Plan Commission Meeting
Monday, November 30, 2009

The Town of Dodgeville Plan Commission met on Monday, November 30, 2009 at 6:30 PM. Chair, Dave Blume called the Planning Commission meeting to order at 6:30 PM.

Plan Commission Committee members in attendance were: Chair, Dave Blume, Laura Jean Blotz, Curt Peterson, and Larry Lenox. John Crook, Matt Chitwood and David Thomas were absent.

Others in attendance were: Clerk/Treasurer Sara Olson, Betsy D’Angelo, Robert Butler, Linda Larsen, Lois Powell, Amanda Winslow, Michael Dearing, Debi Morton, Dave Pearson and David Gollon.

Chairman Blume verified that proper notice of the meeting was posted on November 19, 2009 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Jumping Jupiter, Mueller Implement and the Town Office. Larry Lenox made a motion to approve the public notice and agenda. Laura Jean Blotz seconded the motion. Motion carried.

Curt Peterson made a motion to approve the October 26th, 2009 meeting minutes as submitted. Larry Lenox seconded the motion. Motion carried.

Curt Peterson made a motion to suspend the agenda and go to Item #7 Farmland Preservation Update. Laura Jean Blotz seconded the motion. Motion carried.

Curt Peterson updated the Planning Commission and the general public about the Farmland Preservation Law and an e-mail that was sent from Iowa County Planning & Development in reference to the current conversion fees that go in effect as of January 1, 2010. This item will continue to be discussed in the future.

Chairman Blume asked David Gollon who was representing himself in the current petition to explain the current petition. David Gollon stated that himself, David J. Gollon, Tim Gollon, GLC Associates, and Mike Gollon are trying to rezone 719.23 acres more or less from A-1 Ag to AB-1 Ag Business, located in part of Sections 1&2, Town 5 North, Range 3 and part of Sections 35&36, Town 6 North, Range 3 East with a conditional use of Agricultural, 1 residential structure and aquaculture for the purpose of removing the land out of the A-1 Ag district to avoid possible Farmland Preservation conversion fees.

Larry Lenox made a motion to recommend the approval of the rezoning of 719.23 acres more or less from A-1 Ag to AB-1 Ag Business, located in part of Sections 1&2, Town 5 North, Range 3 East and part of Sections 35&36, Town 6 North, Range 3 East with a conditional use of Agricultural, 1 residential structure and aquaculture that is currently owned by David C. Gollon, David J. Gollon, Tim Gollon, GLC Associates, and Mike Gollon. Laura Jean Blotz seconded the motion. Motion carried.

Chairman Blume asked David Gollon who was representing himself in the current petition to explain the current petition. David Gollon stated that he is trying to rezone 2 acres more or less from A-1 Ag Parcel of Record to AR-1 Ag Residential, located in Section 35, Town 6 North, Range 3 East for the purpose of making the parcel conforming according to the Comprehensive Plan.

Larry Lenox made a motion to recommend the approval of the rezoning of 2 acres more or less from A-1 Ag Parcel of Record to AR-1 Ag Residential, located in Section 35, Town 6 North, Range 3 East that is currently owned by David C. Gollon & Susan J. Gollon. Curt Peterson seconded the motion. Motion carried.

Plan Commission Chair, David Blume requested to postpone the discussion of the Comprehensive Plan, Section H, Land Use Element until next month due to three members of the Planning Commission where absent as well as many changes are happening that could possible effect this element and the need for updating.

Clerk/Treasurer Sara Olson also presented the Town Planning Commission with information from Scott Godfrey in reference to Town recommendations on rezoning requests. The Planning Commission discussed the document and stated they had no issues with the form that was presented.

Larry Lenox made a motion to adjourn the meeting at 7:34 p.m. Laura Jean Blotz seconded the motion. Motion carried.
