Joint Plan Commission Meeting/Hearing with Iowa County Planning & Zoning
Thursday, August 24th, 2023

The Town of Dodgeville Plan Commission met on Thursday, August 24th at 6:00 P.M. Planning Commission Chairman Krista Dolan called the Planning Commission meeting to order at 6:00 P.M.

Plan Commission Committee members in attendance were Krista Dolan, Curt Peterson, Peter Vanderloo, Paul Lawinger, Tom Joestgen, and Mary Wilson. Absent was Julie Dolan.

Iowa County Planning & Zoning Committee: Curt Peterson, Tim Lease, Mel Masters, Don Lexi and David Gollon.

Others in attendance: Sara Olson, and Scott Godfrey.

Planning Commission member Krista Dolan verified that proper notice of the public hearing was posted on July 18, 2023 in accordance with WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Tom Joestgen made a motion to approve the public notice and agenda. Peter Vanderloo seconded the motion. Motion carried.

Public input on the consideration of the following:

a) Town of Dodgeville Comprehensive Plan:
• Amendment of Section C Transportation Element:
1) Strike the sentence in the third paragraph under Transit, Accessibility & Special Needs Users the reads: “Specifically, they identified Military Ridge Road and Survey Road (from Brue Road to USH 18)”.
2) Strike item 4 under the fourth paragraph under Transit, Accessibility & Special Needs Users that reads: “Possible addition of bicycle lands at Military Ridge Road and Survey Road (from Brue Road to USH 18)”.

• Amendment of Section H Land Use Element:
1) Revise item 6 to read: “No residential subdivision shall be allowed in this category.”
2) Add the following under Rural Development Area: “10. Those parcels currently zoned by Iowa County as Business Districts but located within the Rural Development Area conform to the Land Use Plan.”
• Amendment of Land Use Map H.1
b) Iowa County Comprehensive Plan:
• Amendment of Section H. Land Use Element Table H.1c – Town of Dodgeville to be consistent with the Town Plan revisions above under item 5.a).

Director Scott Godfrey overviewed the proposed revisions. There was discussion whether the changes may impact the affordability of housing in the Town of Dodgeville. The consensus was that the revisions would not and that subdivisions are largely prohibited under the current plan, thus making the proposed revision to eliminate the opportunity for a Planned Unit Development fairly minor.

Peter Vanderloo made a motion to adopt Resolution No. 2023-144: A Resolution to approve an Amendment and Update to the Town of Dodgeville Comprehensive Plan and to forward to the Town Board for approval. Tom Joestgen seconded the motion. Motion carried.

Tom Joestgen made a motion to adjourn the meeting at 6:30 p.m. Peter Vanderloo seconded the motion. Motion carried.
