Town Board Meeting Minutes
August 4th, 2020
*8:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 8:00 p.m.

Town Supervisors in attendance were Kyle Levetzow, David Pope and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher and Stephanie McKeon.

Everyone in attendance recited the Pledge of Allegiance.

2) Public Comment. None.

3) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, David Pope. Motion carried.

Kyle Levetzow made a motion to suspend the agenda and move to Item #10 ATV/UTV Ordinance and Routes. David Pope seconded the motion. Motion carried.

4) Discussion & possible adoption re: Chapter 31 All-Terrain and Utility Terrain Vehicle Route Ordinance. The Town Board and members of the public that were present discussed the draft copy of Chapter 31 All-Terrain and Utility Terrain Vehicle Route Ordinance. The Town Board made modifications to Section 2.2, Items C and E. Kyle Levetzow made a motion to approve and adopt Chapter 31 All-Terrain and Utility Terrain Vehicle Route Ordinance in the Town of Dodgeville with the ordinance being reviewed annually. Peter Vanderloo seconded the motion. Motion carried.

5) Approval of Meeting Minutes from July 7th, 2020. Peter Vanderloo made a motion to approve the meeting minutes from July 7th as presented. David Pope seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Peter Vanderloo made a motion to approve the Town of Dodgeville’s July 2020 Treasurer’s Report stating the following fund balances:

General Checking $ 107,289.49
Farmer’s Savings $ 102,090.21
Local Government Investment Pool $ 7,403.96
Farmer’s Savings Tax Account $ 0.00
Mound City Tax Account $ 424,711.51

Township Funds: $ 641,495.17
Tax Funds: $ 0.00

David Pope seconded the motion. Motion carried.

Peter Vanderloo made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,326.33

David Pope seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the August 4th, 2020 vouchers in the amount of $7,807.57 and Sanitary District #1 vouchers in the amount of $139.17. David Pope seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the board in regards to the progress being made on the bridge replacement project on Survey Road. Town Supervisor, Kyle Levetzow had indicated that some branches were needing to be trimmed on Survey Road.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Board that the Partisan Primary Election would be held on Tuesday, August 11th. Clerk/Treasurer Sara Olson also presented information in regards to purchasing a DS200 & ExpressVote due to the COV-ID 19 pandemic and grant funds being available. The Town Board requested that this item be placed on the September agenda.

10) Discussion & possible award re: Esch Road Improvement Project Bids. Clerk/Treasurer Sara Olson presented two sealed bids from Scott Construction and Iverson Construction. Scott Constructions bid was in the amount of $52,007.60 and Iverson’s bid was $52,068.00. Kyle Levetzow made a motion to award the Esch Road Improvement Project to Scott Construction. David Pope seconded the motion. Motion carried.

11) Discussion & possible action re: Resolution 2020-311 Approval of 2019 E-CMAR. David Pope made a motion to approve Resolution 2020-311 Approval of the 2019 E-CMAR. Kyle Levetzow seconded the motion. Motion carried.

12) Discussion & possible action re: Audit Engagement Letter. Clerk/Treasurer Sara Olson presented the 3-year audit engagement letter from Johnson Block & Company. Kyle Levetzow made a motion to approve the 2020-2023 audit engagement letter. Peter Vanderloo seconded the motion. Motion carried.

13) Discussion & possible action re: Truck & Equipment Quotes. Clerk/Treasurer Sara Olson informed the Town Board we are no longer able to get a 2020 model vehicle and didn’t have additional information to present. No action was taken.

14) Discussion & possible action re: Landscaped Area at Town Hall. Town Chairman, Curt Peterson discussed the removal of the 3 pine trees directly under the flag due to the height of the trees and in the ability to fly the flag at half mass. David Pope made a motion to have Town Patrolman, Randy Beerkircher remove all the trees from the landscaped area. Kyle Levetzow seconded the motion. Motion carried.

15) Discussion & possible action re: Unauthorized Signs/Items in the road right-of-way. The Town Board discussed the removal of unauthorized signs/items in the road right-of-way. Kyle Levetzow made a motion to authorize Town Patrolman, Randy Beerkircher to remove unauthorized signs and items within the road right-of-way. Peter Vanderloo seconded the motion. Motion carried.

16) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 9:08 p.m. David Pope seconded the motion. Motion carried.
