Town Board Meeting Minutes
July 1st, 2014
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:04 p.m.

Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Greg Jewell, Ellery Schaffer and Dennis Polivka.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

Steven Johnson made a motion to suspend the agenda and move to Item #14 then to Item #10. David Gollon seconded the motion. Motion carried.

3) Public Comment. Dennis Polivka who is running for State Assembly introduced himself to the Town Board members explaining his priorities and what he would like to see if he was elected. Dorothy Gullickson arrived during this discussion.

4) Discussion & possible action re: Blotz Road Bridge Project. Greg Jewell had informed the board that he received a letter from Kjohnson Engineers indicating the preferred alternative with a project length of 1,200 feet was not fundable under the Local Bridge Program. Greg Jewell & Ellery Schaffer reviewed the other alternatives and the associated costs to the Township with the Town Board. David Gollon made a motion to pursue and make alternative #2 the preferred alternative. Steven Johnson seconded the motion. Motion carried. Greg Jewell had indicated that the project and funding dates have been modified with the construction to happen in 2016 or 2017.Audience member Brian Whitehouse entered the meeting during this discussion.

David Blume made a motion to suspend the agenda and move to Item #9. Steven Johnson seconded the motion. Motion carried.

5) Fire Department Report – Presented by Brian Whitehouse. Fire Department Chief, Brian Whitehouse had informed and updated the Town Board on current equipment and budgetary items for the 2015 year. The Town Board had thanked Brian and all the firefighters for their outstanding service that they had provided everyone during the tornado.

6) Approval of Meeting Minutes from June 3rd, 2014. Dorothy Gullickson made a motion to approve the minutes from June 3rd, 2014 as submitted. Steve Johnson seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville June 2014 Treasurer’s Report stating the following fund balances:

General Checking $ 55,169.72
Farmer’s Savings $ 5,397.02
M&I Tax Account $ 344,947.12
Local Government Investment Pool $ 6,974.26
M&I CD’s $ 50,821.03

Township Funds: $ 463,309.15

Steven Johnson seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,036.02
Sanitary District #2 $14,278.59

Steven Johnson seconded the motion. Motion carried.

8) Bills to be approved. David Gollon made a motion to approve the July vouchers totaling $102,077.06 with billing the Hellickson’s/Von Allmen’s $1,040.00 for roadwork completed on Brue Road. Dorothy Gullickson seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that Town Chairman, Curt Peterson had declared a State of Emergency on the evening of June 29th as the Town of Dodgeville had been hit by a potential tornado. David Gollon had made a motion to accept and recognize the declared State of Emergency for that event. David Blume seconded the motion. Motion carried.

10) Discussion & possible action re: Berg Road & Evans Quarry Road Damages. Clerk/Treasurer Sara Olson had indicated that all the work had been completed on Berg Road. Town Chairman, Curt Peterson had indicated that he would be marking the spots on Evans Quarry Road to get prices in regards to paving the individual spots.

11) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that she will be taking vacation next week Wednesday thru Friday.

12) Discussion & possible action re: WMCA Conference August 21st – 22nd.Clerk/Treasurer Sara Olson requested to attend a conference on August 21st and 22nd in Rothschild Wisconsin. David Blume made a motion to approve Clerk/Treasurer Sara Olson to attend the conference with a one night hotel stay and mileage reimbursement. Steven Johnson seconded the motion. Motion carried.

13) Discussion & possible action re: Resolution 2009-257 Town of Dodgeville Health Insurance Reimbursement and Compensation Policy. The Town Board took no action on this resolution and moved it to next months agenda.

14) Discussion & possible action re: Modifications of Employment Manual. The Town Board reviewed and discussed areas of the employment manual in which they would like to modify. The Town Board indicated the potential modifications to each section; however the Town Board didn’t make any motions in regards to any modifications at this meeting. The modifications of the Employment Manual will be placed on next months agenda.

15) Adjournment. David Gollon made a motion to adjourn the meeting. Steve Johnson seconded the motion. Motion carried.
