Town Board Meeting Minutes
June 4th, 2013
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Gollon, Dorothy Gullickson and David Blume. Also in attendance were Clerk/Treasurer Sara Olson, Jeffrey Haylock and Rita Esch.


2) Approval of Public Notice/Agenda. Supervisor, Dorothy Gullickson made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Approval of Meeting Minutes from May 16th, 2013. David Blume made a motion to approve the May 16th, 2013 minutes as presented. David Gollon seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville May 2013 Treasurer’s Report with page 2 modification stating the following fund balances:

General Checking $ 7,070.84
Farmer’s Savings $ 6,968.07
M&I Tax Account $ 271,893.19
Local Government Investment Pool $ 6,968.07
M&I CD’s $ 50,761.61


Township Funds: $ 343,077.71


Dorothy Gullickson seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,924.91
Sanitary District #2 $10,376.63

Dorothy Gullickson seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the June vouchers totaling $11,797.05. Dorothy Gullickson seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that a price was received from Don’s Tire for a new front tire on the mower tractor. Curt Peterson made a motion to purchase a front tire for the mower tractor from Don’s Tire. David Gollon seconded the motion. Motion carried.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that the fire call letters had been distributed to all landowners and homeowners in the Town of Dodgeville. Town resident Rita Esch had entered the meeting during this discussion. Rita Esch was concerned with the price of increasing her insurance coverage as it seemed very high. Town Chairman, Curt Peterson provided a copy of his homeowner’s policy in which he just increased and distributed it to the individuals to see his slight increase in cost. Rita Esch had indicated that she would be contacting her insurance agent. Rita Esch left after the discussion.

8) Discussion & possible adoption re: Amended Ordinance Chapter 7 Intoxicating Liquor and Fermented Malt Beverage Licenses. The Town Board discussed the amended ordinance that included a Class C Wine License for establishments if: (1) the applicant meets the qualifications set out in SS 125.04(5) for other retail licensees; (2) the license is for a restaurant in which the sale of alcohol beverages accounts for less than 50% of gross receipts; and (3) wine is the only intoxicating liquor sold in the barroom. SS 125.51(3m), Stats. The Town Board indicated that the cost of this license would be $75. David Blume made a motion to approve and adopt Amended Ordinance Chapter 7 Intoxicating Liquor and Fermented Malt Beverage Licenses. David Gollon seconded the motion. Motion carried.

9) Discussion & possible adoption re: Resolution 2013-280 ECMAR 2012. Dorothy Gullickson made a motion to approve and adopt Resolution 2013-280 ECMAR 2012. David Blume seconded the motion. Motion carried.

Jeff Haylock left prior to the Board of Review Training.

10) Board of Review Training for Board Members. The Town of Dodgeville Board listened to a two hour WISLINE Training on how to conduct Board of Review to meet the training requirements as set forth in the State Statues. Clerk/Treasurer Sara Olson filed the appropriate paperwork with the Department of Revenue.

11) Public Comment. None

12) Adjournment. David Gollon made a motion to adjourn the meeting at 9:07 p.m. Dorothy Gullickson seconded the motion. Motion carried.
