Town Board Meeting Minutes
October 14th, 2015
5:30 p.m.

1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 5:35 p.m.

Town Supervisors in attendance were: David Gollon, Peter Vanderloo, David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, and Larry Nelson.

Everyone in attendance recited the Pledge of Allegiance.

2) Approval of Public Notice/Agenda. Supervisor, Steven Johnson made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Discussion & possible action re: 2016 Budget. Clerk/Treasurer Sara Olson presented the draft of the proposed 2016 budget to the Town Board with the exclusion of the wages. The Town Board had requested that a Resolution be adopted at the next board meeting in regards to the increasing of the Plan Commission per diems. The Town Board had also indicated that they would like to discuss the increasing of the per diems of the Town Board Supervisors at the meeting of the qualified electors on November 3rd, 2015. The Town Board indicated that they would resume discussion of the 2016 budget after going into Closed Session to discuss compensation of the public employees.

David Blume made a motion to suspend the agenda and move to Item #7 2002 Chevy Truck and then to Item #8 DPF for Peterbuilt. Peter Vanderloo seconded the motion. Motion carried.

4) Discussion & possible action re: 2002 Chevy Truck. Clerk/Treasurer Sara Olson had presented the estimate from diagnosing the service engine soon light as well as the vibration. David Blume made a motion to have the air intake snorkel fixed. Peter Vanderloo seconded the motion. Motion carried. The Town Board discussed the selling of the 2002 Chevy Truck. David Gollon made a motion to list the 2002 Chevy Truck with Wisconsin Surplus with a minimum bid of $12,000.00 and approval of the final bid being at the November 3rd, 2015 board meeting. David Blume seconded the motion. Motion carried.

5) Discussion & possible action re: DPF for Peterbilt. Town Board Supervisor, Steve Johnson presented proposals for the DPF and had recommended that the Township purchase the parts from All-State Peterbilt and once the parts are received we contact Dan Rigels to set up the installation of the DPF. David Blume made a motion to approve Steve Johnson’s recommendation in regards to the DPF. Peter Vanderloo seconded the motion. Motion carried.

6) Public Comment. Clerk/Treasurer Sara Olson had indicated that Town Patrolman Charlie Rolli had requested the Town Board look into having a rear shut off switch on the 2016 Ford 550, the ability to shoulder from either side of the truck for safety purposes and the cutting of the carbide blades. Larry Nelson had commended the Town Board and liked that the Town is investing in roads as well as the employees.

7) Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. (Compensation & Performance Evaluation). David Blume made a motion to go into Closed Session in accordance with Wisconsin Statue 19.85 (1) (c) to consider employment, promotion, employee hours, compensation or performance evaluation of any public employee of which the governmental body has jurisdiction or exercises responsibility. David Gollon seconded the motion. Motion carried. Roll call; Blume, yes; Peterson, yes; Vanderloo, yes; Gollon, yes and Johnson, yes. Clerk/Treasurer Sara Olson was present during closed session with the exception of discussion of the Clerk/Treasurers compensation and performance evaluation.

8) Reconvene into Open Session. David Blume made a motion to reconvene into open session. Peter Vanderloo seconded the motion. Motion carried.

9) Board action as a Result of Closed Session. Steven Johnson made a motion to increase the hourly wage of an Election Inspector to $10.50 and a Chief Election Inspector to $11.00 per hour effective January 1st, 2016. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson made a motion to increase the Clerk/Treasurer’s salary to $47,700.00 effective January 1st, 2016. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson made a motion to increase the part-time patrolman wage to $22.00 effective January 1st, 2016. Peter Vanderloo seconded the motion. Motion carried. Steven Johnson made a motion to increase the Recycling Center Attendant wage to $12.00 effective January 1st, 2016. Peter Vanderloo seconded the motion. Motion carried. David Blume abstained from this motion. David Blume made a motion to give the Full-Time patrolman a bonus in the amount of $1,938.44. Peter Vanderloo seconded the motion. Motion carried.

Continuation of Item #3 2016 Budget. The Town Board continued discussing and balancing the 2016 budget. Steven Johnson made a motion to eliminate the full-time patrolman position effective January 1st, 2016. David Gollon seconded the motion. Motion carried.

10) Adjournment. David Gollon made a motion to adjourn the meeting at 8:10 p.m. David Blume seconded the motion. Motion carried.
