Town Board Meeting Minutes
February 7th, 2017
6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Blume, Steven Johnson, Curt Peterson (via speaker phone) and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Randy Beerkircher, David Judd, Jeff Brimmer, Bob Axelsen, Kyle Levetzow, Greg Jewell, Ann Miess, Trudy Miess and Jeffrey Haylock .

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Peter Vanderloo made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

Steve Johnson made a motion to suspend the agenda and move to Item #8 – 2018 MACK. Peter Vanderloo seconded the motion. Motion carried.

3) Discussion & possible action re: 2018 - Mack. The Town Board discussed their dissatisfaction in regards to the previous and current servicing of the 2015 Mack truck with the Kriete Group. The Town Board indicated concerns in regards the purchasing of the 2018-Mack due to the service that were received. The Kriete Group indicated that the Town Boards concerns were understood and they will improve their performance and requested when there is an equipment breakdown that Bob Axelsen, the Fleet technical advisor is contacted immediately. No action was taken.

4) Discussion & possible action re: Blotz Bridge Update & Survey TRIP Project & Culvert Update. Greg Jewell updated the Town Board in regards to the completion of Blotz Bridge. Greg Jewell presented information in regards to the 2017 Town Road Resurfacing Project for Survey Road and requested that the project be put out for bids. An advertisement for bids would be placed in the newspaper with the bids being opened at 5:00 p.m. on March 7th for review prior to the Town Board meeting. Steven Johnson made a motion to put the project out for bids. Peter Vanderloo seconded the motion. Motion carried.

5) Public Comment. Trudy and Ann Miess indicated concerns in regards to the plowing of Miess Road. Town Chairman, Curt Peterson had indicated that the Town was checking into different options in regards to Miess Road. The Town Board updated the public in regards to the equipment failure that transpired during the last two snow storms which caused a delay in service. The Town Board indicated that they would like to look into different options for a better information system for updating the town taxpayers when delays do occur.

6) Discussion & possible action re: Proposals for Consultant Design Engineering Services. Clerk/Treasurer Sara Olson indicated that the Town Board needed to prepare a list of 3 to 5 firms to contact and send a request for proposal for consultant design engineering services for the Survey Road Bridge Project. Steven Johnson made a motion to contact and send a request for proposal to the following firms: Jewell & Associates, TEAM, Inc., Westbrook Associated Engineers, IIW, P.C. and HNTB Corporation. Peter Vanderloo seconded the motion. Motion carried. Clerk/Treasurer Sara Olson indicated that she would prepare the proposal and contact the firms.

7) Approval of Meeting Minutes from January 3rd, 2017. Peter Vanderloo made a motion to approve the meeting minutes from February 7th, 2017 with the following correction: Sentence 3 in Item #3 should read as follows: Steven Johnson made a motion to accept the MACK quote with the MACK Transmission received from Kriete Truck Center for $113,875.00 which included the heated windshield and mirror option that was presented. Steven Johnson seconded the motion. Motion carried.

8) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s January 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 92,585.86
Farmer’s Savings $ 5,420.12
M&I Tax Account $ 319,851.87
M&I Tax Account – Tax Funds $ 544,124.87
Local Government Investment Pool $ 7,016.01
M&I CD’s $ 50,880.44
Farmer’s Savings Tax Account $ 591,828.01

Township Funds: $ 475,754.30
Tax Funds: $1,135,952.88

Steven Johnson seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,379.75
Sanitary District #2 $11,374.72

Steven Johnson seconded the motion. Motion carried.

9) Bills to be approved. Peter Vanderloo made a motion to approve the February 7th, 2017 vouchers in the amount of $39,071.89. Steven Johnson seconded the motion. Motion carried.

10) Town Roads/Equipment Report. Town Patrolman, Kevin Zajicek indicated that everything was going well in regards to the Town Roads. The equipment that needed to be addressed would be discussed in Item #12.

11) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the audit was completed and everything went well. Clerk/Treasurer Sara Olson also reminded the Town Board that the Spring Primary Election would be held on February 21st, 2017.

12) Discussion & possible action re: Equipment Repairs & Updates (2016 MACK, F550 & Peterbilt). Clerk/Treasurer Sara Olson updated the Town Board in regards to the repair of the injectors in the 2016 Mack that was complete, the status of the water getting into the hydraulics of the F550 that has returned and the exhaust leak on the Peterbilt that needed to be repaired when the weather allowed. No action was taken.

13) Discussion & possible action re: Purchasing of Salt. Clerk/Treasurer Sara Olson indicated that the Township had no straight salt left for the remainder of the winter season. Clerk/Treasurer Sara Olson indicated that the Township would be able to purchase salt from the county. Peter Vanderloo made a motion to purchase 75 tons of salt from the county. Steven Johnson seconded the motion. Motion carried.

14) Discussion & possible action re: Resolution 2017-295 2016 Year-End Budget Amendments. Clerk/Treasurer Sara Olson presented a draft copy of Resolution 2017-295 2016 Year-End Budget Amendments. David Blume made a motion to approve Resolution 2017-295 2016 Year-End Budget Amendments as presented. Steven Johnson seconded the motion. Motion carried.

15) Discussion & possible action re: WMCA District IV Meeting & WTA District Meeting (Feb. 25th). Clerk/Treasurer Sara Olson presented information in regards to the Clerk District Meeting as well as the WTA District meeting that would be held on February 25th, 2017. David Blume made a motion to approve Clerk/Treasurer Sara Olson to attend the WMCA District IV Meeting. Steven Johnson seconded the motion. Motion carried.

16) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:32 p.m. David Blume seconded the motion. Motion carried.
