Town Board Meeting Minutes
November 7th, 2013
Immediately following the Special Town Meeting of Electors

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:17 p.m.

Town Supervisors in attendance were: David Gollon and David Blume. Absent were Dorothy Gullickson and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Charlie Rolli, Debra Young, Fred Gruber and Ellery Schaffer.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #6 – Town Roads/Equipment Report. David Gollon seconded the motion. Motion carried.

3) Town Roads/Equipment Report. Town Patrolman, Charlie Rolli had indicated that some shouldering is needed on Survey Road from the Bard quarry to Brue Road due to settling. Town Board Supervisor, David Gollon had indicated that the tires on the Chevy Silverado aren’t the correct tires for what were hauling and indicated that the Town should look into some different options such as spacers, etc. Town Chairman, Curt Peterson indicated that he would be meeting with the Vonallmen’s in regards to placing debris and stumps from the ditch on Berg Road into their ravine. The Town Patrolman indicated that he would prefer to work from the field versus the road due to potential traffic.

4) Public Comment. Rural Insurance Agent, Deb Young introduced herself to the Town Board and indicated a correction that was going to be made on the Townships current insurance policy for scheduled portable equipment.

5) Discussion & possible action re: Blotz Bridge Project - Options. Fred Gruber and Ellery Schaffer presented the Town Board with an e-mail from KJohnson Engineers. Fred, Ellery and the Town Board discussed the alternative alignment that was going to be reviewed that will improve the roadway and allow for the bridge to remain open. If this alternative is selected it would be considered “Extra Services”. KJohnson Engineers will need to evaluate the funding as well on the preferred alternative. The Town Board indicated if only 500 feet of the project is federally funded and no additional funding can be obtained for the additional feet of roadway that they would have to go with something similar to Alternative #2 that the Township could tie into at some point to continue the improvement of the roadway at a later date. Fred Gruber indicated that they will continue to keep the Township informed.

6) Approval of Meeting Minutes from October 1st, 2013 and October 22nd, 2013. David Gollon made a motion to approve the October 1st minutes as presented. David Blume seconded the motion. Motion carried. David Gollon made a motion to approve the October 22nd meeting minutes with the following correction being made to Item #4: David Gollon made a motion to approve up to 4 loads of gravel or the maximum dollar amount of $700 in gravel for Klosterman Road. David Blume seconded the motion. Motion carried.

7) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville October 2013 Treasurer’s Report stating the following fund balances:

General Checking $ 140,850.35
Farmer’s Savings $ 5,392.33
M&I Tax Account $ 76,997.37
Local Government Investment Pool $ 6,970.21
M&I CD’s $ 50,761.61

Township Funds: $ 280,791.87

David Blume seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $15,318.67
Sanitary District #2 $13,418.66

David Blume seconded the motion. Motion carried.

8) Bills to be approved. David Blume made a motion to approve the November vouchers totaling $38,511.65. David Gollon seconded the motion. Motion carried.

9) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that all the paperwork for FEMA has been completed and signed and we will be receiving reimbursement in the amount of $10,914.62 for flood damages. Clerk-Treasurer Sara Olson presented the preliminary major class comparison report. Clerk/Treasurer Sara Olson indicated she had received Robert Butler’s resignation from the Town of Dodgeville Planning Commission.

10) Discussion & adoption re: 2014 Budget. David Gollon made a motion to adopt the proposed 2014 Budget. David Blume seconded the motion. Motion carried.

11) Discussion & possible action re: Assessor’s Contract. The Town Board received a copy of the proposed assessor’s contract and will be reviewing the document to be discussed at the December board meeting. No action taken.

12) Discussion & possible action re: Acceptance or Denial of Bid for the 1995 Ford L8000. David Blume made a motion to accept the bid from Oettinger Excavating & Septic Inc. in the amount of $14,750.00 for the 1995 Ford L8000. David Gollon seconded the motion. Motion carried.

13) Discussion & possible action re: Approval or Denial of Operator’s License for Naomi Michek, Lisa Heuer and Taryne Ramsden. David Blume made a motion to approve the operator’s licenses of Naomi Michek, Lisa Heuer and Taryne Ramsden. David Gollon seconded the motion. Motion carried.

14) Discussion & possible action re: Minimum Fund Balance Policy. The Town Board discussed the Minimum Fund Balance Policy in detail. David Blume made a motion to approve the Town of Dodgeville Minimum Fund Balance Policy as drafted by David Blume and Johnson & Block. David Gollon seconded the motion. Motion carried. Curt Peterson was opposed.

15) Adjournment. David Blume made a motion to adjourn the meeting at 7:40 p.m. David Gollon seconded the motion. Motion carried.
