Town Board Meeting Minutes
February 4th, 2020
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were David Gollon, David Pope, Kyle Levetzow and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek, John Dunbar, Kent Kramer, Will Kramer, Larry Bierke and Jeffrey Haylock.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Public Comment. None

David Gollon made a motion to suspend the agenda and move to Item #9 Discussion re: High Speed Broadband. David Pope seconded the motion. Motion carried.

4) Discussion re: High Speed Broadband. John Dunbar from Mt. Horeb Telephone Company presented information in regards to the different kinds and types of high speed/broadband options, current line locations, funding opportunities and ways individuals are currently obtaining high speed internet in the rural areas. Town resident Kent Kramer shared information to the Town Board how they are currently able to obtain high speed internet but have concerns in regards to the line of site that is required to obtain this service, the costs for individuals to obtain service in the rural areas and some individuals having no options for high speed due to the terrain of the land. Iowa County Administrator Larry Bierke also shared information in regards to what the county has been doing to try to help individuals in the rural area obtain internet/broadband service as well.

5) Approval of Meeting Minutes from January 7th, 2020 & January 28th, 2020. Kyle Levetzow made a motion to approve the meeting minutes from January 7th, 2020 & January 28th, 2020 as presented. David Pope seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s January 2020 Treasurer’s Report stating the following fund balances:

General Checking $ 194,137.15
Farmer’s Savings $ 196,812.11
Local Government Investment Pool $ 7,372.12
Farmer’s Savings Tax Account $ 449,177.86
Mound City Tax Account $ 751,432.71

Township Funds: $ 689,202.78
Tax Funds: $ 909,729.17

Kyle Levetzow seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,124.44

Kyle Levetzow seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the February 4th, 2020 vouchers in the amount of $13,676.80 and Sanitary District #1 vouchers in the amount of $3,974.48. Kyle Levetzow seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Patrolman Randy Beerkircher updated the Town Board in regards to the need of two front tires on the loader and a manifold leak on the F550 that needs service.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board of the upcoming Spring Primary Election to be held on Tuesday, February 18th.

10) Discussion & possible action re: Appointment of Planning Commission Member. Kyle Levetzow made a motion to appoint Paul Lawinger to serve a three-year term on the Planning Commission effective February 2020. Peter Vanderloo seconded the motion. Motion carried.

11) Discussion & possible action re: Project Engineering. The Town Board discussed the existing selection process for a project engineer on Township projects as well as the need to obtain quotes prior to selecting an engineer. The Town Board reviewed the existing approved TRIP-D project and is waiting to hear from the state in regards to the 90/10 project selections.

12) Discussion & possible action re: Wisconsin Town Association District Meeting. Clerk/Treasurer Sara Olson presented information in regards to the Wisconsin Towns Association District Meeting which will be held on Friday, March 13th at Deer Valley Lodge in Barneveld. Kyle Levetzow made a motion to approve Clerk/Treasurer Sara Olson to attend the WTA District meeting on March 13th. David Pope seconded the motion. Motion carried.

13) Discussion & possible action re: Employee Handbook. The Town Board and employees discussed Section 5.05 Overtime, 5.05a Holidays, and 5.06 Minimum Time Paid. Kyle Levetzow made a motion to modify the second sentence to read as follows: Holiday, paid time off and other paid leaves are not counted as hours actually worked in calculating overtime pay; hours actually worked on a holiday will be used in calculating overtime. David Gollon seconded the motion. Motion carried. Kyle Levetzow made a motion to reword Section 5.06 Minimum Time Paid to the following: Anyone called to work will received pay for a minimum of two hours of work at the overtime rate for each time that they are called in. Each call out will also receive a stipend of $25.00 per call out. Peter Vanderloo seconded the motion. Motion carried.

14) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employee Evaluations). The Town Board didn’t go Item Closed Sessions.

15) Reconvene into Open Session. No action.

16) Board action as a result of Closed Session. No action.

17) Adjournment. David Gollon made a motion to adjourn the meeting at 8:13 p.m. Kyle Levetzow seconded the motion. Motion carried.
