Plan Commission Meeting
Monday, January 26th, 2015

The Town of Dodgeville Plan Commission met on Monday, January 26th at 6:30 P.M. Plan Commission Chairman Greg Jewell called the Planning Commission meeting to order at 6:30 P.M.

Plan Commission Committee members in attendance were: Greg Jewell, Ron Robson, Steven Johnson, Daryl Tresner, Robert Fitzsimmons and Curt Peterson. Absent was: Kathi Cahill.

Others in attendance were: Clerk/Treasurer Sara Olson, Donald Ley, John Ley, Jerry Weier, Warren Bohlman, Hillary Reichling, Ed Reichling, Tammy Reichling and Larry Nelson.

Chairman Greg Jewell verified that proper notice of the meeting was posted on January 21st, 2015 in accordance to WI Statutes 19.84 (3) at the Town Message Boards at Pleasant Ridge Store, Mueller Implement and the Town Office. Curt Peterson made a motion to approve the public notice and agenda. Robert Fitzsimmons seconded the motion. Motion carried.

Curt Peterson made a motion to approve the December 29th, 2014 meeting minutes as submitted. Robert Fitzsimmons seconded the motion. Motion carried.

Greg Jewell asked Jerry Weier, who was representing the estate to provide information to the Planning Commission in regards to the application of the Geraldine Anderson Estate to rezone approximately 2.0 acres from A-1 Ag to AR-1 located in part of the SE ¼ of the SE ¼ of Section 3, Town 5 North, Range 3 East. Jerry Weier had indicated that they were looking to split off the 2 acres that contains the existing home and to move the deed restriction to the other side of the road. The Plan Commission discussed in detail the existing unrecorded deed restriction, the proposed land division and the interpretation of the Land Use Element Section H, Agriculture and Open Spaces Areas, Item #10 in which a municipal road would not negate contiguous definition. Kathi Cahill arrived during this discussion. Greg Jewell made a motion to recommend the approval of the rezoning application with the conditions that 65 acres be placed into the conservancy district (AC-1) or deed restricted. Daryl Tresner seconded the motion. Motion carried.

Greg Jewell asked Ed Reichling to provide information to the Planning Commission in regards to the application of Hilary Reichling to rezone 3.853 acres more or less from A-1 Ag to AR-1 located in part of the SE ¼ of the NW ¼ of Section 6, Town 5 North, Range 4 East at 2621 County Road Y. Ed indicated that they were trying to separate the building from the farm land and would be putting the required acreage into conservancy. Kathi Cahill made a motion to recommend the approval of the rezoning application with the conditions that 31.147 acres be placed into the conservancy district. Steven Johnson seconded the motion. Motion carried.

Town Plan Commission members reviewed and discussed Section A issues & Opportunities and Section B Housing Element of the Comprehensive Plan. The Plan Commission members indicated that some of the data needs to be updated to reflect the 2010 Census. The Plan Commission will be reviewing Section C Transportation at the next Plan Commission meeting.

The Town Plan Commission reviewed and discussed correspondence received from the Iowa County Planning & Development in regards to farmland preservation mapping and the Town of Dodgeville. The Town Plan Commission had indicated that they felt the following should not be included in the farmland preservation: Bethel Horizon, Governor Dodge and colored areas on the Land Use Map. Town Chairman, Curt Peterson indicated that he would contact Scott for clarity on the farmland preservation mapping.

Clerk/Treasurer Sara Olson had inquired about a request that neighbor notices be sent to all individuals in the Green Leaf Glen subdivision for the Rule petition that would be appearing on the February agenda. The Plan Commission indicated that the Township would follow the regular procedures on sending out neighbor notices and if other individuals would like to be notified they can contact the Clerk/Treasurer for a copy of the agenda.

Steven Johnson made a motion to adjourn the meeting. Ron Robson seconded the motion. Motion carried.
