Regular Town Board Meeting
Tuesday, April 14th 2009
*Immediately following the Annual Town Meeting*
1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 7:45 p.m.
Town Supervisors in attendance were: David Gollon, David Thomas, Thomas Mueller and Charles Price. Also in attendance was Clerk Sara Olson.
2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.
3) Approval of Meeting Minutes from March 3rd, 2009, March 17, 2009, March 19, 2009, March 26, 2009 and April 2, 2009. Thomas Mueller made a motion to approve the meeting minutes from March 3rd, 17th, 19th, 26th and April 2nd as submitted. David Thomas seconded the motion. Motion carried.
4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville March 2009 Treasurer’s Report as submitted stating the following fund balances:
General Checking $ 12,553.29
Farmer’s Savings $ 45,351.23
M&I Tax Account $ 105,774.35
Local Government Investment Pool $ 6,906.91
M&I CD’s $ 150,000.00
Charles Price seconded the motion. Motion carried.
Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:
Sanitary District #1 $ 14,853.30
Sanitary District #2 $ 7,976.48
Sanitary District #3 $ 243.99
David Thomas seconded the motion. Motion carried.
5) Bills to be approved. Thomas Mueller made a motion to approve the April vouchers in the amount of $21,933.77. David Thomas seconded the motion. Motion carried.
6) Appointment of Planning Commission Members. David Gollon made a motion to appoint Curt Peterson and David Thomas to serve as Plan Commission members on behalf of the Town Board. Thomas Mueller seconded the motion. Motion carried. Thomas Mueller made a motion to re-appoint David Blume, Plan Commission Chair and Laura Jean Blotz, Plan Commission member. David Gollon seconded the motion. Motion carried.
7) Discussion and possible action re: Plan Commission Recommendations. David Gollon made a motion to approve the Planning Commission recommendation approving the rezoning of the 5 acres more or less which contains the existing home for A-1 Ag to AR-1 Ag Residential being in part of the SW/SE of S7-T6N-R4E with the remaining required acreage being put into the conservancy district or overlay district. This petition expires one year from the Town Boards recommendation to the Iowa County Planning & Development committee. David Thomas seconded the motion. Motion carried.
Charles Price made a motion to approve the Plan Commission recommendation in reference to Non-compliant Deed restrictions. Please see the March 30th, 2009 Plan Commission meeting minutes for further details in reference to the procedure. David Gollon seconded the motion. Motion carried.
8) Discussion & possible action re: 2009 Seal coating projects. Town Chairman, Curt Peterson presented to the Town Board a list of all roads and completed road improvements in the Township. The Town Board will be observing the roads next week to determine what roads will be seal coated and crack filled for the year 2009. No action taken.
9) Discussion & possible action re: Operator’s License for Terry Lovaas. David Gollon made a motion to deny the operator license for Terry Lovaas based on inaccuracy and falsification on the operator license application as well as findings from the completed background check. Charles Price seconded the motion. Motion carried.
10) Discussion and possible action re: 2010 Census Information. Clerk/Treasurer Sara Olson presented a copy of a resolution that was received from the UW Extension Office in reference to the 2010 Census. The Town Board had asked Sara Olson to obtain more information in reference to the resolution before any action could be taken on this item.
11) Discussion & possible action re: Spring Clean-Up Information. (Safety-Kleen) Clerk/Treasurer Sara Olson presented information from Safety-Kleen in reference to the procedure for disposing of unused paint. David Gollon made a motion to allow the collection and disposal of unused paint at the 2009 Spring Clean Up. There will be a $5.00 charge per gallon can to the individual dropping off the hazardous waste. Clerk/Treasurer Sara Olson will look into different companies that dispose of paint products. Charles Price seconded the motion. Motion carried.
12) Discussion & possible action re: Municipal Clerks & Treasurers Institution (Clerk/Treasurer Training). No action taken.
13) Discussion & possible action re: 2009 Town Officials Workshop. Clerk/Treasurer Sara Olson presented information to the Town Board in reference to a training being offered on May 28th for Town Officials. No action taken.
14) Public Comment. Thomas Mueller presented the Town Board with information in reference to proposed changes to the Iowa County Zoning Ordinance.
15) Adjournment. David Thomas made a motion to adjourn the meeting at 9:25 p.m. Thomas Mueller seconded the motion. Motion carried.
