Town Board Meeting Minutes
April 18th, 2023
*Immediately Following the Annual Town Meeting*


1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 5:08 p.m.

Town Supervisors in attendance were Pam Johnson-Loy and Kyle Levetzow. Absent was David Pope and Peter Vanderloo. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Kevin Zajicek, Jeffrey Haylock, Kerry Everson and Carl Thorsen.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Pam Johnson-Loy. Motion carried.

3) Public Comment. Clerk/Treasurer Sara Olson presented information in regards to an e-mail that was received from John Ley in regards to rock chip damages. Town Chairman, Curt Peterson presented an article that was in the Valley Sentinel in regards to the Town of Dodgeville and a news media request.

Kyle Levetzow made a motion to suspend the agenda and move to Item #9. Pam Johnson-Loy seconded the motion. Motion carried.

4) Discussion & possible award re: Bids for 2023 – Sealcoating Town of Dodgeville. Clerk/Treasurer Sara Olson opened and presented the bids for the 2023 – Sealcoating that were received from Fahrner Asphalt and Scott Construction. The bid received from Fahrner Asphalt was $162,254.00 and from Scotts Construction was $150,160.00 for Lawinger Rd, McGraw Rd, Evans Quarry Rd, and Canyon Park Rd utilizing pea gravel. Kyle Levetzow made a motion to award the bid in the amount of $150,160.00 to Scott Construction. Pam Johnson-Loy seconded the motion. Motion carried. Clerk/Treasurer Sara Olson presented the bids in regards to some additional sealcoating on a portion of Leffler Rd, Section Line Rd and Jacobson Rd. Kyle Levetzow made a motion to award the bid in the amount of $29,319.00 to Scott Construction which includes the double sealing of a portion of Section Line Road. Pam Johnson-Loy seconded the motion. Motion carried.

5) Approval of Meeting Minutes from March 7th, 2023 and March 22nd, 2023. Pam Johnson-Loy made a motion to approve the meeting minutes from March 7th, 2023 and March 22nd, 2023 as presented. Kyle Levetzow seconded the motion. Motion carried.

6) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. Kyle Levetzow made a motion to approve the Town of Dodgeville’s March 2023 Treasurer’s Report stating the following fund balances:

General Checking $ 92,660.82
Farmer’s Savings $ 364,942.86
Local Government Investment Pool $ 7,615.06
Farmer’s Savings Tax Account $ 0.00
Intra-Fi CD’s $1,012,533.64

Township Funds: $1,477,752.38
Tax Funds: $ 0.00
ARPA Funds: $ 132,593.55

Pam Johnson-Loy seconded the motion. Motion carried.

Kyle Levetzow made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $ 15,588.22

Pam Johnson-Loy seconded the motion. Motion carried.

7) Bills to be approved. Kyle Levetzow made a motion to approve the April 18th, 2023 vouchers in the amount of $25,829.86 and Sanitary District #1 vouchers in the amount of $3,169.63. Pam Johnson-Loy seconded the motion. Motion carried.

8) Town Roads/Equipment Report. Town Chairman, Curt Peterson indicated that he will be meeting with fencers in regards to the Evans Rd property. Clerk/Treasurer Sara Olson updated the Board in regards to the installation of the radio in the mower tractor, the public involvement meeting to discuss proposed improvements to US 18/151 and County Y/YZ intersection, as well as the change order that was submitted for the Military Ridge Rd Project.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson presented the Spring Election results, reminded the Town Board members of the upcoming Board of Review Training and indicated that the Spring Clean-Up was very successful.

10) Discussion & possible action re: Planning Commission Recommendations. Clerk/Treasurer Sara Olson presented the rezoning application and planning commission recommendation in regards to the rezoning application of Terry Lyght and Donald Hasting to rezone approximately 3.83 acres from A-1 Ag to C-1 in part fraction of the NW ¼ of the NW ¼ and the SW ¼ of the NW ¼ in Section 18, Town 6 North, Range 4 East and part of the SE ¼ of the NE ¼ of Section 13, Town 6 North, Range 3 East located near Ihm Road. Kyle Levetzow made a motion to recommend the approval of the rezoning application of Terry Lyght and Donald Hasting to rezone approximately 3.83 acres from A-1 Ag to C-1 in part fraction of the NW ¼ of the NW ¼ and the SW ¼ of the NW ¼ in Section 18, Town 6 North, Range 4 East and part of the SE ¼ of the NE ¼ of Section 13, Town 6 North, Range 3 East located near Ihm Road. Pam Johnson-Loy seconded the motion. Motion carried.

Clerk/Treasurer Sara Olson presented information as well as the meeting minutes in regards to the Proposed Land Use Map H.1 specifically in regards to Section 24 (County Road YZ) from the March 27th Planning Commission meeting in which the Planning Commission reaffirmed their recommendation to utilize the Land Use Map H.1 2005 in Section 24 placing the land in the Rural Residential Area. No action was taken and this item will appear on the May agenda.

11) Discussion & possible action re: Appointment of Planning Commission Member. Pam Johnson-Loy made a motion to appoint Krista Dolan and Thomas Joestgen to serve a three-year term on the Planning Commission starting April 2023. Kyle Levetzow seconded the motion. Motion carried. Kyle Levetzow made a motion to appoint Curt Peterson and Peter Vanderloo to serve on the Planning Commission as Town Board Representatives. Pam Johnson-Loy seconded the motion. Motion carried. Curt Peterson abstained in regards to his appointment. Town Chairman, Curt Peterson appointed Krista Dolan to serve as the Planning Commission Chair.

12) Discussion & possible action re: WTA Towns Official Workshop. Clerk/Treasurer Sara Olson presented information in regards to the WTA Towns Official Workshop that will be held on Thursday, May 11th at Deer Valley Lodge in Barneveld. Kyle Levetzow made a motion to approve the attendance of any Town Official as well as the Clerk/Treasurer at the WTA Towns Official Workshop. Pam Johnson-Loy seconded the motion. Motion carried.

13) Adjournment. Kyle Levetzow made a motion to adjourn the meeting at 6:20 p.m. Pam Johnson-Loy seconded the motion. Motion carried.
