Town Board Meeting Minutes
May 5th, 2015
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:01 p.m.

Town Supervisors in attendance were: David Gollon, David Blume and Steven Johnson. Also in attendance were Clerk/Treasurer Sara Olson, Marv Winch, Kevin Zajicek, Charley Rolli, David Judd, Kurt Schadewalt and Shawn Steinmann.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

David Blume made a motion to suspend the agenda and move to Item #10 Proposals for 550 Chassis or Equivalent & Body Proposals. Steven Johnson seconded the motion. Motion carried.

3) Discussion & possible action re: Proposals for 550 Chassis or Equivalent & Body Proposal. The Town Board discussed in detail the different proposals and options received for the 550 body. The Town Board inquired in regards to the availability for service and repairs as well as the timeframe they would be looking at for getting in the equipment once ordered. David Gollon made a motion to accept the Madison Truck proposal in the amount of $33,946.00 with the following additional options: Carbide Edges for the Plow (Installed), Western Wings for MVP Plus Plow and fold down sides for DuraClass Stainless steel body. Steven Johnson seconded the motion. Motion carried. (3-1 Johnson opposed)

4) Discussion & possible action re: Purchasing of Tires / Repairs (Mower Tractor). Clerk/Treasurer Sara Olson presented the Town Board with prices in regards to the rear mower tractor tires and repairs. David Blume made a motion to purchase 2 Firestone rear tractor tires contingent upon receiving a minimum trade-in value in the amount of $150 for the two tires. If the trade-in value is not met, the Township would purchase only 1 Firestone tire and have the remaining rear tire rotated. Steven Johnson seconded the motion. Motion carried. The Town Board members requested that the mower tractor be taken to Energy Unlimited to have some welding repairs completed on the brackets that hold the flail knifes onto the roller.

5) Discussion & possible action re: Purchasing of Tow Straps. No action was taken as the Town Board wanted additional information in regards to the rating of the tow straps.

6) Discussion & possible action re: Purchasing of Pallet Forks (Backhoe). Clerk/Treasurer Sara Olson presented the Town Board with a flyer in regards to the quoted pallet forks. Town Supervisor, Steven Johnson was going to follow-up with Miller Bradford in regards to the size and capacity of forks that were quoted. No action was taken.

7) Discussion & possible action re: 2015 Road Projects. Town Chairman, Curt Peterson had given the Town Board an update on the status of the Leffler Road Improvement project and had indicated that we would be contacting Scott Construction in regards to wedging on Roh Road and Bell Court as they will be blacktopping Leffler Road within the next two weeks. Curt Peterson had also indicated that he received an estimated cost of $25,000 to replace the culvert on Survey Road from Rule Construction but felt this wouldn’t be completed till next year due to the cost. Clerk/Treasurer Sara Olson indicated that Rule Construction had filled in the sinkhole in the ditch on Lehner Road. Part-time Patrolman, Kevin Zajicek had indicated that he felt there were a few roads that are in need of shouldering and wanted someone to view the roads. The Town Board requested he put together a list of roads needing shouldering and work with Curt Peterson to determine their needs.

8) Discussion & possible action re: Driveway Variance (3593 Evans Quarry Road). The Town Board discussed and reviewed the driveway variance for 3593 Evans Quarry Road with property owner Marv Winch. Marv Winch indicated that he was seeking a variance as he is unsure at this point if he can meet the 10% grade on a portion of his driveway application to modify and improve his existing driveway. Marv had indicated that he was looking to move the driveway approximately 300 feet to the south of the existing driveway as many times in the winter due to the grade of the driveway he is unable to get up or down his driveway as it currently doesn’t get any sun and is very steep. Town Supervisor, David Blume had indicated that he felt anything would be an improvement to the current driveway. Clerk/Treasurer Sara Olson presented maps of the layout of the requested driveway and the Town Board discussed concerns such as what would happen to the existing driveway entrance and what was an acceptable grade where the 10% requirement may not be met. Town Chairman, Curt Peterson had indicated that he will have Supervisor, Steven Johnson work with him on this driveway. Curt Peterson made a motion to approve the location of the entrance of the driveway and to exceed the 10% grade requirement in an amount that is acceptable and satisfactory by the two Town supervisors. Steven Johnson seconded the motion. Motion carried. The Town Board indicated that Marv Winch will need to be in contact with Curt Peterson during the construction phase of the driveway to verify that everything is being completed to the satisfaction of the two supervisors including the existing driveways entrance. Steven Johnson seconded the motion. Motion carried.

