Town Board Meeting Minutes
January 7th, 2020
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Gollon, David Pope and Peter Vanderloo. Excused was Kyle Levetzow. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek, Troy Brick-Margelofsky and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

3) Public Comment. None

4) Approval of Meeting Minutes from December 3rd, 2019. David Gollon made a motion to approve the meeting minutes from December 3rd, 2019 as presented. David Pope seconded the motion. Motion carried.

5) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s December 2019 Treasurer’s Report stating the following fund balances:

General Checking $ 213,908.11
Farmer’s Savings $ 341,021.17
Local Government Investment Pool $ 7,361.91
Farmer’s Savings Tax Account $ 530,512.63
Mound City Tax Account $ 941,912.83

Township Funds: $ 564,754.47
Tax Funds: $1,469,962.18

David Pope seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $18,273.06

David Pope seconded the motion. Motion carried.

6) Bills to be approved. Kyle Levetzow arrived during the discussion of this agenda item. David Gollon made a motion to approve the January 7th, 2020 vouchers in the amount of $65,772.80 and Sanitary District #1 vouchers in the amount of $2,924.11. Kyle Levetzow seconded the motion. Motion carried.

Peter Vanderloo made a motion to suspend the agenda and move to Item #11 Discussion re: High Speed Broadband. David Pope seconded the motion. Motion carried.

7) Discussion re: High Speed Broadband. Troy Brick-Margelofsky presented general information in regards to the different kinds and types of high speed/broadband options, current line locations, funding opportunities and ways individuals are currently obtaining high speed internet in the rural areas. Town Chairman, Curt Peterson requested that the Town Board meet with John Dunbar from MHTC at the February Town Board meeting to discuss the different available options in further details to help individuals obtain internet in the rural areas.

8) Town Roads/Equipment Report. Town Clerk/Treasurer Sara Olson presented information in regards to a utility damage prevention meeting as well as the TRIP-D & TRIP funding selections. Town Patrolman Randy Beerkircher updated the Town Board in regards to the equipment and the servicing of the backhoe.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the following: The Spring Primary Election which will be held on February 18th 2020 the purchasing and transferring of files on the new computer and the audit that would be completed on January 27th.

10) Discussion & possible action re: Planning Commission Recommendations. Peter Vanderloo made a motion to recommend the approval of the rezoning application of David & Kimberly Rule to rezone 5 acres more or less from A-1 to AR-1 located in the fractional NW ¼ of the NW ¼ of Section 19, Town 6 North, Range 4 East located at 3599 County Road Y with the condition that the appropriate acreage is placed into the conservancy district to meet the density standard. Kyle Levetzow seconded the motion. Motion carried.

11) Discussion & possible action re: ATV/UTV Ordinance. The Town Board discussed and reviewed the counties ATV/UTV ordinance. Town Board Supervisor, David Gollon had indicated that some changes are being proposed at the county level in regards to this ordinance. The Town Board requested that the creation of a Town of Dodgeville ATV/UTV ordinance be discussed at a future meeting. No action was taken.

12) Discussion & possible action re: TRIP-D & Multimodal Local Supplement (90/10) Project Updates. Clerk/Treasurer Sara Olson presented information in regards to funding that will be received for the Leffler Road TRIP-D project and the Esch Road TRIP project. The Town Board discussed the potential of receiving the state municipal agreement prior to the next board meeting. David Gollon made a motion to authorize Town Chairman, Curt Peterson permission to contact Jewell & Associates to prepare bid documents upon receiving the state municipal agreement. Kyle Levetzow seconded the motion. Motion carried.

13) Discussion & possible action re: Amended Resolution 2019-308 Appointment of Chief Election Inspectors & Poll Workers for the 2020-2021 term. Clerk/Treasurer Sara Olson presented Amended Resolution 2019-308 Appointment of Chief Election Inspectors & Poll Workers for the 2020-2021 term. Kyle Levetzow made a motion to approve Amended Resolution 2019-308 Appointment of Chief Election Inspectors & Poll Workers for the 2020 – 2021 term as presented. David Pope seconded the motion. Motion carried.

14) Discussion & possible action re: Election Day Emergency Response Plan. Clerk/Treasurer Sara Olson presented a draft copy of an Election Day Emergency Response Plan. The Town Board discussed the emergency response plan and the need to establish a back-up location in which to hold an election in an emergency. Peter Vanderloo made a motion to have Clerk/Treasurer Sara Olson work with Town Chairman, Curt Peterson to establish emergency locations and modify the Election Day Emergency Response Plan. Kyle Levetzow seconded the motion. Motion carried.

15) Discussion & possible action re: Employee Handbook. Clerk/Treasurer Sara Olson presented copies of Sections 5.05 Overtime, 5.05a Holidays and Section 5.06 from the January 3rd, 2017 and January 2nd, 2019. The Town Board and employees discussed the modifications that were made to these sections on January 2nd, 2019 and requested that these sections be re-discussed. Peter Vanderloo made a motion to postpone any action on this agenda item until the February 4th, 2020 Town Board meeting. David Gollon seconded the motion. Motion carried.

16) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations). The Town Board didn’t go Item Closed Sessions.

17) Reconvene into Open Session. No action.

18) Board action as a result of Closed Session. No action.

19) Adjournment. David Gollon made a motion to adjourn the meeting at 8:15 p.m. David Pope seconded the motion. Motion carried.
