Town Board Meeting Minutes
December 3rd, 2013
6:00 p.m.

1) Call to order. Town Chairman, Curt Peterson called the meeting to order at 6:00 p.m.

Town Supervisors in attendance were: David Gollon, David Blume and Steve Johnson (via speakerphone). Absent was Dorothy Gullickson. Also in attendance were Clerk/Treasurer Sara Olson, Kyle Levetzow, Karen Trace, Denny Trace, William Hinrichs, James Hinrichs and Darold Rux.

2) Approval of Public Notice/Agenda. Supervisor, David Gollon made a motion to approve the public notice and agenda seconded by Supervisor, David Blume. Motion carried.

3) Approval of Meeting Minutes from November 7th, 2013. David Blume made a motion to approve the November 7th minutes as presented for each of the 3 meetings. David Gollon seconded the motion. Motion carried.

4) Public Hearing regarding the discontinuance of Halverson Road and Klosterman Road. Town Chairman, Curt Peterson opened the floor to the public in regards to the discontinuance of Halverson Road. William& James Hinrichs who were present and own the 160 acres that surround Halverson Road indicated that they had no real objection to the discontinuation; however they wanted to request that in the future should they decide to subdivide this property it would be allowed to be turned back into a Town Road in its current condition due to the Town is requesting the discontinuation. Town Chairman, Curt Peterson indicated that he felt the Board would not be able to allow it to return to a Town Road in its current condition due to Iowa County has a subdivision ordinance with previsions in regards to roads as well as the state statues would not make it possible in its current condition. Town Supervisor, David Gollon indicated that he didn’t feel the Town Board could guarantee anything at this point or lock future boards into the current decision. William & James Hinrichs indicated that if it wasn’t possible could they possible preserve the existing location of the driveway off of Section Line Road. Town Board Supervisor, David Blume indicated that he felt the location of the existing driveway could be modified to suit everyone’s needs if necessary.

Dorothy Gullickson arrived during this discussion.

Town Chairman, Curt Peterson opened the floor to the public in regards to the discontinuance of Klosterman Road. Town Clerk/Treasurer Sara Olson had indicated that she received a written objection from Kyle Levetzow which will necessitate a two-thirds majority vote of the Town Board members voting as to that roadway and the current resolution was updated to reflect this change. Clerk/Treasurer Sara Olson also indicated that if these roadways become private driveways there will be fees that need to be discussed as to whom will be responsible for the applications and fire signs. Kyle Levetzow who is the owner of 3500 & 3498 Klosterman Road indicated that he objects to the discontinuation of Klosterman Road for the same reasons that he expressed in prior meetings. Kyle indicated that he feels Klosterman Road is a very low cost to the township to keep it as a Town Road due to the minimum maintenance performed on the road and feels that there might not be a true savings in regards to cost versus transportation aids received. Kyle indicated that there are some issues with the current roadway and expressed that he would like improvements to the existing roadway prior to discontinuation. Town Chairman, Curt Peterson indicated that the existing Town Road only services one individual household and the Town is looking into other dead-end roads as well. Curt Peterson indicated that there is an Ag-Tif District option that could potentially be looked into, however Curt didn’t have any detailed information.

The Town Board discussed Halverson Road, Klosterman Road and the resolution in detail.

5) Discussion & possible adoption re: Resolution Discontinuing Town Roads in the Town of Dodgeville (Halverson & Klosterman Rd). David Gollon made a motion to adopt the resolution in regards to the discontinuation of Halverson Road. Steven Johnson seconded the motion. Motion carried (4-ayes, 1 opposed). David Blume made a motion that the Township bears the cost of the necessary fire sign and driveway fees. The Township would also continue to plow the driveway until the end of February free of charge and approve the current driveway entrance location. This motion lacked a second. David Gollon made a motion that the Township bears the cost of the necessary fire sign and driveway fees and approves the current driveway entrance location. Steven Johnson seconds the motion. Motion carried (4-ayes, 1 opposed).

David Gollon made a motion to adopt the resolution in regards to the discontinuation of Klosterman Road. Steven Johnson seconded the motion. Motion carried (4-ayes, 1 opposed). David Blume made a motion that the Township bears the cost of the necessary fire signs and county driveway fees. The Township would also continue to plow the driveway until the end of February free of charge and assist the owners in obtaining information in regards to the Ag-Tif District as well as reasonable assist the owner in applying for the Ag-Tif funds. This motion lacked a second. David Gollon made a motion that the Township bears the cost of the necessary fire signs and the county driveway fee. Steven Johnson seconded the motion. Motion carried (4-ayes, 1 opposed).