9) Approval of Meeting Minutes from April 8th, 2015 & April 21st, 2015. David Blume made a motion to approve the April 8th & April 21st, 2015 meeting minutes as submitted. Steven Johnson seconded the motion. Motion carried.

10) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville April 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 355,054.20
Farmer’s Savings $ 5,404.46
M&I Tax Account $ 139,063.44
Local Government Investment Pool $ 6,979.57
M&I CD’s $ 50,835.93
Farmer’s Savings Tax Account $ 0.00

Township Funds: $ 557,337.60

David Gollon seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $16,983.44
Sanitary District #2 $14,735.38

David Gollon seconded the motion. Motion carried.

11) Bills to be approved. David Gollon made a motion to approve the May 5th, 2015 vouchers for payment in the amount of $17,645.87. Steven Johnson seconded the motion. Motion carried.

12) Town Roads/Equipment Report. The Town Board requested that the patrolman look to see if the tires on the Chevy would be covered under warranty due to the significant wear and age of the tire and if not obtain prices for four new tires and get them on the truck as soon as possible as it is a safety concern.

13) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated that we received a thank you from the Evans family.

14) Discussion & possible action re: Plan Commission Recommendations. The Town Board discussed the recommendation that were brought forth by the Plan Commission. Steven Johnson made a motion to recommend the approval of the rezoning application of 2.00 acres more or less from A-1 Ag to AR-1 located in part of the NE ¼ of the NE ¼ of Section 25, Town 7 North, Range 2 East on Hunter Hollow Road. David Blume seconded the motion. Motion carried.

15) Discussion & possible action re: Open Records Policy. Clerk/Treasurer Sara Olson presented the Town Board with two sample copies of an open records policy from different municipalities. The Town Board requested that the Clerk/Treasurer draft a policy utilizing the samples.

16) Discussion & possible action re: Stray Animals on Town Property Policy. Clerk/Treasurer Sara Olson indicated that their currently is a safety concern on Town property in regards to an individual feeding and housing stray animals between the salt shed and Recycling Center building. Steven Johnson made a motion to send a letter to the individual indicating the following: Effective immediately they are no longer able to feed any stray animals on Town property and all personal property utilized to shelter the animals must be removed from the Towns property within 7 days or it will be disposed of by the Township. David Gollon seconded the motion. Motion carried. The Town Board requested that the Clerk/Treasurer draft a policy prohibiting any individuals from feeding or sheltering any stray animal on Town property.

17) Discussion & possible action re: 2015 Town Officials Workshop (May). Clerk/Treasurer Sara Olson indicated that on May 28th the Wisconsin Towns Association would be holding a workshop in Richland Center. Steven Johnson made a motion to authorize Curt Peterson to attend the workshop on May 28th, 2015. David Blume seconded the motion. Motion carried.

18) Discussion & possible action re: Purchasing of Copy Machine / Printer. Clerk/Treasurer Sara Olson had indicated that she was currently working with two vendors in regards to the different option in regards to combining three printers into one.

19) Discussion & possible action re: Evans Quarry Road Damages. Clerk/Treasurer Sara Olson indicated that Bill Morgan had mailed and filed the summons and complaint with Iowa County Clerk of Courts as of April 29th, 2015.

20) Discussion & possible action re: Filling of Vacant Town Board Supervisor Seat as of May 8th, 2015. Clerk/Treasurer Sara Olson presented the Town Board with letters of interest from Larry Nelson, Peter Vanderloo and Bill Dolan. The Town Board and Clerk/Treasurer voted on the candidates of interest. Peter Vanderloo was the individual who received the most votes. David Blume made a motion to nominate Peter Vanderloo to fill the vacancy for the remainder of the term which is April 2016. David Gollon seconded the motion. Motion carried.

21) Public Comment. Town Board Supervisor, Steven Johnson requested that the Pledge of Allegiance be recited at the beginning of every Town Board meeting and inquired about the pole saw.

22) Adjournment. Steven Johnson made a motion to adjourn the meeting at 8:47 p.m. David Blume seconded the motion. Motion carried.
