Chairman, Curt Peterson indicated that he was going to have the county look at completing overlays on Evans Quarry Road and a culvert may need to be replaced in the roadway.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a budget update as requested.

10) Discussion and possible action re: Planning Commission Recommendations. David Pope made a motion to recommend the approval of the rezoning application of Slaney Revocable Trust to rezone 27.47 acres from A-1 Ag Legal Non-Conforming to AR-1 creating a 5 acre lot and a 22.47 acre lot located in part of the E ½ of the NW ¼ and part of the NE ¼ of the NW ¼ of Section 21, Town 6 North, Range 3 East located at 3550 Veterans Pass. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Deposit Coverages at Financial Institutions. Clerk/Treasurer Sara Olson presented information in regards to deposit coverages and what is available to help obtain the most amount of FDIC Insurance from Farmer’s Savings Bank. Kyle Levetzow made a motion to authorize Curt Peterson and Peter Vanderloo to come up with an investment plan and place funds into CD’s to obtain additional FDIC coverage. Pam Johnson-Loy seconded the motion. Motion carried.

13) Discussion & possible action re: Resolution 2022-140 Resolution regarding US Highway 18-151 Dane and Iowa Counties USH 18/151 Dodgeville – Verona Corridor. David Pope made a motion to send a letter of support supporting Iowa County’s Resolution. Kyle Levetzow seconded the motion. Motion carried.

14) Discussion & possible action re: Resolution 2022-141 E-CMAR 2021. Peter Vanderloo made a motion to adopt Resolution 2022-141 E-CMAR 2021. Kyle Levetzow seconded the motion. Motion carried.

15) Approval or Denial of Class “A” and “B” Beer, Liquor, and Cigarette Licenses for the 2022-2023 licensing year. Jumping Jupiter LLC – Class “A” Beer & Liquor, Cigarette License, Pleasant Ridge County Store LLC – Class “B” Beer & Liquor, Kate’s Bait LLC – Class “A” Beer, White Oak Savannah – Class “B” Beer & Liquor.

Kyle Levetzow made a motion to approve the issuance of a 2022-203 Class “A” Beer & Liquor License and Cigarette Licenses for Jumping Jupiter LLC (Susan Grimes, Agent). Peter Vanderloo seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve the issuance of a 2022-2023 Class “B” Beer/Liquor Combination license for Pleasant Ridge Store (Charles Rolli, Agent). Peter Vanderloo seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve the issuance of a 2022-2023 Class “A” Beer license for Kate’s Bait LLC (Kathryn Mosley, Agent). Peter Vanderloo seconded the motion. Motion carried.

Kyle made a motion to approve the issuance of a 2022-2023 Class “B” Beer/Liquor Combination license for White Oak Savannah, LLC. (Rachel Raye, Agent). Peter Vanderloo seconded the motion. Motion carried.

16) Approval or Denial of Operator Licenses for the 2022-2023 licensing year: Ashley Anderson, Joshua Weinbrenner, Jenni Mae Johnson, Terri Rolli, Nicole Martin, Megan Pittz, Sarah Johnson, Elizabeth Walter, Jalissa Jacobson, Chad Mosley, Dale Rickey, Lily Rickey, David Busse, Debra Rickey, Doyle Wallace and Paul Gaynor. Kyle Levetzow made a motion to approve operator licenses for the 2022-2023 licensing year for the following individuals: Ashley Anderson, Joshua Weinbrenner, Jenni Mae Johnson, Terri Rolli, Nicole Martin, Megan Pittz, Sarah Johnson, Elizabeth Walter, Jalissa Jacobson, Chad Mosley, Dale Rickey, Lily Rickey, David Busse, Debra Rickey, Doyle Wallace and Paul Gaynor. Peter Vanderloo seconded the motion. Motion carried.

17) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:18 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
