Town Board Meeting Minutes
July 7th, 2020
*6:00 p.m.*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.
Town Supervisors in attendance were David Gollon, David Pope and Peter Vanderloo. Kyle Levetzow arrived during the discussion of Item #9. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Steven Colden, Brandon Chapel, Stephanie McKeon and Ashley Schwarzenstein.
Everyone in attendance recited the Pledge of Allegiance.
2) Public Comment. Town Board Supervisor, David Gollon presented a copy of the Cardinal-Hickory Creek Transmission Impact Fees.
3) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
David Gollon made a motion to suspend the agenda and move to Item #9 ATV/UTV Ordinance and Routes. David Pope seconded the motion. Motion carried.
4) Discussion & possible action re: ATV/UTV Ordinance and Routes. The Town Board and members of the public that were present discussed the establishing of an ATV/UTV Ordinance in the Town of Dodgeville. The Board determined that the general consensus was to have Clerk/Treasurer Sara Olson draft an ordinance to present at next month’s meeting that includes the opening of all township roads, signage requirements and responsibilities, winter conditions, speed limits and dates and hours permitted that was discussed. The Town Board emphasized the need to have consistency with the County ordinance and other local abutting municipalities.
5) Approval of Meeting Minutes from June 2nd, 2020. Peter Vanderloo made a motion to approve the meeting minutes from June 2nd as presented. David Pope seconded the motion. Motion carried.
6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s June 2020 Treasurer’s Report stating the following fund balances:
General Checking $ 128,218.47
Farmer’s Savings $ 256,582.94
Local Government Investment Pool $ 7,403.09
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 424,711.51
Township Funds: $ 816,916.01
Tax Funds: $ 0.00
Kyle Levetzow seconded the motion. Motion carried.
David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $16,245.61
Kyle Levetzow seconded the motion. Motion carried.
7) Bills to be approved. Peter Vanderloo made a motion to approve the July 7th, 2020 vouchers in the amount of $231,930.34 and Sanitary District #1 vouchers in the amount of $110.45. David Pope seconded the motion. Motion carried.
8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson indicated that the first round of mowing had been completed, updated the Town Board in regards to the bridge replacement project on Survey Road and indicated that some additional gravel was needed on some of the dead-end turn arounds.
9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the Clean-Up, presented a copy of the road report and an updated year-to-date budget.
10) Discussion & possible action re: Firework Permits / Creation of a Fireworks Ordinance. Clerk/Treasurer Sara Olson presented information in regards to the current process, fee to obtain a firework permit and the enforcement of firework complaints in which an individual fails to obtain a permit. The Town Board requested that reminders be placed on the Town of Dodgeville website as well as the newsletter reminding individuals that firework permits are required in the Township.
11) Discussion & possible action re: Esch Road TRIP Project. David Gollon made a motion to complete the Esch Road TRIP Project in 2020 putting the project out for bids. Kyle Levetzow seconded the motion. Motion carried.
12) Approval or Denial of Operators Licenses for the 2020-2021 licensing year: Sydney Judd and Jenni Mae Johnson. Kyle Levetzow made a motion to approve the operators license for Sydney Judd and Jenni Mae Johnson for the 2020-2021 licensing year. Peter Vanderloo seconded the motion. Motion carried.
13) Discussion & possible action re: Truck & Equipment Quotes. Clerk/Treasurer Sara Olson presented quotes from Madison Truck & Equipment, Monroe Truck & Equipment and Hallada Motors for the purchasing of a F550. The Town Board discussed the received quotes and indicated that they would like to move forward with obtaining detailed quotes. David Gollon made a motion to move forward with obtaining detailed quotes in regards to a 2020 F-550. David Pope seconded the motion. Motion carried.
14) Discussion & possible action re: Appointment of Plan Commission Members. Kyle Levetzow made a motion to appoint Krista Dolan to serve a three-year term on the Planning Commission. David Gollon seconded the motion. Motion carried.
15) Adjournment. David Gollon made a motion to adjourn the meeting at 7:26 p.m. David Pope seconded the motion. Motion carried.
