Special Town Board Meeting Minutes
March 23rd, 2010
6:00 P.M.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 P.M.

Town Supervisors in attendance were: Charles Price, David Thomas, Thomas Mueller and David Gollon. Also in attendance were Clerk Sara Olson, Charley Rolli and Ryan Lipska.

2) Approval of Public Notice/Agenda. Supervisor, Thomas Mueller made a motion to approve the public notice and agenda seconded by Supervisor, David Gollon. Motion carried.

3) Discussion & Possible action re: Mowers for the New Holland 6050. Clerk/Treasurer Sara Olson presented the Town Board with information for Diamond Mowers and Tiger Mowers. The Town Board compared the different brands and types of mowers. David Gollon made a motion to purchase the Diamond side mower and rear mower that were on the original quote for $21,500.00 and to upgrade the rear mower to 102” versus 95” that was quoted. Thomas Mueller seconded the motion. Motion carried.

David Thomas made a motion to suspend the agenda and go to Item #5 (Letter from Ryan Lipska in reference to a fence on Wilson Road). Thomas Mueller seconded the motion. Motion carried.

4) Discussion & possible action re: Letter from Ryan Lipska in reference to a fence on Wilson Road. Ryan Lipska explained his letter he had submitted to the Town Board in reference to a fence on Wilson Road. The Town Board indicated to Ryan that they do not recall a fence being at that location or the removal of the fence by the Town. Dave Gollon made a motion to deny Ryan Lipska’s request to have the Town replace the fence. Curt Peterson seconded the motion. Motion carried.

5) Discussion & possible action re: Resolution 2010-267 Authorizing Financing for Town Mower Tractor. Clerk/Treasurer Sara Olson presented interest rates from Farmer’s Savings Bank and M&I Bank as well as Hennessey’s lease rates. David Gollon made a motion to accept Farmer’s Savings Bank’s rate of 3.95% for 5 years borrowing $75,000.00. Thomas Mueller seconded the motion. Motion carried.

6) Discussion & possible action re: 2010 Seal Coating Projects. Clerk/Treasurer Sara Olson present the Town Board with a letter from the residents on Goldmine Road requesting there road be blacktopped. Town Chairman, Curt Peterson requested a meeting be scheduled on March 31st, 2010 at 8:00 a.m. to view all town roads to determine which roads will be fixed in 2010. No action taken.

7) Closed Session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. Thomas Mueller made a motion to go into closed session in Accordance with Wisconsin Statue 19.85 (1) (g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which is or is likely to become involved. David Thomas seconded the motion. Motion carried. Roll call: Peterson, yes; Gollon, yes; Mueller, yes; Price, yes and Thomas, yes. Clerk/Treasurer Sara Olson was also present during closed session.

8) Reconvene into Open Session. Thomas Mueller made a motion to reconvene into open session. David Thomas seconded the motion. Motion carried.

9) Board Action as a Result of Closed Session. David Gollon made a motion that Clerk/Treasurer Sara Olson contact Nate Robson’s attorney and indicates that if we receive cash or a cashier’s check in the amount of $507.25 which was the original motion by the close of the business day on Thursday, March 25th the Town of Dodgeville will ask the court that the court case be dismissed. Thomas Mueller seconded the motion. Motion carried.

10) Public Comment. Clerk/Treasurer Sara Olson presented the Town Board with information about the Department of Revenue Assessment Proposal.

11) Adjournment. Thomas Mueller made a motion to adjourn the meeting at 7:47 p.m. Charlie Price seconded the motion. Motion carried.
