Town Board Meeting Minutes
September 7th, 2010
*Immediately following the Sanitary District #1, #2 & #3 Meeting*

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 7:12 P.M.

Town Supervisors in attendance were: Thomas Mueller, David Gollon, David Thomas and Charlie Price. Also in attendance were Clerk Sara Olson, Dan Peterson and Steve Michek.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Thomas. Motion carried.

Curt Peterson made a motion to suspend the agenda and move to Item #8 (Discussion & possible action re: Request to Use the Town of Dodgeville’s Parking Lot – Lane Change Testing Service, LLC). Thomas Mueller seconded the motion. Motion carried.

3) Discussion & possible action re: Request to Use the Town of Dodgeville’s Parking Lot – Lane Change Testing Service, LLC. Dan Peterson presented the Town Board with information in reference to using the Town of Dodgeville parking lot for DOT testing. David Gollon made a motion to request that Dan Peterson set-up and show the initial course of the testing area with cones to Curt Peterson who will examine it and make a recommendation to the Town Board. Thomas Mueller seconded the motion. Motion carried.

4) Discussion & possible action re: Bicycling Event Concerns – Patrolling of Routes. The Town of Dodgeville Board discussed concerns they had in reference to bicycling events and patrolling of the routes with Iowa County Sheriff Steve Michek. Steve Michek presented to the Board copies of ordinances that other municipalities have adopted in reference to bicycling events. No action taken.

5) Approval of Meeting Minutes from August 5th, 2010. Thomas Mueller made a motion to approve the August 5th, 2010 minutes as submitted. David Thomas seconded the motion. Motion carried. David Thomas abstained from this motion.

6) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville August 2010 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 156,341.74
Farmer’s Savings $ 1,480.14
M&I Tax Account $ 89,155.52
Local Government Investment Pool $ 6,937.87
M&I CD’s $ 150,476.11

Township Funds: $ 404,391.38
Charlie Price seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $14,543.29
Sanitary District #2 $ 6,128.17
Sanitary District #3 $ 345.76

Charlie Price seconded the motion. Motion carried.

7) Bills to be approved. David Gollon made a motion to approve all the September Vouchers as submitted in the amount of $158,495.05. Thomas Mueller seconded the motion. Motion carried.

8) Planning Commission Recommendations. None presented due to applicant withdrew request.

9) Town Roads Report. Clerk/Treasurer Sara Olson indicated that all of the 2010 Road Projects have been completed.

10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson informed the Town Board of upcoming meetings, current budget numbers, workshops, and planned events.

11) Discussion & possible action re: Notification Process of Road Work on Town Roads. Clerk/Treasurer Sara Olson indicated that she had received a complaint from a resident in reference to the current notification process of road work on Town Roads. The Town of Dodgeville doesn’t currently have a notification process in which they notify landowners the day before road work is going to be completed so they can plan accordingly. The Town Board had indicated that they will request the contractors notify us the day before they will be completing a road project so we or the contractor can post signs accordingly.

12) Discussion & possible action re: Landscaping in Town Road Right-of-Way. No discussion.

13) Discussion & possible action re: Water Drainage Issues at 1430 Bea Ann Drive. Clerk/Treasurer Sara Olson presented information and photographs of the ditch at 1430 Bea Ann Drive that has standing water after a rain shower. The Town Board indicated that they weren’t going to do anything to the ditch line as there are several areas that have standing water and we are not professional landscapers. No action taken.

14) Discussion & possible action re: Funds received from Old Mower Tractor & Mower. Clerk/Treasurer Sara Olson indicated that we received $11,669.00 for the old mower tractor and mower. Thomas Mueller made a motion to pay off the loan with the highest interest rate of 4.5% and put the remaining funds towards the principal of the mower tractor loan. David Gollon seconded the motion. Motion carried.

15) Discussion & possible action re: FDIC Insurance on Municipal Funds. Clerk/Treasurer Sara Olson indicated that she discussing different options with M&I bank in reference to obtaining FDIC Insurance on municipal funds for collecting of the taxes. No action taken.

16) Discussion & possible action re: Purchasing of garage doors and painting of the salt shed & Town Shop. Clerk/Treasurer Sara Olson presented the Town Board with bids from Oranno, Inc and Brent Bjornson Painting Contractors for painting of the salt shed and Town Shop. Thomas Mueller made a motion to accept the lowest bid from Oranno, Inc in the amount of $7,300.00. David Thomas seconded the motion. Motion carried.

17) Discussion & possible action re: Public Records Request from the Republican Part of WI. Clerk/Treasurer Sara Olson presented a public records request to the Town Board that had asked for weekly updates in which the Town can request that they submit a new public record request weekly. Thomas Mueller made a motion to honor the request as a single request and to charge appropriately for time and materials. David Gollon seconded the motion. Motion carried.

18) Discussion & possible adoption re: Amended Resolution 2009-264 Town of Dodgeville Fee Schedule. Charlie Price made a motion to adopt the Amended Resolution 2009-264 Town of Dodgeville Fee Schedule. Thomas Mueller seconded the motion. Motion carried.

19) Discussion & possible adoption re: Ordinance Chapter 4 – Fire Safety Amendment. David Gollon made a motion to adopt Ordinance Chapter 4 – Fire Safety Amendment. Thomas Mueller seconded the motion. Motion carried.

20) Approval or Denial of Operator’s License for Crystal Henson. Charlie Price made a motion to approve the operator’s license of Crystal Henson. David Thomas seconded the motion. Motion carried.

21) Public Comment. Charlie Price had indicated that he was going to draft the hazard mitigation plan and bring it back to the Town Board.

22) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 9:45 p.m. David Gollon seconded the motion. Motion carried.
