Town Board Meeting Minutes
January 5th, 2016
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Steven Johnson made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Approval of Meeting Minutes from December 10th, 2015. David Gollon made a motion to approve the meeting minutes from December 10th as submitted. Steven Johnson seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville December 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 272,680.55
Farmer’s Savings $ 5,409.22
M&I Tax Account $ 868,006.65
Local Government Investment Pool $ 6,985.80
M&I CD’s $ 50,850.70
Farmer’s Savings Tax Account $ 793,789.41

Township Funds: $ 475,129.22
Tax Funds: $1,522,593.11

Steven Johnson seconded the motion. Motion carried. Clerk/Treasurer Sara Olson presented information in regards to a check error to the Town Board

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,018.23
Sanitary District #2 $15,918.75

Steven Johnson seconded the motion. Motion carried.

5) Bills to be approved. Steven Johnson made a motion to approve the January 5th, 2016 vouchers in the amount of $106,514.84. Steven Johnson seconded the motion. Motion carried. David Blume arrived during the discussion of this agenda item.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson discussed a request from a resident on Hunter Hollow Road in regards to replacing a mailbox post that was snapped off at the ground during the last snow fall. Steven Johnson made a motion to not reimburse the individual for the mailbox post. Peter Vanderloo seconded the motion. Motion carried. David Blume was opposed.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the 2015 Audit would be conducted on January 27th and 28th , tax collections were well under way and a training for the election workers had been conducted.

8) Discussion & possible action re: TRIP program Update - Survey Road. Town Chairman, Curt Peterson had indicated that the Township had been notified that they had been awarded approximately $44,000.00 through the TRIP program for Survey Road in which the Township would be going with Option 3.

9) Discussion & possible action re: WTA District Meeting. Clerk/Treasurer Sara Olson indicated that the WTA would be holding a district meeting on February 5th 2016 in Mineral Point if any of the board members were interested in attending. Steven Johnson made a motion to approve the per diem and mileage reimbursement of any board member that would like to attend the district meeting. David Blume seconded the motion. Motion carried.

10) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson presented correspondence from Attorney William Morgan in regards to the status of the Evans Quarry Road Damages. The Town Board indicated that they would like to continue to proceed with the claim and would continue to discuss this item at next month’s board meeting.

11) Discussion & possible action re: Radios. Town Board Supervisor, Steven Johnson presented a quote in regards to the radios. The Town Board requested that this item appear on next month’s agenda. No action was taken.

12) Discussion & possible action re: Business Credit Card & Credit Card Policy. The Town Board discussed obtaining a credit card and the updating of the credit card policy. The Town Board had given the Clerk/Treasurer direction of how to modify the existing credit card policy and requested a draft be constructed and presented at the February meeting.

13) Discussion & possible action re: Part-time Patrolman Positions. The Town Board discussed the casual part-time patrolman position in which the Township had received applications from two individuals. David Gollon made a motion to not fill the casual part-time patrolman position at this time. Peter Vanderloo seconded the motion. Motion carried.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation). David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call; Peterson, yes; Vanderloo, yes; Blume, yes; and Johnson, yes. Clerk/Treasurer Sara Olson was also present.

15) Reconvene into Open Session. David Blume made a motion to reconvene into open session. David Gollon seconded the motion. Motion carried.

16) Board action as a Result of Closed Session. David Blume made a motion to give Charlie Rolli a final discretionary bonus in the amount of $553.84. Steven Johnson seconded the motion. Motion carried.

17) Public Comment. Clerk/Treasurer Sara Olson also presented information in regards to the proposed legislative changes to salaried exempt positions relating to overtime.

18) Adjournment. David Blume made a motion to adjourn the meeting at 7:19 p.m. Steven Johnson seconded the motion. Motion carried.
