Plan Commission Meeting
Monday, March 27th 2023

The Town of Dodgeville Plan Commission met on Monday, March 27th at 6:00 P.M. Planning Commission Chairman Larry Nelson called the Planning Commission meeting to order at 6:00 P.M.

Plan Commission Committee members in attendance were Larry Nelson, Curt Peterson, Peter Vanderloo, Krista Dolan Julie Dolan and Mary Wilson. Absent was Paul Lawinger.

Others in attendance: Marc Nelson, Kelly Blotz and Shirley Johnson.

Planning Commission member Larry Nelson verified that proper notice of the public hearing was posted on March 15th, 2023 in accordance with WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Peter Vanderloo seconded the motion. Motion carried.

Krista Dolan made a motion to approve the February 27th, 2023 meeting minutes as presented. Mary Wilson seconded the motion. Motion carried.

The Planning Commission discussed the rezoning application of Terry Lyght and Donald Hasting to rezone approximately 3.83 acres from A-1 Ag to C-1 in part fraction of the NW ¼ of the NW ¼ and the SW ¼ of the NW ¼ in Section 18, Town 6 North, Range 4 East and part of the SE ¼ of the NE ¼ of Section 13, Town 6 North, Range 3 East located near Ihm Road. Curt Peterson made a motion to recommend the approval of the rezoning application Terry Lyght and Donald Hasting to rezone approximately 3.83 acres from A-1 Ag to C-1 in part fraction of the NW ¼ of the NW ¼ and the SW ¼ of the NW ¼ in Section 18, Town 6 North, Range 4 East and part of the SE ¼ of the NE ¼ of Section 13, Town 6 North, Range 3 East located near Ihm Road. Krista Dolan seconded the motion. Motion carried.

The Planning Commission continued to discuss potential revisions of the Proposed Land Use Map H.1 specifically in regards to Section 24 (County Road YZ) as requested by the Town Board. Clerk/Treasurer Sara Olson shared the concerns of the adjacent landowner Kyle Levetzow that were presented during the Town Board meeting which were as follows: the mapped Rural Residential area abuts up to a quarry as well as being adjacent to a large dairy operation. The Town Planning Commission members discussed how this land was previously included in the 1995 mapped area as well as the Land Use Map – November 1st, 2005 and have previously done what was most advantageous to the property owners when looking at the mapping discrepancies. Kelly Blotz who spoke on behalf of Shirley Johnson who owns a majority of the mapped area had indicated that to their knowledge it had always been in the Rural Residential area and indicated several other areas that abut up to a quarry and felt the dairy operation is across the highway and shouldn’t be a concern. The Town Planning Commission members further discussed the concerns as well as what has previously been done in regards to these mapping discrepancies. Curt Peterson as well as Peter Vanderloo indicated that they were not in favor of it not being in the Rural Residential Area. Curt Peterson made a motion to reaffirm the recommendation to utilize Land Use Map H-1 2005 in Section 24 placing the land in the Rural Residential Area. Peter Vanderloo seconded the motion. Motion carried.

Krista Dolan made a motion to adjourn the meeting at 6:31 p.m. Mary Wilson seconded the motion. Motion carried.
