Town Board Meeting Minutes
July 5th, 2022
*6:00 p.m.*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were Peter Vanderloo, Pam Johnson-Loy and Kyle Levetzow. Excused was David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Debra Janssen, Paul Janssen and Cory Berg.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Public Comment. None.

4) Approval of Meeting Minutes from June 7th, 2022. Kyle Levetzow made a motion to approve the June 7th, 2022 meeting minutes as presented. Pam Johnson-Loy seconded the motion. Motion carried.

Pam Johnson-Loy made a motion to suspend the agenda and move to Item #10 Follow-Up on Broadband Grant denial and Pledge Request from MHTC to the Town of Dodgeville for broadband project (Green Leaf Glen). Kyle Levetzow seconded the motion. Motion carried.

5) Discussion & possible action re: Follow-Up on Broadband Grant denial and Pledge Request from MHTC to the Town of Dodgeville for broadband project (Green Leaf Glen). Clerk/Treasurer Sara Olson indicated that correspondence was received from MHTC indicating that Green Leaf Glen wasn’t awarded the 2022 Broadband Grant. A pledge request was received from MHTC asking if the Town of Dodgeville would still be interested in supporting the project with the pledge of $11,500 if the Green Leaf Glen subdivision provided some aid to construction to help make the project a reality even without the grant. Debra Janssen, subdivision resident, informed the Town Board that they are also talking to the county in regards to there previous pledge and the subdivision residence would be contributing approximately $75,000 towards the project. Kyle Levetzow made a motion to keep the pledge of $11,500.00 utilizing ARPA fund for the Green Leaf Glen broadband project. Peter Vanderloo seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s June 2022 Treasurer’s Report stating the following fund balances:

General Checking $ 213,567.26
Farmer’s Savings $ 878,751.84
Local Government Investment Pool $ 7,420.44
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 383,737.07

Township Funds: $1,483,476.61
ARPA Funds: $ 153,826.21

Pam Johnson-Loy seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $12,572.76

Pam Johnson-Loy seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the July 5th, 2022 vouchers in the amount of $143,437.07 and Sanitary District #1 vouchers in the amount of $837.46. Pam Johnson-Loy seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek updated the Town Board in regards to the 2015 MACK having brake issues and needing repaired.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented a proposal to have a new breaker box and breakers installed in the Town Shop. Peter Vanderloo made a motion to have the work completed per the proposal. Pam Johnson-Loy seconded the motion. Motion carried. Clerk/Treasurer Sara Olson indicated that she would be utilizing vacation time the week of July 11th due to the Lafayette County Fair.

10) Discussion and possible action re: Planning Commission Recommendations. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Dodge View Farms, Inc. to rezone 4 acres from A-1 Ag to AR-1 Ag-Residential creating two, two acre AR-1 lots located in part of the NW ¼ of the SE 1/4, part of SW ¼ of the NE ¼, part of NE ¼ of SE ¼ and part of the SE ¼ of the NE ¼ of Section 36, Town 7 North, Range 3 East located at Chimney Rock Road. Kyle Levetzow seconded the motion. Motion carried.

11) Discussion & possible action re: Deposit Coverages at Financial Institutions / IntraFi CD Program. Clerk/Treasurer Sara Olson updated the Board in regards to additional information that we obtained in regards to the IntraFi CD Program. No action was taken.

12) Discussion & possible action re: Resolution 2022-140 Resolution regarding US Highway 18-151 Dane and Iowa Counties USH 18/151 Dodgeville – Verona Corridor. Kyle Levetzow made a motion to adopt Resolution 2022-140 Resolution regarding US Highway 18-151 Dane and Iowa Counties USH 18/151 Dodgeville – Verona Corridor. Peter Vanderloo seconded the motion. Motion carried.

13) Approval or Denial of Operator Licenses for the 2022-2023 licensing year: Bailey Murphy and Emma Ladd. Kyle Levetzow made a motion to approve operator licenses for the 2022-2023 licensing year for the following individuals: Bailey Murphy and Emma Ladd. Pam Johnson-Loy seconded the motion. Motion carried.

14) Discussion & possible action re: Premium Pay Bonus (ARPA Funds). The Town Board discussed the issuance of a premium pay bonus and requested that Clerk/Treasurer Sara Olson provide additional information in regards to employees salaries at the upcoming August meeting. The Town Board requested that this item be placed on the August agenda for further discussion.

15) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Kyle Levetzow made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Pam Johnson-Loy seconded the motion. Motion carried. Roll call: Pam Johnson-Loy, yes; Peter Vanderloo, yes; Kyle Levetzow, yes; and Curt Peterson, yes. Also in attendance was Clerk/Treasurer Sara Olson.

16) Reconvene into Open Session. Peter Vanderloo made a motion to reconvene into open session. Kyle Levetzow seconded the motion. Motion carried.

17) Board action as a result of Closed Session. Kyle Levetzow made a motion to contribute $213.04 per pay period to Randy Beerkircher’s 401K during his unpaid medical leave of absence. Pam Johnson-Loy seconded the motion. Motion carried.

18) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 7:08 p.m. Peter Vanderloo seconded the motion. Motion carried.
