Town Board Meeting Minutes
August 1st, 2017
*6:00 p.m.*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: Kyle Levetzow, David Gollon and Peter Vanderloo. Also in attendance were Clerk/Treasurer Sara Olson and Kevin Zajicek.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.

3) Approval of Meeting Minutes from July 11th, 2017. Peter Vanderloo made a motion to approve the meeting minutes from July 11th, 2017 as submitted. David Gollon seconded the motion. Motion carried.

Peter Vanderloo made a motion to suspend the Agenda and move to Item #10. Kyle Levetzow seconded the motion. Motion carried. Kyle Levetzow removed himself from the Town Board and became a member of the general public.

4) Discussion & possible action re: Planning Commission Recommendations. Peter Vanderloo made a motion to recommend the approval of the rezoning application of Kyle Levetzow of 5.00 acres more or less from A-1 to AR-1 located in part of the NE ¼ of the NW ¼ of Section 29, Town 6 North, Range 4 East located at 5879 County Road YZ. David Gollon seconded the motion. Motion carried.
Kyle Levetzow resumed as part of the Town Board after this agenda item.

5) Discussion & possible action re: Norwegian Hollow Box Culvert by 4000 Norwegian Hollow Rd. Town Chairman, Curt Peterson had informed the Town Board of the current condition of the box culvert/bridge on Norwegian Hollow Rd and requested that an engineer be contacted to discuss options for replacement and pricing for the 2018 budget. David Gollon made a motion to have Town Chairman, Curt Peterson consult with Jewell and Associates in regards to options and pricing. Kyle Levetzow seconded the motion. Motion carried.

6) Discussion & possible action re: Town of Dodgeville Disaster Declaration. Kyle Levetzow made a motion to ratify the Town of Dodgeville Disaster Declaration. Peter Vanderloo seconded the motion. Motion carried.

7) Discussion & possible action re: Recycling Center Door. Clerk/Treasurer Sara Olson presented an estimate of cost from Ken Wilson Concrete for the replacement of the entire floor and swale. The Town Board requested that this item be placed on the September agenda once additional information is obtained in regards to the City of Dodgeville sewer line.

8) Discussion & possible action re: Town Well and Septic System. The Town Board requested that Clerk/Treasurer Sara Olson contact the City of Dodgeville in regards to locating the City of Dodgeville’s sewer line to obtain a complete price in regards to hooking up to City Sewer/Water.

9) Discussion & possible action re: Chapter 7 Intoxication Liquor and Fermented Malt Beverage License Ordinance Revision 8/1/2017. Clerk/Treasurer Sara Olson presented a draft copy of the revised ordinance for the Town Board to review. The Town Board requested that additional modifications be included and discussed at the September Town Board meeting. Clerk/Treasurer Sara Olson requested that the Board members let her know of additional modifications that they would like to see within the ordinance. No action was taken.

10) Discussion & possible action re: Town Labor. Clerk/Treasurer Sara Olson presented financial information to the Town Board from 2013 to current in regards to labor for Town roads. The Town Board discussed the information presented and requested that this item be placed on the September agenda to make a decision.

11) Discussion & possible adoption re: Amended Resolution 2017-298 Authorizing Financing for MACK Truck. David Gollon made a motion to adopt Amended Resolution 2017-298 Authorizing Financing for the MACK Truck. Peter Vanderloo seconded the motion. Motion carried.

12) Bills to be approved. David Gollon made a motion to approve the August 1st, 2017 vouchers in the amount of $284,724.70 withholding 10% of Iverson Constructions bill for Survey Road. Upon receiving an Engineers certificate and verifying the seeding has been completed the additional 10% in the amount of $26,750.00 was approved to be paid. Kyle Levetzow seconded the motion. Motion carried.

13) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville’s July 2017 Treasurer’s Report stating the following fund balances:

General Checking $ 180,431.83
Farmer’s Savings $ 5,433.88
M&I Tax Account $ 374,273.98
M&I Tax Account – Tax Funds $ 0.00
Local Government Investment Pool $ 7,038.34
M&I CD’s $ 50,895.21
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 618,073.24
Tax Funds: $ 0.00

Peter Vanderloo seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,388.57

Peter Vanderloo seconded the motion. Motion carried.

Town Supervisor, David Gollon left the meeting.

14) Town Roads/Equipment Report. Town Chairman, Curt Peterson informed the board of the washouts in several roadways that occurred due to the heavy rainfall and the status of Survey Road.

15) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented information in regards to the preliminary statement of changes in equalized values.

16) Public Comment. None

17) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 7:34 p.m. Kyle Levetzow seconded the motion. Motion carried.
