Town Board Meeting Minutes
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:07 P.M.
Town Supervisors in attendance were: Greg Jewell, David Thomas, Charles Price and David Gollon. Also in attendance were Clerk Sara Olson, Bob Butler, and Brent Straka who arrived at 6:30 p.m.
2) Approval of Public Notice/Agenda. Supervisor, Charles Price made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.
3) Approval of Meeting Minutes from November 6th, 2008 and November 13th, 2008. Greg Jewell made a motion to approve the November 6th, 2008 minutes with the correction of changing the third sentence in Paragraph 4 to read as follows: Greg Jewell made a motion to make a conditional approval as to the Final Road Acceptance of 2nd Northridge Addition with the condition the Long-Term Storm Water Management and maintenance of the facilities be clarified and a amendment be recorded if necessary. David Thomas seconded the motion. Motion carried. Charlie Price abstained as he was not in attendance at this meeting. Charles Price made a motion to approve the November 13th, 2008 minutes as submitted. David Thomas seconded the motion. Motion carried. David Gollon abstained as he was not in attendance at this meeting.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Curt Peterson made a motion to approve the Town of Dodgeville November 2008 Treasurer’s Report as submitted stating the following fund balances:
General Checking $77,324.49
Farmer’s Savings $84,790.14
Wells Fargo Tax Account $140,502.18
Local Government Investment Pool $6,868.41
Greg Jewell seconded the motion. Motion carried.
Greg Jewell made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $13,624.62
Sanitary District #2 $4,124.12
Sanitary District #3 $386.99
David Thomas seconded the motion. Motion carried.
David Thomas made a motion to suspend the agenda. David Gollon seconded the motion. Motion carried.
5) Bills to be approved. Greg Jewell made a motion to approve all the December Vouchers as submitted totaling $19,305.41. David Thomas seconded the motion. Motion carried.
6) Discussion and possible action re: Plan Commission Recommendations. Charles Price made a motion to approve the Planning Commission recommendation to contact the Townships attorney to get an opinion about what action can be taken to get a Deed Restriction from 2002 recorded. Greg Jewell seconded the motion. Motion carried.
7) Discussion and possible adoption re: Final Road Acceptance for 2nd Northridge Addition Penny Lane. No action or discussion was taken on this item.
8) Discussion and possible action re: Shared Road Agreements with the City of Dodgeville (Snow Plowing). David Gollon made a motion to approve the Shared Road Agreements with the City of Dodgeville (Snow Plow). The Agreement states that the Town of Dodgeville shall be responsible for Section Line Road, Oxnem Road, Brennan Road, Heritage Lane from Brennan Road to Compassion Way, Military Ridge Road from Veterans Pass to the outer City Limits, and Brue Road from Prairie Hills Drive to the outer City Limits. The City of Dodgeville shall be responsible for Bennett Road, Leffler Street, Brue Road to Prairie Hills Drive and Bea Ann Drive. This agreement expires April 1, 2009. Charles Price seconded the motion. Motion carried.
9) Discussion & possible action re: Chapter 9 Dog License Amendment. David Gollon made a motion to adopt and approve the Town of Dodgeville Code of Ordinances Chapter 9 Dog License Amendment. Chapter 9 Dog License, Section 9-3 Application and License, Subsection (C) is amended to read as follows: The Town Board of the Town of Dodgeville will establish Dog Licensing Fees by resolution. Charles Price seconded the motion. Motion carried.
10) Discussion & possible action re: Purchasing of Snow Fences. David Gollon made a motion to deny the purchasing of snow fences, however the Town of Dodgeville will notate excessively drifted roads and if funds permit they will look into alternative grading for permanent fixture this summer. David Thomas seconded the motion. Motion carried.
11) Discussion & possible action re: Garbage Disposal & Recycling Contract. Greg Jewell made a motion to approve the Garbage Disposal & Recycling Contract. The Contract is from January 1, 2009 – January 1, 2012 with Town & Country and states the following: The Town of Dodgeville will be provided a 42 yd receiver box for on call service at the charge of $100 per pull plus $36.00 per ton disposal fee. We will also be provided (3) 8 yard container’s for cardboard and paper also (12) 95 gallon toters for plastic, tin and glass at the cost of $100.00 per month. Charles Price seconded the motion. Motion carried.
12) Discussion & possible action re: Franchise Fee. Greg Jewell made a motion to put this item on a future agenda for discussion. David Gollon seconded the motion. Motion carried.
13) Discussion & possible action re: Payroll Clarification. Greg Jewell made a motion to pay Charlie Price for attending one monthly meeting with the Chamber of Commerce as long as the Town of Dodgeville is a voting member. David Thomas seconded the motion. Motion carried. Charles Price abstained.
14) Discussion & possible action re: Health Insurance for employees. Brent Straka from Tricor Insurance presented the Board with information in reference to providing individual health insurance for an employee due to Town is unable to form a group policy at this time. No action taken.
15) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility at 8:23 p.m.. David Thomas seconded the motion. Motion carried. Roll call: Price, yes; Peterson, yes; Jewell, yes; Gollon, yes; Thomas, yes. Clerk/Treasurer Sara Olson was also present during a portion of the discussion.
16) Reconvene into Open Session. David Gollon made a motion to reconvene into open session at 9:05 p.m. Charles Price seconded the motion. Motion carried.
17) Board Action as a Result of Closed Session. No action taken.
18) Public Comment. None
19) Adjournment. Charles Price made a motion to adjourn the meeting at 9:10 P.M. David Gollon seconded the motion. Motion carried.
