Town Board Meeting Minutes
February 7th, 2023
*6:00 p.m.*
1) Call to order. Town Supervisor, Curt Peterson called the meeting to order at 6:01 p.m.
Town Supervisors in attendance were Pam Johnson-Loy, Kyle Levetzow, Peter Vanderloo and David Pope. Also, in attendance were Clerk/Treasurer Sara Olson, Randy Beerkircher, Jeffrey Haylock, Keith Dalsing, Jackson Hall and Kevin Zajicek.
Everyone in attendance recited the Pledge of Allegiance.
2) Approval of Public Notice/Agenda. Supervisor, Kyle Levetzow made a motion to approve the public notice and agenda seconded by Supervisor, Peter Vanderloo. Motion carried.
3) Public Comment. Clerk/Treasurer Sara Olson indicated that we have received rezoning applications as well as a re-plat petition for the Black Diamond Subdivision that will be discussed at the February Planning Commission meeting.
4) Approval of Meeting Minutes from January 3rd, 2023. Kyle Levetzow made a motion to approve the meeting minutes from January 3rd, 2023 as presented. Peter Vanderloo seconded the motion. Motion carried.
Kyle Levetzow made a motion to suspend the agenda and move to Item #9. David Pope seconded the motion. Motion carried.
5) Discussion & possible action re: Approval of Plans & Authorizing Bidding of the Military Ridge Road TRI-S Project. Keith Dalsing from KD Engineering presented and discussed the plans for the Military Ridge Road TRI-S Project in detail. These plans and specification can be viewed at the Town office. David Pope made a motion to approve the plans as presented and authorized the bidding of the Military Ridge Road TRI-S Project. Pam Johnson-Loy seconded the motion. Motion carried. The notice to bidders will be published in the Dodgeville Chronicle the week of February 13th and February 20th with the bid opening to be held on March 3rd at 2:00 p.m. No action will be taken in regards to the bids until the Regular Town Board meeting held on Tuesday, March 7th at 6:00 p.m.
6) Discussion & possible action re: Driveway Variance – County Road B (Jackson Hall). Clerk/Treasurer Sara Olson presented information in regards to the existing driveway variance, the driveway ordinance and information that was received from Iowa County Planning and Development in regards to revised zoning permits and classification of the structures. The Town Board and Jackson Hall discussed the previous driveway variance that was granted and how the structure/shed is currently being utilized today. The Town Board requested additional time to review all the information that was received prior to making a decision in regards to the driveway variance and any additional requirements to the driveway. No action was taken.
7) Approval of Treasurer’s Report for General, Sanitary District #1 and Tax Collection Account. David Pope made a motion to approve the Town of Dodgeville’s January 2023 Treasurer’s Report stating the following fund balances:
General Checking $ 99,790.35
Farmer’s Savings $ 131,305.63
Farmer’s Savings – Tax Dollars $ 898,560.66
Local Government Investment Pool $ 7,531.69
Farmer’s Savings Tax Account $ 700,650.60
Intra-Fi CD’s $ 1,006,625.05
Township Funds: $1,245,252.72
Tax Funds: $1,599,211.26
ARPA Funds: $ 136,465.32
Pam Johnson-Loy seconded the motion. Motion carried.
David Pope made a motion to approve Sanitary District #1 Treasurer’s Report as submitted stating the following fund balances:
Sanitary District #1 $ 17,181.28
Pam Johnson-Loy seconded the motion. Motion carried.
8) Bills to be approved. David Pope made a motion to approve the February 7th, 2023 vouchers in the amount of $75,387.83 and Sanitary District #1 vouchers in the amount of $3,231.32. Kyle Levetzow seconded the motion. Motion carried.
9) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson updated the Town Board in regards to the existing roadway conditions. Town Patrolmen Randy Beerkircher and Kevin Zajicek updated the Town Board in regards to the equipment repairs completed on the Blue – MACK truck and grader, pricing in regards to a mower tractor and was working on obtaining a price for a v-plow.
10) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson reminded the Town Board of the upcoming Spring Primary Election.
11) Discussion & possible action re: Purchasing of Radios. Clerk/Treasurer Sara Olson presented information from General Communications for a radio to be placed in the new John Deere Loader. Peter Vanderloo made a motion to approve the purchasing and installation of the radio in the new John Deere Loader. Kyle Levetzow seconded the motion. Motion carried.
12) Discussion & possible action re: Snow Removal Issues within the road right-of-way. Town Patrolman, Randy Beerkircher indicated concerns in regards to residents pushing snow across the roadway from there private driveways and pilling it right next to the roadway which makes it very hard for our equipment to wing back the roadway within that area. No action was taken.
13) Discussion & possible action re: Updated Town of Dodgeville Election Day Emergency Response Plan. Kyle Levetzow made a motion to approve the updated Town of Dodgeville Election Day Emergency Response Plan as submitted. Peter Vanderloo seconded the motion. Motion carried.
14) Discussion & possible action re: Resolution 2023-142 Year-End Budget Amendments. No action was taken as the Town of Dodgeville was still awaiting the audit entries.
15) Discussion & possible action re: WTA Advocacy Council Membership. Clerk/Treasurer Sara Olson presented additional information in regards to the WTA Advocacy Council Membership as requested. No action was taken.
16) Discussion & possible action re: WTA District Meeting. David Pope made a motion to approve the attendance of any Town Board member that wishes to attend the WTA District Meeting in March. Peter Vanderloo seconded the motion. Motion carried. Kyle Levetzow, Curt Peterson and Pam Johnson-Loy indicated that they would be attending the meeting.
17) Adjournment. Peter Vanderloo made a motion to adjourn the meeting at 8:06 p.m. David Pope seconded the motion. Motion carried.
