Town Board Meeting Minutes
December 6th, 2016
6:00 p.m.

1) Call to order. Town Supervisor, David Gollon called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Blume, Steven Johnson and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson, Kevin Zajicek, Randy Beerkircher, Shawn Steinmann, Kurt Schadewalt and Paul Gaynor. Absent was: Curt Peterson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #8 – Quotes for Plow Truck and Body.

3) Discussion & possible action re: Quotes for Plow Truck and Body. Clerk/Treasurer Sara Olson read the quotes aloud that were received from V&H, Inc. Madison, JX Peterbilt, Kriete Truck Center and Truck Country for a chassis as well as the quotes from Madison Truck and Monroe Truck & Equipment for the body. The Town Board indicated that they would be reviewing the quotes during the month of December and would be looking to make a decision in regards to the chassis and body in January. The Town Board had also requested that the three part-time Town patrolmen also review the quotes that were received. No action was taken.

4) Discussion & possible action re: Request for a Class “B” Beer and Class “C” Wine License for Green Spirit Farm, LLC (Catherine Koster, Agent) 4352 State Highway 23. Steven Johnson made a motion to approve the issuance of a 2016-2017 Class “B” Beer license for Green Spirit Farm, LLC (Catherine Koster, Agent) with no contingencies and a Class “C” Wine License contingent upon Green Spirit Farm, LLC receiving a valid restaurant license from the State of Wisconsin. The description of the premises is the kitchen building, barn and entertainment spaces located at 4352 State Road 23. Peter Vanderloo seconded the motion. Motion carried.

5) Approval of Meeting Minutes from November 1st, 2016. Peter Vanderloo made a motion to approve all three sets of meeting minutes from November 1st as submitted. Steven Johnson seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. Steven Johnson made a motion to approve the Town of Dodgeville’s November 2016 Treasurer’s Report stating the following fund balances:

General Checking $ 135,768.61
Farmer’s Savings $ 5,417.36
M&I Tax Account $ 319,851.87
Local Government Investment Pool $ 7,010.86
M&I CD’s $ 50,880.44
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 518,929.14

Peter Vanderloo seconded the motion. Motion carried.

Steven Johnson made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,310.18
Sanitary District #2 $11,374.72

Peter Vanderloo seconded the motion. Motion carried.

7) Bills to be approved. Steven Johnson made a motion to approve the December 1st, 2016 vouchers in the amount of $20,023.84. David Blume seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had indicated that the wing has been put on the grader and all the equipment is ready for the snow.

9) Discussion & possible action re: Peterbilt and MACK Truck. Clerk/Treasurer Sara Olson presented prices for tires for the Peterbilt that were received by Don’s Tire. Town Supervisor, Steve Johnson also presented information in regards to prices for used steel rims from Terry Slaney. Clerk/Treasurer Sara Olson had also indicated that the MACK is due for its first service and was inquiring where the vehicle should be taken to perform the service. David Blume made a motion to purchase 8 Dunlop tires at approximately $372.00 per tire plus installation from Don’s Tire and to purchase the 8 used steel rims at $50.00 per rim from Terry Slaney. Steven Johnson seconded the motion. Motion carried. Steven Johnson made a motion to have the MACK be taken to Kriete Truck Center in Madison for the needed service. Peter Vanderloo seconded the motion. Motion carried.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson updated the board in regards to the status of the property tax bills as well as the recount and public record requests that were received in regards to the November 8th election.

11) Discussion & possible action re: Fence Viewing Follow-Up. Town Board Supervisor, David Blume had updated the Town Board in regards to the follow-up that was completed on the Dochnahl/Thuli fence viewing. David Blume had indicated that Robert & Evelyn Thuli’s fence was brought up to legal code as requested. David Blume had also indicated that the electric fence in which was understood by Dennis Dochnahl that was to be installed and maintained by Dennis Dochnahl wasn’t completed. The Town Board had requested that a certified letter be drafted and sent to Dennis Dochnahl in regards to the failure to install and maintain the electric fence.

12) Discussion & possible action re: Smart Growth and Quality of Life Survey. Clerk/Treasurer Sara Olson presented the Smart Growth and Quality of Life Survey to the Town Board. The Town Board had discussed the survey as well as other ideas for questions on the survey. The Town Board has referred the additional questions to the Town Plan Commission. The Town Board had recommended placing the land use map on the Town of Dodgeville website and referencing the website in the survey. Peter Vanderloo made a motion to send out the Smart Growth and Quality of Life Survey with the 2016 property tax bills. Steven Johnson seconded the motion. Motion carried.

13) Discussion & possible action re: Holiday Recycling Center Hours. Peter Vanderloo made a motion to set the Holiday Recycling Center Hours to the following: The weeks of December 18th and December 25th: Wednesday 2:30 p.m. – 5:30 p.m. and Friday 8:00 a.m. – 2:00 p.m. Steven Johnson seconded the motion. Motion carried.

14) Discussion & possible action re: Employee Manual Modifications. No action taken.

15) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Employment & Compensation). David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Steven Johnson seconded the motion. Motion carried. Roll call; Blume, yes; Vanderloo, yes; Gollon, yes and Johnson, yes. Clerk/Treasurer Sara Olson was also present during closed session.

16) Reconvene into Open Session. Steven Johnson made a motion to reconvene into open session. Peter Vanderloo seconded the motion. Motion carried.

17) Board action as a Result of Closed Session. David Blume made a motion to issue a Christmas Bonus in the amount of $100.00 to the full-time employee and $75.00 to all other part-time employees including the Recycling Center attendants. Steven Johnson seconded the motion. Motion carried. Steven Johnson made a motion to offer William Blume the Wednesday Recycling Center Attendant position due to the resignation of John White. Peter Vanderloo seconded the motion. Motion carried. David Blume abstained from the motion.

18) Public Comment. None

19) Adjournment. David Blume made a motion to adjourn the meeting at 8:12 p.m. Steven Johnson seconded the motion. Motion carried.