6) Discussion & possible action re: Berg Road. The Town Board discussed the brushing that was being performed by the Township on Berg Road. Town Chairman, Curt Peterson indicated that the progress has been shut down for the winter and at some point he would like to burn the current piles of brush. David Blume indicated that he felt the project is much larger than he initially thought and more communication was needed on the front side. The Town Board requested that we get quotes for having a dozer come in to possible complete the necessary work versus the Town employee. Denny Trace indicated that he would like to see improvement on the portion of Berg Road that butts up to the Eden Township that is in need of necessary repairs due to the condition of the roadway. Town Chairman, Curt Peterson had indicated that money had been put in the 2014 budget for road work on Berg Road.

7) Discussion & possible action re: Approval or Denial of Class “B” Beer/Liquor License for Log Inn, LLC (Darold Rux, Agent). David Gollon made a motion to approve the Class “B” Beer/Liquor License for Log Inn, LLC and Darold Rux as Agent contingent upon the completion of the server’s course and delinquent bills being paid in full. David Blume seconded the motion. Motion carried.

8) Discussion & possible action re: Plan Commission Appointment. No action taken.

9) Discussion & possible action re: Upgrading Equipment (Case 580 Tractor/Backhoe). Clerk/Treasurer Sara Olson presented two options from Miller-Bradford in regards to upgrading the Case 580 Tractor/Backhoe. David Blume made a motion to Trade-In the Case 580 Super N and purchase a New Case 580 Tractor/Backhoe for $2,500.00 which included a new thumb and freight charges. Steven Johnson seconded the motion. Motion carried.

David Blume left the meeting at this time.

10) Approval of Treasurer’s Report for General, Sanitary District #1, 2, and Tax Collection Account. David Gollon made a motion to approve the Town of Dodgeville November 2013 Treasurer’s Report stating the following fund balances:

General Checking $ 142,923.27
Farmer’s Savings $ 5,392.97
M&I Tax Account $ 76,997.37
Local Government Investment Pool $ 6,970.73
M&I CD’s $ 50,806.27

Township Funds: $ 283,090.61

Dorothy Gullickson seconded the motion. Motion carried.

David Gollon made a motion to approve Sanitary Districts #1 and 2 Treasurer’s Report as submitted stating the following fund balances:

Sanitary District #1 $13,665.61
Sanitary District #2 $11,986.75

Dorothy Gullickson seconded the motion. Motion carried.

11) Bills to be approved. David Gollon made a motion to approve the December vouchers totaling $13,172.40. Steven Johnson seconded the motion. Motion carried.

12) Town Roads/Equipment Report. Town Chairman, Curt Peterson had indicated that rumble strips where placed at the intersection of Section Line Road and County Road Y in both directions. Clerk/Treasurer Sara Olson indicated inquired about getting a carbide blade for the small silver truck as the existing blade was wearing down. The Town Board indicated to purchase the blade, however they weren’t purchasing any chains for the silver truck at this time.

13) Clerk/Treasurer Report. Clerk/Treasurer Sara Olson had indicated the mill rate this year was $20.34 per thousand dollar of valuation for the Town of Dodgeville. Clerk/Treasurer Sara Olson had indicated that she would be working on the tax bills soon and distributed a rough draft of the winter newsletter.
14) Discussion & possible action re: Resolution 2013-283 Appointment of Chief Election Inspectors and Poll Workers for the 2014-2015 term. Clerk/Treasurer Sara Olson indicated that the Town of Dodgeville didn’t receive any lists for either political party in regards to election workers. David Gollon made a motion to approve Resolution 2013-283 Appointment of Chief Election Inspectors and Poll Workers for the 2014-2015 term. Dorothy Gullickson seconded the motion. Motion carried.

15) Discussion & action re: 2014 Stray Animal Contract. David Gollon made a motion to approve the 2014 Stray Animal Contract with the Iowa County Humane Society with the same terms as the previous year. Dorothy Gullickson seconded the motion. Motion carried.

16) Discussion & possible action re: Assessor’s Contract. David Gollon made a motion to accept the assessor’s contract as of December 3rd, 2013 for one year. Steven Johnson seconded the motion. Motion carried.

17) Public Comment. Clerk/Treasurer Sara Olson indicated that she received a notice of opportunity to request a public hearing on the location and preliminary design aspects and notice of availability of the environmental assessment for the proposed freeway conversion plan on US Highway 18/151 and it is available for review.

18) Discussion re: Iowa County Zoning Amendments. No discussion or action took place.

19) Discussion & possible action re: Bid Specification for Plow Truck. Town Board Supervisor, David Gollon indicated that he hadn’t completed the specifications but would work on it for next month’s meeting.

20) Adjournment. David Gollon made a motion to adjourn the meeting. Dorothy Gullickson seconded the motion. Motion carried.
