Town Board Meeting Minutes
January 3rd, 2017
6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Blume, Steven Johnson, Curt Peterson (via speaker phone) and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Randy Beerkircher, Shawn Steinmann, Kurt Schadewalt David Judd, Jeff Brimmer, Jeff Doyle and Darold Rux .

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

Steve Johnson made a motion to suspend the agenda and move to Item #8 – Quotes for Plow Truck and Body. Peter Vanderloo seconded the motion. Motion carried.

3) Discussion & possible action re: Quotes for Plow Truck and Body. Clerk/Treasurer Sara Olson presented a spreadsheet of the quotes that were previously received from V&H, Inc. Madison, Kriete Truck Center and Truck Country for a chassis. The Town Board discussed the individual quotes. Steven Johnson made a motion to accept the MACK quote with the MACK Transmission received from Kriete Truck Center for $113,875.00 which included the heated windshield and mirror option that was presented. David Blume seconded the motion. Motion carried. Clerk/Treasurer Sara Olson also presented a spreadsheet of the quotes that were previously received from Madison Truck and Monroe Truck & Equipment for the body with the itemized options. The Town Board discussed the individual quotes. Steven Johnson made a motion to accept the Madison Truck DuraClass 14’ Dump Body quote in the amount of $66,096.00 which included the following options: DuraClass 201 Stainless Steel Body in Lieu of Steel DuraClass, Force America 5100 Spreader Controller and Trigger control for spreader. David Blume seconded the motion. Motion carried.

4) Discussion & possible action re: MACK Pedigree Uptime Protection. Salesman, Jeff Brimmer from Kriete Truck Center explained the MACK Pedigree Uptime Protection system as requested by the Town Board. The Town Board took no action on this agenda item.

5) Discussion & possible action re: Request for a Class “B” Beer and Intoxicating Liquor License for Log Inn, LLC (Darold Rux, Agent) 3656 State Road 23. Steven Johnson made a motion to approve the issuance of a Class “B” Beer and Intoxicating Liquor License to Log Inn, LLC (Darold Rux, Agent) for 3656 State Road 23 contingent upon receiving a letter from Barn 23 Bar & Restaurant (Sarah Woerpel, Agent) surrendering the license based upon the license being transferred to Log Inn, LLC (Darold Rux, Agent). Curt Peterson seconded the motion. Motion carried.

6) Approval of Meeting Minutes from December 6th, 2016. Steven Johnson made a motion to approve the meeting minutes from December 6th, 2016 as submitted. Peter Vanderloo seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Steven Johnson made a motion to approve the Town of Dodgeville’s December 2016 Treasurer’s Report stating the following fund balances:

General Checking $ 116,538.09
Farmer’s Savings $ 5,417.36
M&I Tax Account $ 319,851.87
M&I Tax Account – Tax Funds $ 522,793.14
Local Government Investment Pool $ 7,013.31
M&I CD’s $ 50,880.44
Farmer’s Savings Tax Account $ 755,187.03

Township Funds: $ 499,701.07
Tax Funds: $1,277,980.17

Peter Vanderloo seconded the motion. Motion carried.

Steven Johnson made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,361.81
Sanitary District #2 $11,374.72

Peter Vanderloo seconded the motion. Motion carried.

8) Bills to be approved. Peter Vanderloo made a motion to approve the January 3rd, 2017 vouchers in the amount of $11,555.62. Steven Johnson seconded the motion. Motion carried.

9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the equipment repairs that were performed on the MACK as well as the road conditions.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the audit would be performed on January 23rd & 24th. Clerk/Treasurer Sara Olson also indicated that Steve Johnson failed to submit a notice of non-candidacy and didn’t file nomination papers by the deadline; therefore the nomination paper deadline would be extended by 72 hours per state statues.

11) Discussion & possible action re: Rule Construction, Ltd Agreement for 2016-2017 Winter Season. Clerk/Treasurer Sara Olson presented the Rule Construction, Ltd agreement that was received for the 2016-2017 Winter Season. The Town Board discussed the agreement. Curt Peterson made a motion to accept the agreement between the Town of Dodgeville and Rule Construction, Ltd for 2016-2017 Winter Season. Steven Johnson seconded the motion. Motion carried.

12) Discussion & possible action re: Survey Road Bridge Design Project. Clerk/Treasurer Sara Olson presented options for the consultant selection process for the Survey Road Bridge Project. Curt Peterson made a motion to utilize the Qualification-Based Selection process. David Blume seconded the motion. Motion carried.

13) Discussion & possible action re: Employee Manual Modifications. Clerk/Treasurer Sara Olson presented a draft copy of Section 3: Employment Status and Records, subsection 3.01 Employment Categories section to the Town Board. The Town Board discussed the adding of a lead part-time employee employment category. Steven Johnson made a motion to approve the drafted modifications adding a lead part-time employee employment category as presented. Peter Vanderloo seconded the motion. Motion carried.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment). David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Peter Vanderloo seconded the motion. Motion carried. Roll call; Blume, yes; Vanderloo, yes; Gollon, yes and Johnson, yes. Clerk/Treasurer Sara Olson was also present during closed session.

15) Reconvene into Open Session. Steven Johnson made a motion to reconvene into open session. David Blume seconded the motion. Motion carried.

16) Board action as a Result of Closed Session. David Blume made a motion to allow Curt Peterson to negotiate with the employee of his choice to assume the position of lead part-time employee within the financial terms determined by the Town Board in Closed Session. Steven Johnson seconded the motion. Motion carried.

17) Public Comment. Clerk/Treasurer Sara Olson presented a draft of a fence viewing letter for the Town Board members to review as requested by the Town Board.

18) Adjournment. David Blume made a motion to adjourn the meeting at 8:00 p.m. Steven Johnson seconded the motion. Motion carried.
