Town Board Meeting Minutes
October 5th, 2010
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 P.M.

Town Supervisors in attendance were: Thomas Mueller, David Gollon, David Thomas and Charlie Price. Also in attendance was Clerk Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Approval of Meeting Minutes from September 7th, 2010. Thomas Mueller made a motion to approve the September 7th, 2010 minutes as submitted. David Gollon seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, 3 and Tax Collection Account. Thomas Mueller made a motion to approve the Town of Dodgeville September 2010 Treasurer’s Report as submitted stating the following fund balances:

General Checking $ 30,998.39
Farmer’s Savings $ 1,480.76
M&I Tax Account $ 50,000.00
Local Government Investment Pool $ 6,939.18
M&I CD’s $ 150,636.14

Township Funds: $ 240,054.47

David Gollon seconded the motion. Motion carried.

Thomas Mueller made a motion to approve Sanitary Districts #1, 2, 3 Treasurer’s Report and Tax Collection Account as submitted stating the following fund balances:

Sanitary District #1 $ 13,288.51
Sanitary District #2 $ 5,834.03
Sanitary District #3 $ 268.96

David Gollon seconded the motion. Motion carried. Thomas Mueller made a motion to transfer all Town Administrative fees (Billing fee) billed and collected since 2005 from each Sanitary District to the Town of Dodgeville. David Gollon seconded the motion. Motion carried.

5) Bills to be approved. Charlie Price made a motion to approve all the October Vouchers as submitted in the amount of $29,293.82. Thomas Mueller seconded the motion. Motion carried. Thomas Mueller made a motion to approve the payment of an invoice to be submitted by Oranno, Inc. for paint purchased to complete the painting of the town hall and salt shed. David Thomas seconded the motion. Motion carried.

6) Town Roads Report. Town Chairman, Curt Peterson indicated that two spots on Section Line Road were missed when Iverson’s were patching. The Town Board indicated that they would be contacting the county to shim the two marked spots on Section Line Road. No action taken.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson informed the Town Board that November 2nd is the General Election therefore the Regular Town Board Meeting for November needs to be moved to a different date. The Town Board agreed to move the regular Town Board meeting to November 9th immediately following the Special Town Meeting of the Electors of the Town of Dodgeville. Clerk/Treasurer Sara Olson also indicated that the Town of Dodgeville received some recovered stolen road signs from the Iowa County Sheriff’s department.

8) Discussion & possible action re: 2011 Budget. The Town Board worked on the preliminary draft of the 2011 budget.

9) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. Thomas Mueller made a motion to go into closed session at 8:40 p.m.in Accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Thomas seconded the motion. Roll call: Peterson, yes, Mueller, yes, Thomas, yes, Gollon, yes. Motion carried. Also present was Clerk Sara Olson except during closed session in which her compensation was discussed.

10) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session at 9:25 p.m. David Thomas seconded the motion. Motion carried.

11) Board Action as a Result of Closed Session. David Gollon made a motion to increase the Full-time patrolman’s wages by 3% of the individual’s base salary for the year 2011, which is equivalent to $0.52 per hour for a total of $17.69 per hour. 401K benefits in 2011 will be based on the individual’s 2011 base salary. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to increase the Part-time patrolman’s wages by 3% to $17.00 per hour. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to increase the Clerk/Treasurer’s salary by $1,200.00 for the year 2011 making the 2011 salary $37,200.00. 401K benefits in 2011 will be based off the new 2011 salary. Thomas Mueller seconded the motion. Motion carried. David Gollon made a motion to have the recycling center attendant hourly wage remain the same for 2011 as in 2010 at $10.50 per hour. Thomas Mueller seconded the motion.

12) Public Comment. None

13) Adjournment. David Gollon made a motion to adjourn the meeting at 9:35 p.m. Thomas Mueller seconded the motion. Motion carried.
