Town Board Meeting Minutes
February 3rd, 2015
5:30 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 5:34 p.m.

Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson. Also in attendance was Clerk/Treasurer Sara Olson.

2) Approval of Public Notice/Agenda. Supervisor, David Blume made a motion to approve the public notice and agenda seconded by Supervisor, Steven Johnson. Motion carried.

3) Approval of Meeting Minutes from January 6th, 2015. David Gollon made a motion to approve the January 6th, 2015 meeting minutes as presented. David Blume seconded the motion. Motion carried.

4) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Blume made a motion to approve the Town of Dodgeville January 2015 Treasurer’s Report stating the following fund balances:

General Checking $ 108,966.27
Farmer’s Savings $ 5,401.79
M&I Tax Account $1,036,207.21
Local Government Investment Pool $ 6,977.17
M&I CD’s $ 50,835.93
Farmer’s Savings Tax Account $ 100,028.59

Township Funds: $ 272,269.58
Tax Funds: $1,036,147.38

David Gollon seconded the motion. Motion carried.

David Blume made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $17,422.23
Sanitary District #2 $14,700.08

David Gollon seconded the motion. Motion carried.

5) Bills to be approved. David Gollon made a motion to approve the February vouchers totaling $13,183.01. Steven Johnson seconded the motion. Motion carried.

6) Town Roads/Equipment Report. Clerk/Treasurer Sara Olson had informed the Town Board that Charlie Rolli had slipped out of the truck and hurt his shoulder on February 2nd and notified the office on February 3rd. Clerk/Treasurer Sara Olson presented the Town Board with a copy of the letter that was sent to Keith Kammes in regards to the Evans Quarry Road damages. Clerk/Treasurer Sara Olson also inquired about the status of the trading in of the backhoe. Town Board member David Gollon indicated that he had some concern in regards to the amount of money we have spent on repairs on the Chevy and stated that it needed to be communicated that this should be the last vehicle to go out with when plowing if we are going to sell the vehicle.

7) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson indicated that the audit was completed, a primary election would be held in February 10th, and there would potentially be a Joint Plan Commission/Town Board Meeting on February 23rd in regards to the Rule quarry petition. Clerk/Treasurer Sara Olson had also inquired about attending the Hazardous Material Training for State Governments on February 26th. Dorothy Gullickson arrived during this discussion.

8) Discussion & possible action re: Plan Commission Recommendations. David Blume made a motion to recommend the approval of the rezoning application of the Geraldine Anderson Estate of approximately 2.0 acres from A-1 Ag to AR-1 located in part of the SE ¼ of the SE ¼ of Section 3, Town 5 North, Range 3 East with the condition that 65 acres be placed into the conservancy district (AC-1) or deed restricted. David Gollon seconded the motion. Motion carried. Steven Johnson made a motion to recommend the approval of the rezoning application of Hilary Reichling of 3.853 acres more or less from A-1 Ag to AR-1 located in part of the SE ¼ of the NW ¼ of Section 6, Town 5 North, Range 4 East with the condition that 31.147 acres be placed into the conservancy district. Dorothy Gullickson seconded the motion. Motion carried.

9) Discussion & possible action re: Road Postings. No action was taken on this item.

10) Discussion & possible action re: Dodgeville Fire Department Budget Update. Clerk/Treasurer Sara Olson contacted Johnson & Block for clarity in regards to Paragraph #5 of their letter that is enclosed in the budget report. Johnson Block & Company indicated that this is a form letter that is attached if an audit isn’t completed at the time of the report. It was indicated that the financial disclosures are completed at the time of the audit of the City of Dodgeville which includes the fire department.

11) Discussion & possible action re: Accident/Incident Policy. David Gollon and Clerk/Treasurer Sara Olson had presented a draft of an Accident/Incident Policy. David Blume made a motion to approve the policy as submitted and indicated that the Town Patrolman would need to complete this form for the incident that had just occurred. Dorothy Gullickson seconded the motion. Motion carried.

12) Discussion & possible action re: Selling/Purchasing of Town Equipment. The Town Board discussed obtaining quotes and preparing specs for a 550. The Town Board had indicated that David Gollon would be the main contact and the only individual talking to the dealership in regards to the 550.

13) Discussion & possible action re: Purchasing of a Pole Saw. David Gollon had indicated that he talked to the Patrolman in regards to the need of a new pole saw and it was indicated that it was necessary. David Gollon made a motion to purchase a new pole saw from Mueller Implement as quoted and to sell the old pole saw at the Recycling Center. Steven Johnson seconded the motion. Motion carried.

14) Discussion & possible action re: Purchasing of Carbide Blades for V-Plow. The Town Board discussed the quote for carbide blades for the V-Plow that was received from Winter. David Gollon made a motion to purchase the carbide blades for the V-Plow as quoted. Dorothy Gullickson seconded the motion. Motion carried.

15) Discussion & possible action re: Leffler Road- Trip Project. The Town Board discussed the Leffler Road project and how they would like to get a price for two different options in regards to the trees. Town Board Chairman Curt Peterson had indicated that he had been contacted by both of the landowners that had been notified of the project. No action was taken.

16) Discussion & possible action re: Camera & GPS Devices in Equipment. The Town Board had indicated that they would like to obtain more information in regards to cameras that can be installed in equipment which would help better monitor the road conditions and damages to the roads. Town Chairman, Curt Peterson had indicated that he was going to contact Craig Hardy to find out more information.

17) Discussion & possible action re: MSDA Sheet. Steven Johnson made a motion to allow Clerk/Treasure Sara Olson to attending the Hazardous Material Training at the Mendota Medical Center on February 26th. David Blume seconded the motion. Motion carried.

18) Discussion & possible action re: Amended Resolution 2009-257 Health insurance Reimbursement & Compensation Policy. Clerk/Treasurer Sara Olson had indicated that the full-time patrolman has recently obtained insurance through the market place in which our current resolution will possible need to be modified after obtaining clarification in regards to the Obama care laws. David Gollon made a motion to temporarily suspend the amended resolution until further clarification and to have both full-time employees be stipend at the $276.92 per every two week pay period. Steven Johnson seconded the motion. Motion carried.

19 – 21) The Town Board didn’t go into closed session.

22) Public Comment. Town Chairman, Curt Peterson had indicated that there was an article in the Wisconsin Towns Association magazine recommending that Township adopt an Open Records Policy and he requested that Clerk/Treasurer Sara Olson obtain copies of sample ordinances from the Towns Association.

23) Adjournment. David Blume made a motion to adjourn the meeting at 7:47 p.m. David Gollon seconded the motion. Motion carried.
