Town Board Meeting Minutes
December 6th, 2011
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:07 P.M.

Town Supervisors in attendance were: David Gollon and David Blume. Also in attendance was Clerk/Treasurer Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from November 1st 2011 and November 7th 2011 (3 sets of minutes). David Blume made a motion to approve the November 1st and November 7th meeting minutes (3 sets) as submitted. David Gollon seconded the motion. Motion carried.

Charlie Price arrived after the motion was carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville November 2011 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 100,693.74
Farmer’s Savings $ 77,196.76
M&I Tax Account $ 76,999.48
Local Government Investment Pool $ 6,952.17
M&I CD’s $ 101,006.14

Township Funds: $ 362,848.29

David Blume seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,283.03
Sanitary District #2 $ 6,632.25


David Blume seconded the motion. Motion carried

David Thomas arrived after this motion was carried.

5) Bills to be approved. The Town Board discussed the bills that were presented on the report. David Gollon made a motion to approve all the December vouchers as submitted totaling $82,492.61. David Thomas seconded the motion. David Blume was opposed due to an unauthorized purchase of chains were made by the Town Patrolman. Motion carried.


6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board on the status of the Brue Road project. Clerk/Treasurer Sara Olson had indicated that the Chimney Rock Road Turn-Around had been completed by the Town crew.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated to the Town Board that the UW Extension office had contacted the Township to see if they would have any interest in participating in an event that would allow Town residents to have their well water tested at the resident’s expense if they desire to participate in the program. David Blume made a motion to allow the Town of Dodgeville to participate in the program in 2012. David Thomas seconded the motion. Motion carried. Clerk/Treasurer Sara Olson also indicated that we received a notice from the Department of Workforce and Development in reference to a special assessment to fund interest on outstanding federal loans.


8) Approval or Denial of Operator’s License for Tari McCabe. David Gollon made a motion to approve the operator’s license for Tari McCabe for the 2011-2012 licensing year. David Thomas seconded the motion. Motion carried.

9) Discussion & possible action re: Winter Maintenance Agreement with the City of Dodgeville. David Thomas made a motion to accept the winter maintenance agreement with the City of Dodgeville as presented. Charlie Price seconded the motion. Motion carried.

10) Discussion & possible action re: 2011 Audit Services. Clerk/Treasurer Sara Olson presented the Town Board with samples of requests for proposals for auditing services. The Town Board had requested that Clerk/Treasurer Sara Olson contact our current accounting firm that performs our auditing services to get an engagement letter for 1 year and 3 years to be reviewed by the Town Board at the January board meeting.

11) Discussion & possible action re: Prohibiting of Concealed Carried Weapons on Town owned property. The Town Board discussed the prohibiting of concealed carried weapons on Town owned property (Town Hall/Shop & Recycling Center) and liability issues. David Thomas made a motion to rescind the previous motion that was made on November 1st to post signs prohibiting concealed carried weapons in Town owned property. David Gollon seconded the motion. Motion carried. Curt Peterson and Charlie Price were opposed.

12) Discussion & possible action re: Soliciting on Town Owned Property. The Town of Dodgeville discussed soliciting on Town Owned property. The Town Board had liability questions and will discuss this item at the January Town Board meeting. No action taken.

13) Discussion & possible adoption re: Resolution 2011-275 Appointment of Chief Election Inspectors and Poll Workers for the 2012-2013 term. David Gollon made a motion to adopt Resolution 2011-275 Appointment of Chief Election Inspectors and Poll Workers for the 2012-2013 term. David Blume seconded the motion. Motion carried.

14) Discussion & possible adoption re: Resolution 2011-276 Resolution to change the number of election inspectors for the Town of Dodgeville. Charlie Price made a motion to adopt Resolution 2011-276 Resolution to change the number of election inspectors for the Town of Dodgeville. David Thomas seconded the motion. Motion carried.

15) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon made a motion to go into closed session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Blume seconded the motion. Motion carried.

16) Reconvene into Open Session. David Blume made a motion to reconvene into open session at 9:15 p.m. David Thomas seconded the motion. Motion carried.

17) Board action as a result of Closed Session. David Gollon made a motion to renew the Contract for the Appointed Clerk/Treasurer Position for three years with some updates made in reference to outdated dates. David Thomas seconded the motion. Motion carried. David Thomas made a motion to authorize Christmas bonuses for Full-time employees (Sara Olson & Charlie Rolli) in the amount of $100 and part-time employees (John White, Kevin Zajicek and Rick James) in the amount of $50. David Gollon seconded the motion. Motion carried.

18) Public Comment. Charlie Price indicated that the TRIP Committee will be meeting on the 22nd of December to review the TRIP Project applications.

19) Adjournment. David Gollon made a motion to adjourn the meeting at 9:25 p.m. Charlie Price seconded the motion. Motion carried.
